Meru County
Office of the Governor
Meru County is situated in the Mount Kenya Region with a
population of over 1,442,691 people.
The just concluded elections saw the County elect Governor Peter
G. Munya as their first Governor.
In line with the Constitution of Kenya 2010 and County
Government Act No.17 of 2012, the Governor’s office wishes to consider for
appointment, the following:
(A) County Executive Committee Members
The Constitution of Kenya 2010 provides for the following :-
I. The establishment of Meru County (First Schedule Art 6(1)
No.30.
II. Appointment of County Executive Committee Members by the
Governor with the approval of the County Assembly (Art 179(2)(b).
III. Functions of County Executive Committee’s (Art 183).
Further the County Government Act No.17 of 2012 section 34
provides for County Executive Authority of the County Executive Committee.
In accordance to the above provisions the office of the Governor seeks applications from highly qualified result-oriented and self-motivated citizens of Meru County for the position of County Executive Committee members.
Duties and Responsibilities:
- To
supervise the administration and delivery of services in the respective
departments of the county government and all decentralized units and
agencies in the County.
- Implement
county legislation
- Implement
within the county, national legislation to the extent that the legislation
so requires.
- Manage
and coordinate the functions of the county administration and its
departments.
- Provide
the county assembly with full and regular reports on matters relating to
the county.
- May
advise the Governor on matters within his/her area of jurisdiction.
Requirements and Competencies
For appointment to this position, a person should:
- Be
a Kenyan citizen
- Be
in possession of a first degree from a University recognized in Kenya.
- Satisfy
the requirements of chapter six of the constitution
- Have
knowledge, experience and distinguished career of not less than five years
in the field relevant to the portfolio of the department to which the
person is seeking to be considered.
- Understand
the diversity, challenges and opportunities within the County
- Be
visionary and a strategic thinker
- Have
the ability to work in a multi-ethnic and diverse community.
- Have
capacity to work under pressure to meet strict deadlines.
- Be
committed to be part of a team that will enable the county Government
achieve her vision.
NB: Masters Degree will be an added advantage.
(B) County Public Service Board
Article 235 of the Constitution of Kenya 2010 provides for the
staffing of County Governments.
Further the County Government Act No.17 of 2012 section 57
provides for the establishment of the County Public Service board.
Duties and Responsibilities of the Board
- Establish
and abolish offices in the County public Service
- Appoint
persons to hold or act in office of public County offices including the
boards of urban areas within the county and to confirm appointments.
- Exercise
disciplinary control over and remove, persons holding or action in those
offices as provided for under this part.
- Prepare
regular reports for submission to the county assembly on the execution of
the functions of the board.
- Promote
in the county public service the values and principles referred to in
Articles 10 and 232 of the Constitution of Kenya 2010.
- Evaluate
and report to the county assembly on the extent to which the values and
principles referred to in Articles 10 232 of the Constitution of Kenya
2010 are complied with in the public service.
- Facilitate
the development of coherent, integrated human resource planning and
budgeting for personnel emoluments in the county.
- Advise
the county government on human resource management and development.
- Advise
county government on implementation and monitoring of the national
performance management system in the county.
- Make
recommendations to the salaries and Remuneration Commission,on behalf of
the county government, on the remuneration, pensions and gratuities for
the county Public service employees.
Requirements and Competencies of The Chairman
For appointment to this position, the person should:
- Be
a Kenyan Citizen
- Be
in possession of a first degree from a University recognized in Kenya.
- Have
a working experience of not less than ten years in administration and
management.
- Satisfy
the requirement of chapter six of the constitution on leadership and
integrity.
- Be
a professional who demonstrate absence of breach of the relevant
professional code of conduct breach of the relevant professional code of
conduct.
- Understand
the diversity within the County
- Not
be a public or state officer.
- Be
visionary and a strategic thinker.
- Capacity
to work under pressure to meet strict deadlines.
Duties and Responsibilities of Secretary
- Establish
and abolish offices in the County Public Service.
- Appoint
persons to hold or act in office of public county offices including the
