Opportunity TA — County Development Planner
Our
client, the Danish Embassy together with the Ministry of State for the
Development of Northern Kenya and Other Arid Lands (MDNKOALs) aims to employ
high level skills for the Medium Term Arid and Semi-Arid Lands Programme (MTAP)
Unit established under the joint Danida / Government of Kenya Natural Resource
Management Programme.
The
County Based TA’s will report to the MTAP TA-TL/Programme Manager at the MTAP
Unit. He/She will work closely with the County Development Committee (CDC)/ the
County Development Officer (CDO), the County Steering Group (CSG)/County
Drought Coordinators (CDC).
The six (6) posts will be based in any one of the priority counties of Isiolo, Garissa, Lamu, Marsabit, Wajir and Tana River with frequent travel within the county.

The
duration of the appointment will be between 18 and 24 months.
Key
Responsibilities:
- Initiate and
support MTAP activities and liaise with the County Executives;
- Lead the county
to identify potential areas of programme interventions and assist in
prioritization in areas of natural resource management including water
utilization;
- Engage with
County Planning Office and other stakeholders to ensure consensus in
natural resource management planning, that includes mainstreaming climate
change, environment and gender issues;
- Participate in
county planning and budgeting meetings and advise on procedures for
bottom-up planning at county level;
- Prepare reports
and oversee workplans and budgets for MTAP activities and outputs;
- Engage with
Water Resource Management Authority (WRMA) and support Water Services
Trust Fund (WSTF) to publicise water resource management opportunities;
- Identify
potential areas and facilitate cooperation with private sector partners
and other programmes;
- Identify
training and capacity building requirements and contribute in preparation
and delivery of training modules;
- Programme
monitoring and evaluation activities;
- Coordinate the
activities of different stakeholders and ensure that cross-cutting issues
in respect to all MTAP activities are addressed;
- Advise on
inter-county exchange of information and ensure that lessons learned at
county level are documented and shared with other counties; and
- Contribute to
national policy development in consideration of the requirements of ASAL
and sector specific areas.
Person
Specifications:
The
ideal candidate should possess the following:
- Bachelor’s
Degree in either rural development, socio-economic planning, natural water
resource management;
- A Master’s
degree in the relevant fields will be an added advantage;
- A minimum of 6
years’ experience in rural planning, water development, agriculture or
livestock development in ASAL areas;
- Experience in
providing advisory services in similar programmes in ASAL areas in Kenya;
- Knowledge of
bottom up planning and community managed systems of rural investment in
development;
- Proven
experience in capacity building and community management training;
- General
management experience including procurement, use of ICT systems and tools
and knowledge of basic accounting practices; and
- Excellent
interpersonal, team building and communication skills and ability to work
with multi-sectorial stakeholders.
