Overall Description
General Description of the Role:
The WASH engineer technician will assist WASH/Field Manager to
develop and implement the Emergency water, sanitation element of the programme
including planning, implementation, supervision and evaluation of activities,
outputs and objectives of the WASH project.
The WASH engineer technician will be expected to ensure
timeliness of implementation and that each element of the programme addresses
WASH priorities of the beneficiaries.

Assist and advise the WASH Manager in the overall development of
the programme;
·
To ensure the overall co-ordination, planning, monitoring and
management of the WASH project activities;
·
Contribute and/or develop sector project proposals in close
collaboration with the WASH Manager, Programme development manager and WASH
Coordinator.
·
Develop and ensure adherence to government standards, SPHERE
standards, programme schedules; plan the activities of the section and
ensure effective implementation of the programme schedules;
·
Prepare appropriate and acceptable designs, develop contract
documents including drawings, specifications and bills of quantities;
·
To coordinate closely with relevant local administration and
technical Government Departments and other NGOs doing similar activities in the
project areas.
·
Facilitate appropriate community involvement in the design and
delivery of essential WASH services and facilities both in beneficiary schools
and communities.
·
Liaise with WASH Manager and Logistics Officer specifically in
requesting and managing procurement and logistics for project-related equipment
and materials.
·
Ensure quality of materials and workmanship in the programme
activities;
·
Support and develop the capacity of team members, community
workers and volunteers;
·
Liaise with other parts of the team to ensure consistency of
messages, communication and practices with the community and beneficiaries;
·
Represent GOAL in sector meetings and liaise with other
organisations working in the area with WASH projects.
·
Develop and document standards and techniques through
demonstration models with the aim of developing water and sanitation facilities
that can be provided to beneficiaries cost effectively;
·
Prepare internal weekly, monthly and external timely reports for
the project as required.
·
Participate in project evaluation and contribute to the
technical evaluation components of the project.
·
To contribute to planning and budgeting for future technical
phases of the project
·
To undertake site visits to check construction progress and
ensure compliance with project design, proper construction standards, health
and safety requirements and adherence to schedules. It will be the engineers
responsibility to ensure that all construction works are completed to the high
international standards expected by GOAL and its’ donors.
·
To develop implementation plans and to ensure these plans and
GOAL policies are used in the project implementation, including budget
controls, procedures, activity coding etc.
·
To compile and evaluate lessons learnt at the completion of the
project.
·
Carry out any other tasks as may be requested by the line
manager and WASH Coordinator.
Person Specifications (Requirements):
·
Essential: managerial skills; resourceful and adaptable work
approach; creative and proactive approach to problem solving.
·
Higher National Diploma or Degree in Civil Engineering, Water
engineering, Hydrology or environmental health
·
Minimum 2 years’ experience in WASH project design and
implementation in emergencies
·
Experience of working with NGOs in insecure areas and working
through partners.
·
Proven initiative in developing new programmes.
·
Practical construction skills and an interest in low cost and
local materials and techniques.
·
Strong analytical and strategic planning skills.
·
Excellent communication and interpersonal skills.
·
Commitment to beneficiary accountability and humanitarian
ethics.
·
Experience in working with sphere standards in closed and open
settings.

Education Project Officer
Purpose:-
Purpose:-
The Education Project Officer will be responsible for the day to
day contact with the community and organisations/ institutions to ensure all
activities and support relating to GOAL Kenya programming in Education
activities is fulfilled.
Specifically he/she will offer support to partners for both
implementation and capacity building in Education programming.
He/She will supervise staff supporting schools to implement
child friendly spaces and child centered teaching through the moibile school
units.
He/She will be reporting to the Child Empowerment and Education
Manager (CEP Manager)
Duties/Responsibilities:

Coordinate and supervise delivery of learner centred teaching
using the mobile school units and child friendly spaces establishment and
operationalization of the same.
·
Participate in the assessment and selection of appropriate
partners for education programme implementation
·
In liaison with the CEP Manager and Community Education Officer,
he/she will be responsible for the reviewing and updating of mobile school
units teaching materials to suit learners’ needs.
·
Support GOAL partners (subgrantees) in the implementation of
projects through capacity building and training in order to enhance impact
among vulnerable children and youth in the education sector;
·
Support partners’ implementation by ensuring data for all relevant
indicators is collected, verified, stored and shared appropriately.
·
Assist in the development and execution of proposals, budgets
and work plans for the sector and partners;
·
Liaise with the CEP Manager to sensitise partners and other
stakeholders on key education issues;
·
Support partners to ensure they mainstream gender, child
protection,peace enviromental issues and HIV/AIDS as crosscutting issues
in their schools/centres;
·
Work in liaison with other GOAL projects to establish referrals
and linkages between partners and service providers, and link children and
youth to education services for support;
·
Participate in the overall monitoring and evaluation of the
education project to ensure that the project meets its objectives;
·
In liason with CEP Manager, represent GOAL in education
networking and collaboration fora
·
Link partners to complementary GOAL Kenya or external
activitities to enhance their knowledge, skills and access to services;
·
Actively monitor partners’ performance and compliance to GOAL
Kenya’s standards;
·
In consultation with the CEP Manager, work with the
education team and partners to improve programme quality by incorporating best
practice and lessons learnt;
·
Prepare project and activity reports and submit them on a timely
basis to the CEP Manager;
·
Any other duties as may be assigned by the CEP Manager from time
to time.
Qualifications
·
Bachelor’s Degree in Education and/or post graduate
qualification in education.
·
Minimum of 3 years’ experience in education development
activities preferably in an NGO.
·
Experience in basic education for vulnerable children and youth
will be an added advantage.
·
Experience in working with different stakeholders in the sector
including but not limited to the ministry of education
·
Skills and experience in child friendly school standards
·
Knowledge of project implementation, including budgets and
periodic report writing.
·
Conversant with community work and issues pertaining to informal
settlements.
·
Knowledge and interest in education issues, particularly in
relation to vulnerable children and youth.
·
Strong commitment to child protection issues and familiarity
with all codes of conduct in the children sector.
·
Excellent interpersonal skills, ability to work effectively in a
team.
·
Good planning, organising, problem solving, analytical and
mentorship skills.
·
Excellent oral and written communication skills.
·
Computer literate.
·
Must be willing to work in Nairobi’s informal settlements
