Job Description:

The International Health and Development Division of ICF (formerly Macro International Inc.) seeks a Monitoring and Evaluation Advisor (M&E) to join our team.

The M&E Advisor will provide technical assistance to the Kenya Ministry of Health under AfyaInfo, a USAID technical assistance (TA) project. 

The M&E Advisor will assist in strengthening the availability of routine health data based on worldwide best practices; focusing primarily on the implementation and institutionalization of data quality practices for the national information system..

The position is based in Nairobi, Kenya.

Responsibilities:
  • Provide technical support to the Kenya Ministries of Health, Division of Health Information Systems (HIS) in finalizing standards, protocols, and tools for ensuring the quality of routine health information
  • Develop data quality assurance curriculum to be used for training staff from MOH, NGOs, and CBOs
  • Review findings from data quality assurance activities and develop data quality improvement plans with government and community counterparts
  • Develop a supervision and intervention package to address gaps in facility and community-based health data quality
  • Facilitate national and decentralized data quality review summits
  • Contribute technical expertise to other projects as needed
Basic Qualifications:
  • Advanced University degree i.e. Master’s in Public Health (MPH), or Master’s Degree in health information strategy and policy, epidemiology, international health, demography, biostatistics or monitoring and evaluation
  • 8-10 years professional experience working in health information systems witha demonstrated experience and understanding of stakeholder consultations, requirements analysis, indicator harmonization, data quality improvements and information use
  • Demonstrated experience in organizational capacity building, collaboration with governments and non-governmental entities
  • Excellent English oral and written communication skills
  • Ability to work in a team environment with people of diverse backgrounds
  • Ability to understand, interpret and work with data

  • Strong analytical, problem-solving and decision making capabilities.
  • Ability to work with all levels of project staff in addition to the MOH and additional partners
