Applications are invited from suitably qualified Kenyan Citizens for the following positions in the Kenya Citizen and Foreign Nationals Management Service.

The Kenya Citizen and Foreign Nationals Management Service is a function established under the Kenya Citizen and Foreign National Management Service Act, 2011 Laws of Kenya.

1. Director General

Grade 
1

Duties and Responsibilities
 

The Director General will be the Chief Executive Officer of the Service and will be responsible to the Service Board. 

Duties and responsibilities will include:
  • Managing and coordinating the day–to-day administration of the functions of the Service;
  • Forming and developing an efficient administration and fostering a culture that promotes ethical values and practices including good governance in the day-to-day operations of the service;
  • Co-ordinating strategic planning and implementation of the performance management systems in the service;
  • Overseeing and ensuring appropriate implementation of policies and programs;
  • Ensuring timely implementation of the decisions of the Service Board;
  • Providing leadership in the development and implementation of long term strategies and opportunities, establishing proper internal procedures and monitoring and evaluating operating systems;
  • Ensuring prudent management and utilization of the human resource, property and assets as well a safe custody of records and documents of the Service;
  • Ensuring effective flow of information and communication between the Board, Management and Staff of the Service;
  • Co-ordinating and preparing, reports for consideration by the Board;
  • Ensuring continuous achievement of the service’s objectives, financial and operating goals;
  • Ensuring timely preparation and approval of the required budget and maintaining accurate records of financial management and resource utilization of the Service;
  • Providing appropriate background briefing to the Service Board;
  • Monitoring and evaluating the Service’s programmes and activities;
  • Maintaining conducive work environment for optimum service delivery, motivating employees, attracting and retaining staff;
  • Establishing and maintaining partnerships and collaborations with key local and international stakeholders and development partners support the activities of the service; and
  • Ensuring the Service’s compliance with relevant Laws of the Country in the provision of services.
Requirements for Appointment

For appointment to this position, a candidate must have:
  • Bachelors Degree in any of the following disciplines: Law, Economics, Administration, Management, Population Studies, Demography or its equivalent qualification from recognized institution;
  • Masters Degree in any of the following disciplines: Law, Economics, Administration, Management, Population Studies, Demography or its equivalent qualification from a recognized institution;
  • Served in the public or private sector for a minimum period of eighteen (18) years, ten (10) of which should have been in senior management or leadership position;
  • Membership registration by a professional body will be an added advantage;
  • Met the requirements of Chapter Six of the Constitution of Kenya 2010;
  • Demonstrated a thorough understanding of national goals, policies and development objectives including The Kenya Vision 2030 and ability to align them to the Service’s mandate;
  • Demonstrated excellent communication and networking skills as well as a good understanding of Government regulations and procedures in the provision of services;
  • Demonstrated experience in results based strategic planning, monitoring and evaluation as well as human and financial resources and asset management skills;
  • Clear understanding of the Service’s mandate;
  • Proficiency in Computer Application; and
  • Be a team player with exemplary leadership qualities, networking and collaborativeskills.
2. Secretary to the Board

Duties and responsibilities
 
The Secretary will be answerable to the Board through the Director General and will be;
  • The Principal Legal Adviser to the Service;
  • Responsible for Promoting, protecting, upholding the rule of the law and defending the Service interests;
  • Providing and co-ordinating secretariat to the Service Board;
  • Maintaining the Service statutory registers and being the custodian of all legal documents including contracts and instruments under the Seal of the Service.
  • The custodian of the Service Seal and being responsible for its use;
  • Managing, Maintaining and updating Board’s records in line with the State Corporations Act.;
  • Ensuring that all the legal documents, instruments, contracts including all Service procurements are in line with the respective relevant laws and regulations;
  • Organizing the Service Board meetings, attending, taking minutes and keeping records;
  • Carrying out research and commissioning legal reforms in the Service;
  • Monitoring, evaluating and recommending to the Board the laws, regulations and other legal instruments which require review for the betterment of the Service.
  • Advising and guiding on the formulation and review of all the policies of the Service in accordance with the constitutional values and principle on public participation;
  • Advising and guiding the Board on all legal matters relating to the business of the Board, operations of the Service, strategies on risk management, reconciliation, management of litigation and alternative disputes resolution;
  • Co-ordinating investigations and prosecution in the service; and
  • Providing leadership in corporate governance.
Requirements for Appointment

For appointment to this position, a candidate must have;
  • Bachelor of Laws degree from a recognized institution;
  • Postgraduate Diploma in Law from the Kenya school of Law (KSL);
  • Masters degree in Law from a recognized institution;
  • An advocate of the High Court of Kenya;
  • Current advocate’s Practicing Certificate;
  • Postgraduate qualification in Human Resource Management from a recognized institution will be an added advantage;
  • Served in a senior management or leadership position in the public service or private sector for a minimum period of eight (8) years five (5) of which should have been in a key functional area;
  • Registered member of the Law Society of Kenya. Registration by the Institute of Certified Public Secretaries of Kenya or the Institute of Human Resource Management will be an added advantage;
  • Met the requirements of Chapter Six of the Constitution of Kenya 2010;
  • Demonstrated excellent interpersonal, communication and analytical skills as well as a good understanding of Government regulations and procedures in the provision of services;
  • Demonstrated a thorough understanding of national goals, policies, strategic planning and development objectives including The Kenya Vision 2030 and ability to align them to the Service’s mandate;
  • Be a team player with exemplary leadership qualities, networking and collaborative skills;
  • Clear understanding of the Service’s mandate; and
  • Proficiency in Computer applications
