Kenya Vision 2030 Delivery Secretariat

The Kenya Vision 2030 Delivery Secretariat (VDS) is charged with spearheading the implementation of the country’s development blueprint and strategy towards transforming Kenya into a newly industrializing ‘middle-income country by the year 2030’. 

VDS is now seeking smart, energetic, enthusiastic “can do” attitude and experienced persons to work with our fast paced management team for the following positions on a three (3) year contract renewable upon satisfactory performance. 

Competitive remuneration will be awarded to the successful candidates.

Director Communication and Strategy

Purpose of the Job

Reporting to the Director General of the Vision 2030 Delivery Secretariat, the Director will be responsible for coordination and implementation of all the Vision 2030 Delivery Secretariat directorate’s functions and activities relating to communication and marketing of the secretariat’s activities, programmes and projects; resource mobilization; protecting the VDS image and profile locally and internationally and management of strategies.

Duties and responsibilities
  • Designing marketing & communication strategies that will ensure maximum reach to the intended clients.
  • Liaise with other Directorates to develop/review various strategies to support programmes/projects under the Vision.
  • Identify and coordinate the implementation of marketing programmes/projects to support the Vision 2030.
  • Marketing the various flagship projects.
  • Initiating policy analysis and designing appropriate systems, processes and procedures for implementation.
  • Provide leadership and coordinate work in the Directorate.
  • Coordinate, oversee and participate in the design, development, implementation and management of corporate strategy and operational plans.
  • Development of financing strategies for VDS and flagship projects.
  • Development of annual work plans, for national and international integrated marketing and communication strategies and budgets in line with the five year Medium Term Plans to support Vision 2030.
  • Any other responsibility as may be necessary to achieve the Secretariat’ objectives.

Job Requirements
  • The Job holder is required to possess Bachelor’s degree and Master’s degree in Strategic Management, Marketing, or Business Administration from a recognized university. 
  • At least ten (10) years relevant work experience preferably in a public institution. 
  • Should also have Professional qualifications in Marketing, Communication or Strategy and should also be a member of a recognized professional body such as Chartered Institute of Marketing, Marketing Society of Kenya or any other relevant professional body.
  • Must be computer literate.
Procurement Manager

Purpose of the job

Reporting to Assistant Director Finance and Administration, the Manager will be responsible for procurement of goods, works and services at the right time, of the right quality and quantity, at the right price, and from right sources for VDS to get value for money

Duties and Responsibilities.
  • Prepare tender documents in liaison with the user departments and participate in the evaluation of Tenders, Proposals, Quotations, etc.
  • Issue Procurement and Disposal documents to candidates (suppliers), in accordance with the Act and the Regulations and coordinate the receiving and opening of Tenders/ prequalification, RFP, Quotations
  • Maintain and update annually standing lists of pre-qualified suppliers
  • Develop procurement plans and offer advisory services to user departments for effective and efficient implementation of the procurement plans.
  • Maintain proper procurement records to ensure adequate audit trail, prepare reports (Purchase Returns) i.e. for submission to PPOA.
  • Raise LPOs and LSO’s, conduct periodic and annual stock taking.
  • Undertake such other duties as may be reasonably required and which are consistent with the level of responsibility of this job role.
Job Requirements
  • The Job holder is required to possess a Bachelors degree in Procurement/Supply Chain Management, Business, Commerce, Economics or equivalent from a recognized University; 
  • possession of relevant Masters degree will be an added advantage; 
  • at least six (6) years relevant work experience preferably in a Public Sector Institution; 
  • Professional qualification in Purchasing & Supply;
    Membership to the Chartered Institute of Procurement and Supplies (CIPS)/ the Kenya Institute of Supplies Management (KISM) or any other relevant professional body; 
  • Must be computer literate.
Internal Auditor

Purpose of the job

Reporting to the Director General and to the Board Audit & Corporate Governance Committee will be responsible for undertaking audit aimed at ensuring efficiency in all operating functions of VDS.

Duties and Responsibilities.
  • Perform financial, operational and information systems audit.
  • Ensure accuracy and reliability in accounting and operating data, safeguarding of VDS resources against waste, fraud and inefficiency.
  • Preparation of reports for presentation to the Audit & Corporate Governance Committee of the board.
  • Evaluation of the overall efficiency of all operating functions of VDS.
  • Maintain and updating audit programs, ensuring correctness of the audit reports ascertaining full disclosure of facts and figures during the audit exercise.
  • Undertaking specific assignments that management or the Board may require.
  • Ensuring the quality of audits and special reviews.
  • Communicating and ensuring the divisions maintain a high level of risk awareness in all operational areas.
  • Coordinate external audit i.e. KENAO and follow-up on their recommendations and ensure implementation.
Job Requirements
  • The Job holder is required to possess Bachelors degree in Finance, Accounting, Business Administration, Economics, Commerce, or equivalent from a recognized University; possession of relevant Masters degree will be an added advantage. 
  • Must have at least six (6) years relevant work experience. 
  • Be fully qualified accountant and a Certified Information Systems Auditor (CISA) or relevant institution; member of recognized professional bodies such as Institute of Certified Auditors, ICPAK, ACCA. 
  • Must be computer literate.
