Capital Markets Authority (CMA) is a statutory agency charged with the responsibility of regulating and developing an efficient capital market in Kenya. To take our increasingly vibrant market to the next level, the Authority now invites applications from qualified, competent and experienced candidates for various roles.


Legal Officer Enforcement – Re- Advertisement - HCA/LOE/1/2013

Reporting to the Assistant Manager, Investigations and Enforcement, the selected candidate will be responsible for:
  • Reviewing investigation reports on violations of the capital market regulatory framework and recommend appropriate enforcement action;
  • Providing legal interpretations on applicable law;
  • Continuous development of the Enforcement Manual;
  • Maintaining a database of and providing reports and updates on the enforcement actions undertaken by the Authority;
  • Liaising with external counsel representing the Authority in all judicial proceedings connected to enforcement of capital markets regulatory framework;
  • All other incidental functions as may be assigned from time to time.
Required Qualifications, Competencies & Experience:
  • Bachelor of Laws (LLB) Degree and
  • An advocate of the High Court of Kenya;
  • A minimum of 2 years relevant work experience in Commercial law or litigation;
  • Excellent report writing skills, excellent communication and interpersonal skills and ability to multitask.
Procurement Officer–HCA/ PO/2/2013

Reporting to the Assistant Manager, Procurement, the Procurement Officer will be responsible for:
  • Maintaining and updating annually standing lists of registered Tenderers required by the Authority and liaise with PPOA in respect of the Authority’s register of suppliers and procuring agents;
  • Acting as a secretariat to the Procurement and Disposal, Inspection and Acceptance Committees;
  • Preparation and issuing of tender and disposal documents to candidates;
  • Maintaining, safeguarding and archiving documents and records of the procurement and disposal activities for the required period;
  • Preparation and implementation of procurement and disposal plans;
  • Preparation of tender documents;
  • Participating in the evaluation of tenders, proposals and quotations;
  • Preparation of reports for submission to the Tender Committee and procurement committee and implementing the Committees’ decisions;
  • Carrying out periodic market surveys to inform the placing of orders or adjudication by the relevant award committee;
  • Any other duties as may be assigned from time to time.
Required Qualifications, Competencies & Experience:
  • Degree in Commerce, Economics or Supplies Management or related field;
  • Diploma in Purchasing and Supply Management;
  • Minimum of 2 years of relevant experience in Public Procurement;
  • Be a registered member of KISM;
  • Analytical skills, public procurement procedures skills, materials management skills, negotiation skills, record keeping skills, customer relations and computer skills and be of high integrity.
Receptionist - HCA/RE/3/2013

Reporting to the Human Capital Officer, the selected candidate will be responsible for:
  • Operating the telephone switchboard to relay incoming, outgoing and inter-office calls and connecting callers to the appropriate person as well as providing relevant information as requested;
  • Welcoming visitors and recording their details and scheduling appointments;
  • Receiving, sorting and registering letters and other documents brought by hand or courier deliveries and despatching them to appropriate offices;
  • Maintaining an accurate record of calls placed;
  • Determining appropriate responses to queries made by customers or members of the public.
The ideal candidate should possess:
  • Diploma in Customer Care, Communications or related field;
  • Minimum of 2 years relevant work experience;
  • Hands on skills in MS Office packages;
  • Good interpersonal and communication skills;
Investigations Officer- HCA/IO/4/2013

Reporting to the Assistant Manager, Investigations and Enforcement, the Investigations Officer is responsible for investigating non-compliance with the Capital Markets regulatory framework and complaints raised by investors, market players or any other stake holder against licensed market intermediaries and listed companies.

Major Duties and Responsibilities
  • Investigating non-compliance with the capital markets regulatory framework;
  • Investigating complaints raised by investors, market players or any other stake holder against licensed market intermediaries and listed companies;
  • Examining findings from surveillance and inspection activities to identify violations of the Capital Markets Act and Regulations;
  • Recommending administrative and legal interventions in line with the capital markets act and regulations.
Required Qualifications, Competencies & Experience
  • Degree in Finance, Law or related field;
  • Certified Fraud Examiner or relevant professional qualification;
  • Membership in a relevant professional body;
  • A Diploma in Law and Certified Public Secretary (CPS) qualification is added advantage;
  • A minimum of 2 years of work experience in investigations;
  • Experience in capital markets or financial/forensic investigations;
  •  Excellent investigations skills strong IT skills and high integrity.
Surveillance Officer– HCA/SO/5/2013

Reporting to the Assistant Manager, Surveillance, the selected candidates will be responsible for monitoring and conducting market surveillance operations on a broad range of securities transactions focusing on unfair security dealings such as manipulation of stock prices and insider trading that may cause damage to shareholders rights.

The main responsibilities include;
  • Carry out real time surveillance of day-to-day stock exchange operations including the transactions of securities undertaken through the central depository and settlement corp. and provide an early warning alert on the potential risks faced by market participants.
  • Examine stock transactions showing irregular movements based on day-to-day surveillance of market movements and information obtained from various sources.
  • Examine daily transactions and analyze stocks whose prices have surged or plunged during a relatively short period of time taking into account actual percentage variances and the impact it may create on stockholders.
  • Conduct preliminary investigation to trace the causation of unusual trading patterns.
Required Qualifications, Competencies & Experience
  • Bachelor’s degree in IT, Engineering, Commerce, Economics, statistics or in a business related field.
  • A minimum of two (2) years relevant work experience gained from money and capital markets or relevant financial organizations with a strong focus on compliance and market regulation.
  • Must possess strong IT skills, analytical skills and strong work ethics.
  • Must be self-motivated, goal oriented and be able to adapt to changing needs of the organization.
Senior Officer – Strategy and Policy – HCA/SOSP/6/2013

Reporting to the Assistant Manager, Strategy and Policy, the selected candidate will be responsible for:
  • Carry out policy research benchmarking on international best practices to inform policy actions;
  • Coordinate development, review and undertake monitoring and evaluation of the strategic plan and provide relevant management information;
  • Monitor implementation of the Strategic Plan to ensure milestones are achieved as per plan;
  • Guide Directorates and Departments on implementation of the Strategic Plan;
  • Coordinate development and review of the Performance Contract obligations
  • Undertake Monitoring and Evaluation of the Performance Contract including collating of evidence from other departments;
  • Collate quarterly and annual performance contract reports and other related reports to Treasury and Vision 2030 Secretariat;
  • Source for , develop and maintain a capital markets policy proposals database;
  • Develop annual Memorandum of Policy Proposals to the Ministry of Finance;.
  • Conduct surveys on the impact of policy incentives granted by the Kenyan Government on the development of the capital Markets;
  • Develop funding proposals and participate in negotiations for funding of Capital Markets Projects
  • Develop policy framework for identified new products and services in the capital market.
Required Qualifications, Competencies & Experience
  • A degree in Economics, Finance, Strategic Management, Business Administration, Policy Analysis or related field;
  • Master’s degree in Economics, Finance, Strategic Management or Business Administration, will be an added advantage;
  • A minimum of three (3) years of relevant work experience in Strategy formulation, evaluation and implementation; policy formulation and analysis;
  • Knowledge of the capital markets, Strategy Formulation, monitoring & evaluation and knowledge of policy formulation and analysis;
  • Excellent understanding of the link between research, policy formulation and drafting of regulatory framework;
  • Exceptional planning and organisational skills.
Financial Analyst- HCA/FA/7/2013

Reporting to Senior Financial Analyst, the selected candidate will be responsible for:
  • Examining and interpreting periodic financial statements of listed companies and market intermediaries to ensure compliance with the Capital Markets Act and regulations.
  • Examining financial statements of applications submitted by issuers and new license applicants to determine compliance with the subject applied for, such as initial public offers, rights issues and new licenses.
  • Monitor publication and submissions of financial statements and other financial information by licensees and issuers of securities in compliance with the Capital Markets Act and regulations.
  • Compile comparative financial information and financial performance of market intermediaries and issuers periodically;
Required Qualifications, Competence & Experience
  • Bachelor’s degree in Finance, Economics, Commerce, Maths, IT, Engineering, Accounting, Actuarial Science or in a related field.
  • A minimum of two (2) years relevant work experience, gained from capital markets or relevant financial organizations, with strong focus on financial analysis.
  • Full professional qualifications of either CPA, ACCA or equivalent
  • Qualification in CFA or a candidate demonstrating progress in undertaking CFA or an equivalent professional qualification is an added advantage
  • A good understanding of the IFRS
