Our client, the Competition Authority of Kenya (CAK) was formed by an Act of Parliament to promote and safeguard competition in the national economy and to protect consumers from unfair and misleading market conduct. 

CAK wishes to recruit and fill the following vacancies:

Director General

Job Profile
  • Manage the development and implementation of strategic and business plans for the Authority.
  • Define performance measures to evaluate the success of the strategies.
  • Monitor and evaluate the success of strategies.
  • Manage and review all monthly and quarterly reports.
  • Oversee compliance with statutory requirements, systems and processes for efficient functioning of the Authority.
  • Participate in Full Board meetings and requisite Board Committees.
  • Participate in the development, implementation and periodic review of the strategic direction of the Authority.
  • Prepare timely and detailed reports to enable effective decision making in Board meetings.
  • Chair all Executive and Management Committee meeting of the Authority.
  • Ensure implementation and attainment of the targets set in the Authority’s Performance Contract.
  • Manage the conclusion of performance contracts with the senior staff of the Authority and manage their performance and also ensure cascading of the same.
  • Conduct performance appraisals and leave approvals relating to senior staff.
  • Provide guidance, coaching and mentorship to ensure personal development of the Authority’s staff.
  • Oversee the recruitment and selection of the Authority’s staff.
  • Develop strategies and advise the Board to facilitate staff retention and succession management.
  • Conduct regular feedback and status meetings with the Board, staff and stakeholders.
  • Ensure efficient and effective budget planning and implementation.
  • Lead resource mobilization activities aimed at supporting implementation of the Authority’s activities.
  • Ensure measures and processes are in place to minimize budget leakages / pilferage.
  • Ensure development of measures to support optimal absorption of the allocated budget.
  • Review and advise the Board members regarding all grants sources and the proposed activities to be funded.
Person Profile
  • Bachelors degree in economics and / or law and a postgraduate degree in a relevant area.
  • At least twelve (12) years overall working experience. Ten (10) years experience in competition regulation matters and five (5) of which must have been at senior management level.
  • Experience in Public Sector environment will be an added advantage.
  • Experience and knowledge of issues in competition regulation and also trade related matters in Kenya, EAC, COMESA and WTO.
  • Knowledge and experience in formulation and implementation of existing public policies.
  • Experience with and interacting with the development partners, private sector, universities and research bodies.
  • Strategic thinker with great ability to contextualize scenarios and also a collegiate decision maker with strong communication, written and verbal skills.
Head of Human Resource

Job Profile
  • Provide advice and assistance to supervisors on staff recruitment.
  • Prepare notices and advertisements for vacant staff positions.
  • Schedule and organize interviews.
  • Participate in applicants interviews.
  • Conduct reference checks on possible candidates.
  • Prepare, develop and implement procedures and policies on staff recruitment.
  • Conduct exit interviews.
  • Develop and implement human resources plan and personnel management policies and procedures.
  • Promote workplace safety.
  • Provide advice and assistant to staff and management on pay and benefits systems.
  • Organize the transitional provisions of employee compensation, pay and benefits when positions are transferred or new positions are funded through contribution agreements and other special funding arrangements.
  • Monitor daily attendance in conjunction with the relevant supervisor.
  • Investigate and understand causes for staff absenteeism.
  • Recommend solutions to resolve chronic attendance difficulties.
  • Provide basic counseling to staff who have performed related obstacles.
  • Provide advice and recommendations on disciplinary actions.
  • Monitor scheduled absences such as annual leaves or travel and coordinate actions in conjunction with the relevant supervisor to ensure the staff absence has been adequately covered off to ensure continuity of services.
  • Inform affected staff of unexpected absences from work and coordinate actions ensuring the continuity of services.
  • Ensure that accurate job descriptions are in place.
  • Provide advice and assistance with writing job descriptions.
  • Provide advice and assistance when conducting staff performance evaluations.
  • Identify training and development opportunities.
  • Organize staff training sessions, workshops and activities.
  • Process employee requests for outside training while complying with policies and procedures.
  • Provide basic counseling to staff who have performance related obstacles.
  • Provide advice and assistance in developing human resource plans.
  • Provide staff orientation.
  • Access funding for training and write proposals.
  • Participate and contribute to the tasks of the Authority Members Committees, if required by the Director General.
  • Manage the conclusion of performance contracts within the unit and manage their performance.
  • Conduct performance appraisals leave approvals and other managerial duties.
  • Provide guidance, watching and mentorship to ensure personal development of HRM unit.
  • Conduct regular feedback and meeting with the unit staff.
Person Profile
  • A Bachelors degree from a recognized university, postgraduate qualification in Human Resource Management and membership of a professional body.
  • At least 10 years working experience 6 of which must be at a Senior Human Resource Management level.
  • Experience across HR disciplines, including employment, benefits, compensation, employee relations, training and development, counseling and conflict resolution.
  • Experience in preparation and implementation of Human Resource Policies. 
  • A good understanding and knowledge of Kenya Labour Laws and any other relevant legislation.
  • Strategic thinker with strong supervisory and team building, communication and interpersonal skills. 
  • Ability to exercise sound judgment, good organizational skills, proven leadership qualities / abilities and time management skills.
Head of Finance

Job Profile
  • Provide full financial accounting services for the Authority including control and maintenance of all ledgers and cash books.
  • Provide a comprehensive efficient banking service ensuring robust internal controls and up to date systems.
  • Oversee completion of all statutory accounts including liaison with the auditors and annual returns to the Auditor General.
  • Timely preparation of monthly management accounts.
  • Quarterly forecasting to provide a full year forecast for the current year and one year ahead.
  • Lead the annual budget process building on the forecasting.
  • Work with the relevant managers on efficiency and bench marking issues.
  • Lead on taxation matters in close liaison with the Procurement Manager and the Human Resources Manager.
  • Lead and manage both the financial and management accounting teams ensuring staff are developed and communication is open and clear.
  • Contribute to the Authority’s Corporate Plan in providing and delivering own departmental action plans and supporting other action plans where required.
  • Manage the risk profile in the department to identify and minimize operational risks.
Person Profile
  • A Bachelors degree from a recognized university,
  • CPA (K) holder or its equivalent
  • At least 8 years post professional qualification working experience, 5 of which must be at senior management level.
  • Experience in public sector environment will be an added advantage.
  • Experience in performing highly complex accounting work according to accepted accounting principles, preparing clear and concise financial reports and monitoring expenditures.
  • Experience in developing internal control systems.
  • A person of high integrity with ability to understand, follow and confer written and oral instructions.
  • Knowledge and understanding of support service structure and relevant legislation e.g. PFMA, Public Procurement and Disposal Act.
  • Ability to work with at least one accounting package.
