1.0 Background Information
 
The FANIKISHA Institutional Strengthening Project is a five-year cooperative agreement (2011-2016), funded by USAID/Kenya and implemented by Management Sciences for Health (MSH), Pact Inc., Danya International, and Regional AIDS Training Network (RATN).
 

Kenyan civil society organizations (CSOs) play a critical role in delivering health services to the marginalized, poor and underserved populations throughout the country. 

FANIKISHA is strengthening the capacity of national-level civil society organizations (CSOs) to ensure and sustain their contribution to improve the health and well-being of Kenyans. 

Advocacy capacity of CSOs is one such area that FANIKISHA is strengthening with a view to expanding CSOs’ role in community health policy articulation and implementation. 

The CSOs engage with the Ministry of Health and other strategic stakeholders to advance improved health and well-being of Kenyan communities.
 
Increased national health resources allocated to MOH and CSO managed community health institutions and activities is one key outcome of the advocacy efforts. 

Consequently FANIKISHA supports CSOs in building evidence for advocacy around community health financing.
 
2.0 Consultancy Objective
 
The consultant will be required to conduct a situational analysis that will determine:
  • The level of financing by the exchequer to the relevant sections within the Ministry of Health to roll out community health services
  • National resources allocated to CSO managed community health institutions and activities
  • Quantifiable economic rationale for financing community health services
3.0 Key Tasks
 
The tasks expected of the consultant include:
  • Compiling and reviewing relevant documentation
  • Developing appropriate study tools
  • Conducting situational analysis
  • Compiling situational analysis report
  • Presentation of report to FANIKISHA supported CSOs and Division of Community Health Services for feedback
  • Finalization of situational analysis report
  • Presentation of report at a community health investment forum
4.0 Consultant Qualifications
 
The consultant should possess the following qualifications:
  • Knowledge of Kenya’s health landscape
  • Knowledge of community health strategy in Kenya
  • Experience in health financing and engaging with the Kenya Government and key stakeholders at policy and health programme implementation levels
  • Experience in conducting situational analysis and baseline studies in a health context
  • Experience in health costing
  • Good communication and writing skills
  • At least a Bachelor’s degree and 8 years relevant work experience.
  • Has at least two years consulting experience with team leader responsibilities.
5.0 Management of the consultancy
 
The FANIKISHA Advocacy Advisor would be the lead technical contact person for this consultancy. 

The consultancy will also be managed by a team of officers drawn from FANIKISHA supported CSOs, Division of Community Health Services and FANIKISHA monitoring and evaluation teams. 

The consultant will be provided with the necessary logistical support needed to carryout the tasks required of this consultancy. 

A maximum of 40 person days is envisaged for this consultancy with work commencing in November 2012.

6.0 Proposal Submission & Reviews
 
The submission should include both the technical and financial proposal. 

The technical proposal should include among others areas the following: the consultant’s interpretation of the scope of work, detailed methodology, references for previous relevant assignments and curriculum vitae.
