Recruitment of a Financial Expert

For the Public Private Partnership Secretariat (PPPU) in Kenya

The Government of Kenya (GoK) in conjunction with the World Bank is implementing an Infrastructure Finance and Public Private Partnerships Project (IFPPP) whose overall development objective is to increase private investment in the Kenyan infrastructure market by improving the enabling environment to generate a pipeline of bankable PPP projects. 

This objective will be achieved through the provision of technical expertise and building capacity to implement the Government’s Public Private Partnership (PPP) National program in Kenya.

The Public Private Partnerships Secretariat (PPPU) at the Ministry of Finance is looking for highly motivated international experts, for a period of one (1) year (renewable), to fill the position of:

Financial Expert

(1 Post)

The Financial Expert is expected to perform the following tasks:

  • Lead and Manage all financial affairs related to PPP Implementation;
  • Manage the Financial capacity building of PPP Nodes in Contracting Authorities/ Line Ministries;
  • Manage the internal accounting, administration and IT affairs of the Unit;
  • Manage and report on budgeting and contingent liabilities relating to the PPP projects;
  • Support business case screening in the PPP process;
  • Manage and articulate the Funders Club providing financial backing to PPP projects;
  • Represent the PPP Unit in the Financial Evaluation Committee for each PPP project in charge of selecting the optimal bid;
  • Encourage domestic and international lending institutions to participate in funding potential PPP projects;
  • Assist in creation of enabling capital markets in Kenya;
  • Review and edit PPP financial models and reports created by analysts;
  • Approve the valuation of public procurement projects to determine the Public Sector Comparator;
  • Approve comparison of received financial bids to Public Sector Benchmark to determine Value for Money and decide on maximum level of acceptable bids;
  • Manage the Provision of capacity building to various local funding institutions and government agencies on new trends in project financing for PPP projects;
  • Assist in choice of Financial Advisors to PPP Transactions and managing their performance and outputs;
  • Manage the planning and execution of project finance initiatives and engagement with financial institutions to secure long term tenors and appropriate debt pricing;
  • Participate in the selection of financial advisors by Contracting Authorities/line ministries for PPP Projects;
  • Provide support for finalization of Feasibility Studies and Financial Analysis and Research;
  • Ensure proper reporting structure for periodical and non-periodical reports issued by PPPU on different issues;
  • Ensure proper analysis is carried out prior to financing a project under the Capital Viability Gap
  • Manage and coordinate affairs of PPP Viability Gap Fund (VGF);
  • Assist PPPU Director in recruitment of local staff to fill out the organization structure of the PPPU;
  • Provide on the job training to local recruits during his/her assignment to ensure capacity transfer and smooth financial operations of the unit after assignment ends; and
  • Carry out any other assigned duties related to PPP.

Qualifications, Skills and Experience:

  • A degree in finance, economics, accounting or related field. Post graduate qualification in any of the fields mentioned will be an advantage;
  • A Financial executive, preferentially a chartered accountant with at least 15 years’ experience, 5 of which are in financial affairs, funding and accountancy of PPP;
  • Hands on experience working in a Central PPP Unit for at least 2 years consecutive is a mandatory requirement;
  • Strong familiarity with project finance;
  • Financial closure of at least one (1) PPP project;
  • Fluency in spoken and written English; and
  • Experience in managing PPP related funds.
