Outline of Role:

The Operations Research Manager (ORM) is responsible for overseeing the design, implementation, monitoring, and dissemination of the PMNH+ Operations Research in the field, in collaboration with the HQ Technical Backstop and the Principal Investigator (PI). 

The ORM will provide technical oversight in the field of all stages of the operations research and will ensure the quality of the research design and implementation.

The four-year PMNH+ project seeks to improve maternal and neonatal health outcomes in Marakwet County by creating a comprehensive continuum of services from households to hospitals, through the establishment of 8 model facilities and 20 new teams of community health workers.  

PMNH+ will generate evidence of the effectiveness of task shifting a package of MNC services to community health workers at the facility and community levels in improving MNH outcomes.

Responsibilities and Duties

Formative Stage:
  • With the HQ Technical Backstop, the Project Director and the PI, assist in the completion of the CSHGP baseline assessment at household, community and facility levels.
  • For the HQ Technical Backstop and the PI, provide input for the detailed Operations Research plan including:
  1. Assistance to the Project Director in the organization of Kenya stakeholders’ and Advisory Board meetings to outline the project’s research objectives and refine strategies
  2. Selection of intervention and non-intervention sites with collaboration from PD and local partners
  3. Establishment of final research indicators to test the effectiveness of the OR initiative
  4. Development of data collection plan and
  5. Finalization of data collection tools for use at all levels, drawing from established data sources including the Ministry of Health system.
  • With the Project Director, achieve and maintain buy in for the operations research among all key stakeholders in Kenya including local communities, facility staff and national level MOH.
  • Work collaboratively in the development of the project’s detailed implementation plan (DIP), approving final drafts prior to submission to USAID.
 Implementation of Operations Research
  • Oversee OR data collection and ensure the use of effective data collection tools by all project staff and partners
  • Participate in quarterly strategy review and planning meetings with the project research team consisting of the HQ Technical Backstop, the PI and the Project Director
  • Work with the PI in development of IRB submission based on research protocols, including review of final documents
  • Review and analyze monthly and quarterly data from the project for submission to the Project Director
  • Offer suggestions to the PI and Project Director on the research plan or the project work plan based on results from ongoing data collection and challenges in the field
  • Based on OR data, suggest additional relevant research questions to complement the project for completion by academic partners or student research teams.
  • Based on OR data, suggest additional analyses and highlight interesting findings.
  • Assist HQ Technical Backstop in the completion and submission to USAID of all project and OR final reports.
Dissemination (Years 3 – 4)
  • Draft technical documents for submission to the PD, PI and HQ Technical Backstop as needed in the dissemination through technical working groups, global networks, and for publication in peer-reviewed journals.
  • Present project results at international conferences and meetings.
  • At the national level, work with the Project Director, to lobby Kenya health ministries and offices to incorporate project and research findings into current practice.
 Representation (Years 1 – 4)
  • Attend national level technical meetings and conferences, as needed, to disseminate OR results.
  • Assist the Project Director to respond to technical research questions from local donors, partners, international agencies or academic researchers related to the OR (including research design, sample/group design, data management, confidentiality and other research ethics issues, and data analysis).
  • Assist the Project Director as needed to represent HealthRight to the USAID Kenya Mission, national-level working groups, HENNET, and national level MOMS and MOPHS
  • Attend USAID-organized OR work shop in Year 1.

Required Experience:
  • MPH, or Masters of relevant health field
  • 4-years experience implementing community or facility-based research in Kenya
  • Previous experience leading at least one quantitative and qualitative research study
Required Skills:
  • Technical expertise in maternal and neonatal health
  • Ability to write research briefs for publication
  • Ability to live and work in Chebiemit, Kenya
  • Excellent English writing skills required.
  • Proficiency in MS Office Word, MS Excel, SPSS or SASS or other relevant data analysis software.
