Nurses

5 Positions

Under the supervision of the Nutrition Manager, the nurse shall support coordination of clinical, medical and nutrition aspects of the nutrition program of IRC in Hagadera Refugee Camp. 

The post holder will work in close collaboration with the nutrition staff and health workers in the in the camp and host community (MOH).

Main Responsibilities.

Technical
  • Ensure quality and timely identification and treatment of medical complications associated with malnutrition in OTP in liaison with the clinical services program.
  • Give and advise on the drug regimen for children in the OTP program.
  • Supervise and coordinate the strict patient management of children in the Outpatient therapeutic feeding programs.
  • Develop and coordinate the adherence and reporting of nutrition education sessions as per developed annual plan.
  • Identify children with poor progress and provide individualized counseling.
  • Ensure height and weight screening is done for children under 10 years of age at all the service delivery points in the health posts. Conduct checks to ensure that they are accurately done.
Supervisory
  • Supervise and work in strict collaboration with the nutrition team in the screening activities of severely malnourished children.
  • Execute efficient, OTP staff annual coverage plans in liaison with the OTP Supervisor.
  • Ensure the establishment of nutrition monitoring activities.
  • Ensure that routine activities are ongoing at the health posts, provide appropriate guidance to supervisees. Where needed, in consultation with the HR and Nutrition managers take disciplinary measures as IRC administration manual.
OJT and Mentorship
  • Train the nutrition team in case detection and home-based care.
  • Mentor the auxiliary staff to manage patients with acute malnutrition as per protocol.
  • Participate in the delivery of trainings for health staff and in capacity building the health post.
Commodity Management
  • In collaboration with the Nutrition Manager and the logistics officer follow-up food provision.
Communication and reporting
  • Ensure proper communication, coordination and harmonization of tools with the different stakeholders involved in food/nutrition activities.
  • Ensure timely reporting in accordance with set deadlines.
Other
  • Participate in the conduction of studies and surveys;
  • Plan and Conduct continuous monitoring of the OTP patient management through quality of care (QoC) assessments
  • Participate in program strategic planning and roll-out of new program areas in liaison with key stakeholders and cooperating partners.
  • Adhere and uphold the IRC code of conduct at the respective work areas of work
Other
  • To carry-out any other duties and/or responsibilities assigned by the immediate supervisor.
  • To be flexible as required.
Key Result Areas:
  • Ensure strict admission and discharge criteria to OTP
  • Ensure more than 80% coverage of children with SAM in the catchment areas are enrolled in the program.
  • Ensure Defaulter rates are maintained at less than 10% in the health post.
  • Ensure cure rates of above 90% for children enrolled in the program.
  • Ensure that mortalities resulting from acute malnutrition in the catchment area are less than 5%.
  • Improved and timely treatment of malnutrition related medical complications and referral to the SC.
  • Improve capacity of persons working in the health post and OTP on screening, identification and appropriate management of malnutrition for children under 10 years of age.
  • Improved IYCF key practices, health and nutrition seeking behaviour.             
Minimum requirements
  • Qualified and registered nurse.
  • Previous field experience in a related field
  • Proven problem solving and organizational skills
  • Diplomatic and an effective communicator at all levels
  • Supportive personnel management style and ability to manage teams
  • Strong leadership skills
  • Fluent written and spoken English.
  • Computer skills
  • Qualification in nursing as KRCHN, ECN or KECHN
  • Addition nutrition training in CMAM/IMAM and IYCF is an added advantage.
  • Previous experience in Arid and Semi Arid Lands of Kenya

Behaviour Change Communication Manager

Based in Hagadera refugee camp, the BCC Manager shall be responsible for ensuring effective BCC strategies are designed and implemented for the IRC program.

Key Responsibilities
  • To Guide the conceptualization and production of BCC materials in all the key languages in the camp by coordinating with program staff, community members and all other stakeholders.
  • Develop, maintain and recommend updated libraries of appropriate IEC materials /resources necessary for all programs.
  • Develop and coordinate the dissemination of BCC Materials
  • Supervise the translation of the IEC materials into key languages in the camp
  • Ensure appropriate monitoring and evaluation systems are in place for the BCC activities.
  • Ensure a community based approach and a participatory methodology in all BCC activities.
  • To train program staff and other partners on BCC Related activities
  • Prepare monthly reports
  • Plan and budget for BCC activities during the year.
  • Build the capacity of IRC Kenya and partner staff in Keeping with the new BCC strategy adopted in Kenya.
Minimum requirements
  • MA in Social sciences /community development or other relevant discipline
  • 3 years experience working in an NGO setting
  • Demonstrated experience in community development work and participatory approaches
  • Demonstrated experience in training and facilitation
  • Demonstrated experience in development of IEC and BCC methodologies relating to health and GBV
  • Excellent Computer Skills especially word processing, PowerPoint and spreadsheets

Urban Program Coordinator

Based in Nairobi, the Urban Program Coordinator is a core team position within the IRC Kenya program. 

The position is responsible for quality management, coordination, implementation and monitoring of urban programs. 

This position is responsible for supervision/overseeing of program, staff management and capacity building, partner management and collaboration, as well as quality implementation and advocacy. 

In addition, the position will also be expected provide leadership to the emerging IRC Kenya urban program through coordination, networking and fundraising. 

The position reports to the Deputy Director (Programs).

The Urban Program Coordinator will be responsible for the day-to-day management of the urban Program site, oversight of partners and urban program staff and developing/strengthening relations with government, UN agencies and non-governmental actors. 

The position offers generally supervisory support to all staff in the urban program and directly supervises the coordinator of the GEM project, Project Manager EASE, Project Officer NURRIA , Grants Intern, Finance intern, Urban driver, various volunteers and, as well as providing support to other key program staff at IRC and partner level. 

The position will supervise coordinators and relevant managers to ensure smooth coordination and integration of programming, as well as implementation. 

The position will be based in the Eastleigh office, with occasional travel to other urban centers in Kenya and the Nairobi office.

Key Responsibilities

Urban Program Management
  • Support the  development and implementation of work plans, effective utilization of project funds, developing joint advocacy plans and ensuring that all project activities are implemented in line with the project proposal 
  • Support and manage the staff to ensure effective delegation of responsibility, good coordination and integration of activities for greater program impact is done
  • Partner coordination- work closely with the all the urban program partners to ensure- quality and joint (to extent possible) program planning, implementation, monitoring, spending and fundraising. 
  • The coordinator will meet and visit program partner offices on at least bi-monthly basis (twice a month) and will ensure joint decision-making and implementation is done when possible. 
  • The urban coordinator will also work closely with partners to ensure quality management and implementation from their end. 
  • The coordinator will support providing technical assistance to, and managing relations with, partner organizations (including government); and advising on community-based protection strategies, legal aid provision and advocacy methodologies
  • Lead regular reviews of project programming, make recommendations for improvements, and ensure lessons learned and best practices are documented and used to improve project outcomes and approaches
  • Represent IRC at local, regional, and national levels and liaise with the Department of Refugee Affairs, UNHCR, other UN agencies, international and national NGOs, and government departments present in the region as directed by the DDP
  • Ensure solid case management through intake of clients
  • At least on quarterly basis analyze data of the urban program intake (and all its initiatives) to provide more solid recommendations for future programming/direction and strong management structure
  • Manage financial and logistics in relations with the overall programming for better communication with the Nairobi office
  • Provide guidance to direct reports for quality planning, implementation, monitoring and analysis
  • Participate as part of senior management team on issues of strategic planning, promotion of IRC’s Program Framework; and other macro projects;
  • Support your staff in development of donor reports through thorough reviews and ensure quality product is given to the grants. Work with grants on addressing any comments/issues.
  • Ensure all projects under the urban program are in synch, integrated to the extent possible and well coordinated to ensure the biggest impact on beneficiaries
Operation Support Management  
  • Overall staff management of the Urban program, provide strong guidance for quality planning, implementation and monitoring
  • Ensure successful recruitment of all urban program staff, taking into account cultural (primarily language), technical, professional, leadership and teamwork qualities.
  • Design and implement staff training plans for national team members and community volunteers.
  • Oversee/ conduct trainings for staff, community leaders as well as service providers
  • Provide ongoing leadership, mentorship  and guidance to staff and volunteers to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff
  • Providing regular feedback to staff, conducting evaluations, and tracking team objectivesEnsure that all staff work in an efficient and timely manner, that their JDs are aligned with the direction of the urban program and existing program approach
  • Oversee administrative, human resources, logistics and fiscal management of all field office operations including security; and coordinate with the IRC main office to ensure there is regular follow up. No delays of procurement should be longer than 2 months.
  • Follow up with logistics and security in Nairobi to ensure that staff are safe and programs can be implemented without major challenges
Finance and Grant Management
  • Develop and oversee budgets for relevant projects in line with the donor and IRC policies and practices
  • Monitor project budgets (including those of partners) to ensure spending is in line with the approved budget and in compliance with donor regulations;
  • Develop, in consultation with the project team, monitoring and evaluation plans for the project
Strategy Development and Advocacy
  • Develop the urban program strategy and structure for most efficient and successful implementation and design of the urban program
  • Roll out and implement the Strategy
  • Work with the GoK and other agencies to develop sound refugee Management Laws and Policies in Kenya
  • Work with other agencies in advocacy initiative on refugee and urbanization issues.
  • Provide information to senior management on latest urban trends/issues in Kenya
  • Develop advocacy and fundraising strategies as deemed appropriate by the DDP and senior management
  • Develop program approach design in collaboration with relevant TUs and DDP
  • Lead efforts to mobilize a broad constituency of civil society actors to engage in advocacy, awareness raising and dialogue with government stakeholders and the Kenyan public on refugee rights
  • Collect, analyze and document information relating to protection/rule of law problems and ensure that this information is shared appropriately with key protection actors
Coordination and Networking
  • Attend and contribute to coordination meetings focused on urban refugees, urban vulnerability and other relevant humanitarian and development forums 
  • Prepare monthly progress reports capturing learning and analysis
  • Establish/strengthen strategic partnerships with relevant donors, NGOs, UN agencies and government officials in order to effectively implement the project and respond to protection needs in a coordinated and complementary manner
  • Provide technical oversight and support to the urban programs, including the EC funded project and to ensure that programs utilize best practice and commonly accepted international methods, procedures and guidelines
  • Coordinate with the IRC Technical  Counterparts (HQ based and in country)
Business Development
  • Work with the DDP to develop new ideas for fundraising and programming within the urban areas.
  • Ensure continuation of existing programs and develop new ones for sustainability through proposal development, advocacy and fundraising, programs within the urban areas is consultation the team and the DDP.
  • Analyze existing and future donors supporting urban refugee and program initiatives and provide suggestions to the DDP and Grants/senior management as well
  • Identify and map out new partnerships for the IRC urban program (private, NGO, media, government, etc)  Ensure that programs are designed and implemented to the highest quality possible, with consideration of target population, impact on beneficiaries and sustainability in mind
  • Create innovative solutions for existing programming, but also innovative approaches for future programming as part of urban program strategy
  • Develop innovative concept papers/proposals in coordination with the grants unit, as well as IRC budget drafts for finance reviews
Requirements
  • Advanced university degree preferably in Human Rights/International Law, International Relations, Public Policy, or related field
  • At least 6 years of experience in starting up and implementing programs related to protection, rule of law, urban vulnerability etc
  • Previous work experience in urban refugee settings desirable
  • Previous budget and fiscal oversight responsibilities; experience working through/with sub grants and partners desired
  • Experience with capacity building of local partners and communities
  • Strong project cycle management experience
  • Previous experience of designing and implementing advocacy campaigns
  • Strong networking skills and demonstrated ability to handle sensitive situations diplomatically
  • Experience in staff management
  • Experience in running a small office, including operations management, good planning and budget review skills
  • Experience coordinating multi-faceted projects and teams, preferably in the region
  • Must be able to work independently while being a strong team player
Safety and Security Officer

The Safety and Security Officer will assist the Safety and Security Manager (SSM) in building up the capacity, awareness and preparedness of staff to deal with security-related risks, threats and incidents through the delivery of high quality, regular training/ briefings to national and international staff and IRC visitors when deemed necessary. 

The Safety and Security Officer will be responsible for designing and delivering the required training to field-based staff, ensuring that course content remains up-to-date, is adapted according to the target audience, and that refresher training are carried out for all staff in accordance with a pre-determined schedule.

Specific Responsibilities
  • To design security training materials/packages with assistance from SSM and Regional Safety and Security Advisor (RSSA) to set standards, around a ‘learning outcomes’ principle, ensuring that  key security messages are conveyed to IRC staff and visitors in accordance with the Preparedness, Prevention, Response and Recovery Plan (PPRR).
  • To deliver these standardized training courses and security briefing sessions to all Nairobi and field based staff as well as IRC visitors where relevant.
  • To develop and carry out a regular schedule of refresher trainings for key staff involved in security and communications (i.e. radio operators, guards, drivers and other operations staff).
  • To conduct frequent field visits and deliver high quality training to IRC field offices in the Lodwar, Garissa and Hagadera areas, supporting field based staff in gaining greater awareness and being better prepared in dealing with prevailing security risks, threats and incidents.
  • To ensure that accurate, up-to-date security/communications information is available in appropriate local language(s) to staff in all office locations.
General Duties
  • Provide general support and back-up to the SSM, taking on the Acting Safety and Security Manager role in the absence of the SSM.
  • Assist the SSM and Field Operations Managers in ensuring that all IRC vehicles, premises and equipment are compliant with basic security standards.
  • Assist the SSM and Field Operations Managers in conducting and maintaining accurate risk assessments of IRC offices and residences, reporting any matters of concern to the SSM/ Deputy Director, Operations.
  • Assist the SSM and Field Operations Managers in managing the activities and performance of guards and communications staff to ensure that all duties are carried out effectively and in a professional manner.
  • Participate as requested in security-related meetings.
  • Actively contribute to information exchange both internally and externally and share with the SSM/ Deputy Director, Operations in timely manner.
  • To assist, as required, with the development and implementation of security-related workplans including contingency plans
  • To assist, as required, with incident management and incident reporting
  • In liaison with the SSM and field-based security and operations staff, provide comprehensive, neutral, and non-partisan information on security risks, threats and incidents.
Common Duties

  • Report any violations to appropriate IRC authority, and participate in preventative initiatives.
  • Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings.

Requirements:
  • 3-5 years’ security-related experience
  • Experienced and knowledgeable in security/safety-related subjects, threat/risk assessment, security management, and personal and organizational security awareness
  • Prior experience in the development and delivery of standardized training packages to both national and international staff.
  • Technical competency and training experience in field-based communications systems (such as HF Codan, Motorola VHF/Thuraya)
  • Proven experience of working effectively in complex security environments
  • Fluency in English and Kiswahili (written, spoken, comprehension). Knowledge of Somali language will be an added advantage.
  • Computer skills (including MS Word, Excel, Access, and internet) an advantage
  • Ability to work closely, professionally and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background.
