MIS Assistant Job in Kenya


Background

In the last months there has been an increasing level of interest in return by the IDP population in Mogadishu, Puntland and Somaliland. Groups of IDPs (mostly recently displaced) approached humanitarian actors to seek support to return to their villages of origin (VoO). Around 27,500 individuals returned to their place of origin from January 12 to date. 

The Return Consortium (RC), as hub of combined expertise from relevant UN agencies and International NGOs working in Somalia, is committed to ensure a multi-sectoral approach in the implementation of the IDP voluntary return programme. 

Already at least 1,500 families have been supported in their return in the last months by members of the RC alone.

The Return Consortium (RC) is a coordinated initiative of Danish Refugee Council, FAO, INTERSOS, IOM, Islamic Relief, Norwegian Refugee Council and UNHCR. The overall objective of the Consortium is to assist 15,000 returnee families in 2013 in different areas of Somalia; a solid Monitoring and Evaluation framework will ensure the accountability and the verification of impact.

The M&E framework aims to determine to what extent a Durable solution for the beneficiaries of the RC has been achieved. Set-up and implementation of the feedback and complaint mechanism is among the data sources managed at RC level, and it will be the main focus of the selected MIS Assistant.

Purpose

The Management Information System (MIS) Assistant will assist Return Consortium Coordinator to enhance the accountability of RC operations in Somalia.

He/she will receive and classify SMS from communities which are generated though the Beneficiary Feedback System

He/she will support data collection, data entry and data analysis related to the RC and partners.

Responsibilities and Tasks

He/she will carry out the day-to-day management of the Beneficiary Feedback System, in particular receive and classify SMS from beneficiaries of communities supported by the Return Consortium members; forward SMS to the focal point in each agency who will analyze them and will forward them to project managers for action;

Conduct regular field visits to RC projects locations to monitor the Beneficiary Feedback System;

Assist the Return Consortium to organize and conduct workshops, seminars and trainings for staff operating in Somalia who are adopting the beneficiary feedback systems; Assist the Return Consortium Coordinator to prepare updates and reports related to M&E activities

Required Qualifications

  • Degree in one of these sectors: communication, marketing, social studies, management, monitoring and evaluation, or equivalent on-the-job experience in communication;
  • A minimum of five years of relevant experience;
  • Knowledge of Humanitarian Accountably Partnership (HAP) standards, participatory monitoring, and beneficiary feedback is an asset;
  • Proficiency in written and spoken English and Somali is required;
  • Knowledge of on-line social networks is required;
  • Good command of general purpose computer programs and applications;
  • Willingness and physical ability to perform field missions in rural areas under restricted security conditions; Somaliland, Puntland and South Central, Somalia

Reporting

The MIS Assistant reports to Project Coordinator of DRC for technical and HR aspects only and to Returns Consortium Coordinator for overall daily supervision

Conditions

Availability: Start date of January 2013. 

This position is open to Kenyan Nationals with knowledge of Somali language

Duty Station: Nairobi, Kenya after induction training in Somaliland, Hargeisa. Frequent travel to various locations in Somaliland, Puntland and South-Central Somalia according to the needs of the programme. Please apply if you are willing and able to visit all these areas.

Contract: This is a six months contract, with possibility of extension.

Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for National staff.
