Abt Associates seeks candidates for an upcoming DFID - funded
maternal and newborn health project in Kenya, which emphasizes increasing the
demand for, and the supply of, quality services.
In addition to the position-specific requirements of each
individual opening, the following apply to all positions:
- Significant
experience working in programmes funded by international donors,
preferably in the health sector.
- English
language fluency (with fluency in Swahili highly desirable).
- Understanding
of DFID administrative procedures and requirements highly desirable.
- Willingness
and ability to travel and/or potentially be based outside of Nairobi.

Programme Director
Provides technical leadership, management, and strategic
direction for the programme; responsible for guiding senior technical staff and
for ensuring the responsiveness and quality of work along with efficient use of
resources and achievement of results.
Has the final authority within the project team for decisions
related to technical, management, resource allocation and personnel issues, and
will be accountable for the successful implementation of all aspects of the
project.
Qualification Requirements:
- Medical,
Master’s or a Doctorate Degree in a relevant field, and at least 10 years
of senior-level international management experience in designing,
implementing and managing larger, complex health programmes.
- Significant
technical depth in maternal, newborn, and child health.
Finance & Administration Director
Develops, leads, and manages an internal team to support the
following operational areas: contract administration, finance, human resources,
procurement, subcontracting, and IT.
Ensures the financial and administrative integrity of all
business transactions; produces, analyses, and presents financial reports; and
oversees annual budgeting and planning processes, and reviews all financial
plans and budgets.
Qualification Requirements:
- Bachelor
’s Degree (minimum) or a Master ’s Degree (desirable), in a relevant
field, and 10 years of experience in the implementation and oversight of
the finance and administration functions of medium-sized businesses or
projects, especially in the area of public health or other types of
development.
- Experience
in the management of DFID-funded projects is desirable.
Clinical Services Director
Leads the design and implementation of interventions at all
project sites for the improvement of the quality of maternal and newborn health
services.
Oversees training and capacity building activities for
healthcare providers, including the development of training materials and
protocols.
Qualification Requirements:
- Advanced
clinical degree, preferably with a specialization on ObGyn/Midwifery,
and
- 8
years of experience in designing, implementing, and managing public health
programmes, preferably with a focus on essential and emergency maternal
and child health services.
Monitoring & Evaluation Director
Directs all of the programme’s monitoring and evaluation
activities, creating systems to measure and document programme processes,
outputs, and impacts by routinely and systematically collecting, analysing and
presenting programme data for project staff, the client, other donors,
counterparts, and other partners.
Qualification Requirements:
- Master’s
Degree (minimum) in a relevant field and 8 years of experience in
monitoring and evaluation of social development programmes.
- Experience
in the application of logical frameworks, development of indicators, and
the implementation of strategies for the qualitative and quantitative
analysis of public health programmes.
Decentralization Programme Director
Leads programme interventions that assist counties and county health
facilities to adapt organizational and systems development to facilitate
decentralization.
Develop and manage capacity building activities related to
decentralization and health systems strengthening.
Qualification Requirements:
- Medical
or a Master’s Degree and at least 10 years of relevant professional
experience in health policy, health system restructuring/decentralization,
health system strengthening and reform.
- Experience
in maternal, newborn, and child health is desirable.
