Description

The overall responsibility of the Health Information Officer is to ensure the quality and timely implementation and achievement of the HIV Program’s goals and objectives as per Evidence Based HIV Prevention Interventions (EBI) implementation guidelines with a key focus on the generation and submission of timely and quality HIV/AIDS reports to the Program Manager, Ministry of Health (MoH) Officials and the relevant stakeholders/donors.

Key Responsibilities

  • Quality Program Design and Implementation
  • Generate Program Monitoring & Evaluation plans.
  • Provide technical assistance on monitoring and evaluation during grant proposal development.
  • Enforcement of National Guidelines on Community Based HTC Implementation.
  • Support field based and office based program staff in the adherence to EBI implementation guidelines.
  • Enforcement of Quality Assurance (QA), Quality Control (QC), and Quality Improvement (QI) measures for all HIV Program Interventions.
  • Advice Program Manager on necessary QA, QI and QC measures to enhance quality programming.
  • Support project partners in enhancing their monitoring reporting and evaluation systems with respect to the HIV Program.
  • Supervise data clerks and/or interns assigned to the project under the M&E unit.
Program Monitoring, Reporting & Evaluation
  • Support and build capacity of field based and office based program staff in proper data management field staff on data management.
  • Pioneer the development and utilization of data collection and M&E tools.
  • Ensure timely and regular collection of program data from the field.
  • Work closely with the program team in the planning organizing, coordination of regular monitoring and evaluation field visits.
  • Plan and organize quarterly Joint Participatory Routine Data Quality Assessments (RDQA) exercises with MoH
  • Take lead in the synthesis and analysis of data for the generation of narrative and quantitative and powerpoint program performance reports on a monthly, quarterly and semi - annual and annual basis.
  • Capture best practices and success stories for learning, reference documentation and dissemination.
  • Network with other organizations for best practice technical assistance and updates in latest monitoring, reporting & evaluation developments
  • Manage HIV Program information database, storage and library.
IT Support
  • Provide general IT support to IRC – Kenya Lodwar Office including networking, troubleshooting and data backup.
  • Degree / Higher Diploma in IT, Monitoring & Evaluation, Public/Community Health, Computer Science, Statistics, Health Records or other related field
  • Must have undergone a course in Monitoring & Evaluation
  • Excellent computer skills in Ms Office applications
  • Good knowledge in networking, troubleshooting LAN & WAN systems.
  • Proficiency in data handling and management
  • Knowledge in and experience with SPSS, KEPMS, RDQA & DHIS tools and softwares
Required Experience & Competencies:
  • Good knowledge of monitoring and evaluation technologies, techniques, approaches and methodologies.
  • Knowledge of Evidence Based Behavioral Interventions is added advantage.
  • Demonstrate knowledge and experience with MoH data tools and systems.
  • Experience in health data analysis and interpretation
  • At least three years experience in a HIV Programming in an NGO
  • Can demonstrate good quantitative and qualitative report writing abilities
  • Experience with PEPFAR /CDC funded projects is added advantage.
  • Good analytical, planning, teamwork, leadership and inter - personal skills.
  • Willing to work in challenging environments
