Community Health Program Officer

Description

Under the supervision of program manager community health ,The CHP Officer shall be responsible for the  implementation of integrated community health activities that encompasses outreach ,reproductive health and immunization services through a team of community health workers and EPI Vaccinators based in Hagadera and Kambioos refugee camps

Key Responsibilities
  • Participate in the designing ,planning  and implementation of community health projects in Hagadera and kambioos refugee camps
  • Coordinate and supervise activities of community health units in the camps
  • Plan health education sessions through CHWs and community health committees at household level
  • Establish and Maintain a community referral system for all clients, individuals with health needs
  • Organize  community health need assessment and mobilization for health actions
  • Take a lead role in diseases surveillance and outbreak response
  • Participate in the  monitoring of immunization program in the refugee camps
  • Conduct on job training and appraisal of CHWs and EPI vaccinators on quarterly basis
  • Submit weekly and monthly sitreps to program Manager

Required Qualifications:
  • Diploma in Kenya Registered Community Health Nursing
  • A minimum of 3[three) years of experience in a community health field.
  • Must Hold a valid license from Nursing council of Kenya
Required  Competencies:
  • Proven experience in working with communities with diverse cultural practices and low literacy level.
  • Experience in implementation of community strategy at refugee camps
  • Excellent report writing and interpersonal communication skills
  • Computer literacy: word and excel
  • Ability to work in a hardship area, remote, and non-accompanied location.
Mental Health Nurse

Description

The Mental Health Nurse reports directly to the Mental Health Officer. He/she will be expected to work within the integrated community health program and collaborate with the Clinical Services, Environmental Health, Nutrition and HIV/AIDS sectors to implement the following activities.

Key Responsibilities
  • Identify and define mental health problems and needs of the refugees and, provide technical advice on all cases of psychiatric disorders.
  • Oversee and conduct mental health assessments, diagnose and plan individual case management of psychiatric patients in the camp and refer accordingly.
  • Develop nursing care plans for psychiatric patients admitted into the ward and liaise treatment plans with the Mental Health Officer
  • Participate in developing community networks to support mental health patients in the community.
  • Provide psychiatric support through use of individual or group counseling and psychotherapy.
  • Train mental health assistants, Community Health Promoters and other groups exposed to persons with mental health disorders
  • Supervise mental health assistants and ensure that data records for all the patients attended at the clinics are well kept
  • Compile weekly and monthly reports.
  • Conduct community education to create awareness so as to initiate community participation as a PHC approach.
  • Participate in intra and inter-program meetings as well as general staff meetings
  • Liaise with other implementing partners within the refugee camp in advocacy for mental health clients
  • Identify and liaise with opinion and religious leaders in dealing with people with selected mental disorders.
Minimum Requirements:
  • Diploma in nursing from a recognized nurse training institution,
  • Certificate or Diploma in community psychiatric nursing.
  • Registered with the Nursing Council of Kenya and have a practicing license.
  • Previous experience in working within a community setting desirable
  • Experience of working in a resource poor setting and/or camp environment is an added advantage
  • Language preferences: Fluency in Turkana/ Somali an added advantage.
  • At least 2 years experience working in complex, multifaceted, community health program.
  • Strong communication skills: oral: written and presentation skills.
  • Similar experience in a humanitarian setting is desirable
  • Should be a team player and culturally sensitive
  • Ability to work and live in difficult environmental conditions
Supply Chain Procurement Manager

Description

Reporting to Supply Chain Coordinator the Supply Chain Manager (procurement) is responsible for the efficient coordination and management of all procurement functions for IRC’s office in Nairobi. 

The Procurement Manager will be directly managing the procurement staff including senior Procurement Officers, Medical procurement officer in Nairobi and interns.

The position will also be responsible for the standardization of policies and good Procurement practices across all the field sites and will require regular travel to provide technical support to the field-based procurement staff.

Key Responsibilities:

Compliance
  • Assist in the development of in-country Procurement policies and procedures in compliance with the IRC standards & reviewed/approved by the Supply Chain Coordinator /DDO.
  • Monitor the policies and procedures to ensure that they are kept updated and relevant to the international situation and IRC Kenya programming requirements.
  • Ensure that compliance with policies is documented through systematic and random verifications of policy implementation and Procurement records, based on a schedule agreed with the Supply Chain Coordinator.
  • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.
  • Promptly inform the Supply Chain Coordinator of any areas of concern of potential or suspected violations of policies and procedures.
  • Ensure there is no negative audit observations/findings related to Procurement.  If required corrective actions plans are developed & implemented to address audit findings.
  • Ensure that issues of compliance are standardized across all field sites.
  • Acknowledgement and follow all Donor regulations related to procurement procedure.
Procurement Management
  • Responsible for creation of list of Authorized Suppliers, using IRC’s selection and pre-qualification processes. Update list on a regular basis and circulate to relevant staff.
  • Responsible for Due Diligence checks (supplier references, site visits, historical data, anti-terrorism compliance) for Authorized Suppliers and Contracted Suppliers.
  • Conduct regular market surveys in key procurement categories to ensure that IRC is receiving best value for money.
  • Establish a reasonable and appropriate lead time for ordering and delivery of goods.
  • Design and implement internal controls within the purchasing/procurement system
  • Focal point for all international procurement conducted through the New York.
  • Prepare Requests for Proposal and manage contract/tender processes.
  • Provide price list and quotes to department’s managers upon request and on quarterly basis.
  • In collaboration with the warehouse team account for the transport of all goods to various field offices in timely manner.
Documentation and Reporting
  • Monitor procurement records to ensure that each procurement request is fully and clearly documented according to IRC policy.
  • Prepare monthly/weekly Purchase Request Tracking report and consolidate all Purchase Request Tracking from Country field office reports. Share report with Supply Chain coordinator, Supply Chain Department in New York, and other internal departments as required.
  • Analyse Purchase Request Tracking in order to ensure that all procurement is carried out efficiently and in a timely manner.
Training & Outreach
  • Organize Procurement trainings for both program and operations staff on a regular basis.
  • Develop and maintain an effective orientation package, and ensures that new staff members are appropriately orientated on Procurement policies and procedures in a timely manner.
  • Ensure that Procurement department maintains cooperative relations with other departments, and interacts with them in a positive manner.
  • Identify training needs for Procurement staff and make recommendations to the Supply Chain Coordinator.
 Staff Supervision
  • Set clear performance objectives for staff you supervise and ensure that they are understood.
  • Conduct interim performance reviews every six months and hold one to one feedback discussions with staff that you supervise on a regular basis to ensure that performance objectives are being met.
  • Conduct annual performance evaluations for staff that you directly supervise and manage poor performance and disciplinary issues in accordance with IRC HR policies and procedures.
  • Ensure that staff annual leave is tracked and planned in advance and that there is sustainable coverage and backup for all staff going on leave. 
  • Review and approve/endorse timesheets of your staff on a monthly basis and travel and leave requests when the requests are made.
Required Qualifications:
  • Bachelor degree in logistics or Business management  another  relevant field
  • Thorough method of working with ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions;
  • Management ability to lead, motivate and develop staff;
  • Committed team player;
  • Ability to live and work in a fairly isolated area and in conditions of limited comfort;
  • GOOD  computer skills (Word, Excel);
Required Experience & Competencies:
  • Previous experience working in similar position with an INGO.
  • At least 3 year's experience working as a logistician/Procurement manager.
  • Strong background in humanitarian projects
Supply Chain Assistant - Warehouse Roving

Description

To provide all necessary Supply chain support to the field project stores in Kakuma field office and proceed with maximum efficiency while adhering to IRC’s supply chain procedures

Key Responsibilities

Supply Activities
  • To ensure all supply activities are carried out to a satisfactory standard.
  • To ensure that the necessary logistics and organization is effected for all projects.
  • Where necessary, to manage, or support, the development and proper functioning of any project office deemed necessary to support the programme.
  • To assess potential projects as requested by Supply chain manager.
  • To familiarize yourself with the IRC Supply chain Manual and comply with the policies outlined in the IRC Supply chain Manual.
  • To complete required reports and submit a monthly Supply chain warehouse reports to Supply chain officer.
  • To support the nutrition field stores by roving in all the field stores for BSFP,SFP and OTP nutrition supplies and ensure quality stock management from the point of receipt, storage and dispatch of the nutrition commodities in all the 6 field stores.
  • Capacity build the incentive field store keepers managing the 6 field stores to ensure quality recording of the Bin cards, stock cards and ensure stock stacking as per the donor requirement.
Warehousing
  • Ensure that all the ware houses are well maintained.
  • Ensure that updating stock records is done on a daily basis both on the prolongs and stock cards
  • Ensure that all stores procedures are followed by all staff.
  • Ensure that there is Controlled access to all IRC stores and ensure that stores premises are secure
  • Ensure that the filing system for stores is well maintained.
  • Ensure that an efficient storage and inventory system is maintained.
  • Review monthly stock reports.
  • Ensure that an update office, residence, and stores inventory is done on a monthly basis.
  • Ensure that all supply Policies and Procedures are followed and adhered to in all transactions.
  • Carry out periodic trainings reviews with all supply staff
Assets and Equipment management
  • Ensure that an update asset register is maintained on a monthly basis.
  • Ensure that an updated assets inventory sheets and ProLog are well maintained
  • Ensure that all IRC assets and equipment are well maintained
  • Ensure that all assets that allocated to individuals are signed off equipment issue form
  • Ensure that all IRC premises are well maintained
  • Ensure that the movement of IRC assets is tracked and the necessary documentation is done when an asset changes its status.
  • Ensure that an up to date filing system for all assets maintained.
  • Review all monthly asset reports.
  • Recommend assets for disposal and ensure that the necessary paper work is prepared.
Safety and Security
  • To ensure that staff operate in a safe and secure working environment.
  • To ensure that all new staff are briefed on security procedures.
  • To ensure that the IRC premises are secure at all times and a list of designated key holders is maintained and reviewed.
  • To ensure that there is a Fire Safety Plan in place and that quarterly fire drills are carried out.
  • To ensure that there are fully stocked First Aid Kits available in all IRC Vehicles, Offices, Warehouses and Guesthouses, at all times.
Miscellaneous:
  • To attend meetings when requested by the Supply chain Officer.
  • To maintain confidentiality.
  • To continually strive to improve working methods, practices and working relationships within IRC.
  • To promote an atmosphere of co-operation and team spirit among IRC staff.
  • To carry out all duties responsibly and act in a professional manner at all times
Supply chain activities
  • To ensure all supply chain-Warehouse activities are carried out to a satisfactory standard in conformity with IRC and donor requirements
  • To ensure that the necessary supply chain-warehouse functions and organization are effected for all projects.
  • Where necessary, to manage, or support, the development and proper functioning of any project warehouse deemed necessary to support the programme.
  • To assess potential supply chain functions as requested by Supply chain manager.
  • To familiarize yourself with the IRC supply chain Manual and comply with the policies outlined in the IRC supply chain Manual.
  • To complete required reports and submit a monthly supply chain warehouse reports to supply chain Manager.
Key Result Areas
  • Warehousing stock control and management & documentation
  • Timely and effective updated asset registers and property and inventory shared with respective program.
  • Effective functional and centralized warehousing system to all the program functions.
  • Provide training support to the warehouse storekeepers and clerksTimely reporting.
Required Qualifications:
  • Secondary Education or diploma  in supply chain management or diploma in warehouse or stock control management
  • Experience in Experience in management, supplies or related field or related field
  • Basic computer skills
  • Good communication in English
