Data Management Assistants

Basic Function:
- The
Data Management Assistant will be responsible for organizing, entering
data into Gold Star (GS) Kenya database systems and filling of data forms
appropriately to ensure security of records and timely and accurate
reporting.

will be required to maintain data confidentiality and integrity for GS
Kenya as directed.
- S/he
will work directly with the Senior Technical Officer (STO), M&E based
in Nairobi who will provide directions and guidance in data management.
Key Responsibilities:
- Liaises
with STO, M&E to ensure consistent supply of data collection tools for
GS Kenya activities and other M&E resources as required.
- Ensures
timely entry of GS Kenya data into project databases in line with Standard
Operating Procedures (SOPs) and USG data management guidelines,

for ensuring data quality is maintained during entry.Supports the STO,
M&E in data cleaning.

the STO, M&E in planning and implementation of data reviews.

basic data analysis and summaries as required from time to time.

Driver

Basic Function:
- To
provide driving and logistical services to the Family Health International
(FHI 360) Kenya office and Gold Star (GS Kenya).
- Maintain
the organizations’ vehicles in a clean and serviceable condition perform
minor preventive maintenance and safety checks on a daily basis and inform
the supervisor of discrepancies.
Key Responsibilities:
- Drives
staff and visitors to meetings and appointments with due caution
andcourtesy as assigned.
- Maintains
vehicle in good condition, including cleaning inside and outside of the
vehicle and engine check-up.
- Ensures
proper fluid levels, good tire condition, and insurance certificates are
up to date.
- Ensures
current driving license for self and appropriate licensing, inspections
and registrations for vehicles.

with logistical matters, e.g., deliveries, visa applications, picking up
and collecting mail from post office and other errands as assigned.

Finance Assistant

Basic Function:
Under the supervision of the Finance and Administration (F&A) Manager and being a team member of the F&A unit, maintains the office accounting in accordance with Gold Star (GS Kenya) financial control policies and procedures.
Key Responsibilities:
- Assists
the F&A Manager with timely completion of accounting and
financialreporting requirements for submission to the funding agencies.
- Coordinates
with staff on travel advances to ensure that travel advances are cleared
within the allowable time.
- Reviews
travel claims of GS Kenya staff and consultants for correctness and
verifies that claims conform to travel authorizations and regulations
regarding routings, per diem, accommodation, and use of proper
transportation.
- Assists
the F&A Manager with verification of vouchers/invoices submitted to GS
Kenya for payment.
- Tracks
and monitors monthly routine bills/ invoices, i.e., telephone,
electricity, etc., to ensure payments are processed on time.
- Responsible
for petty cash management.
- Responsible
for tracking and recording VAT payments and reimbursements under USG
funding.
- Maintains
all office and project financial accounting files. This includes accounts
payable, checking accounts, consultant contracts, travel expenses, and all
subproject contracts, agreements and amendments.

Minimum Requirements:
- At
least a CPA Part 1 or II.
- Minimum
3-5 years of progressive working experience in similar environment with
adequate exposure to project accounting, financial management, including
budgeting, grants and contracts.

have demonstrable hands-on experience with an accounting system.
Experience with USAID-funded programs preferred.

Technical Officer – Clinical Mentor

Basic Function:
Provides training, on-site technical supportive supervision, mentorship, coaching and regular updates to Gold Star Network (GSN) service providers in the area of integrated HIV and TB prevention, care and treatment, including male circumcision.
Responsible for working closely with service providers that Gold
Star (GS) Kenya engages with to ensure that the quality of prevention, care and
treatment is sustained across the program as defined by the Ministry of Health
(MOH) quality standards and national guidelines.
Key Responsibilities:
- Provides
training, supportive supervision, mentorship, on-site coaching and updates
to GSN service providers to ensure patients receive quality HIV and TB
prevention, care and treatment services according to the national
guidelines and standards.
- Supports
GSN service providers by recommending relevant prevention, care and
treatment for the patients with opportunistic infections and recommend
initiation of ART treatment in accordance with the MOH recommended
guidelines.
- Offers
mentorship to GSN service providers attending to HIV-infected individuals.
- Coordinates
and provides needed programmatic support to ensure GSN providers with high
patient workloads and poor performing sites in terms of initiating
patients on treatment are mentored and the necessary skills and confidence
are transferred to the clinicians.
- Supports
providers to institute systems for inter- and intra-facility referrals.
- Ensures
quality of care is attained for patients seeking the services.
- Ensures
documentation of appropriate services rendered to the patients is done in
the relevant service registers.

Minimum Requirements:
MD/MB ChB registered with the Kenya Medical Practitioners and Dentist Board with 3- 5 years work experience with at least 2 years of experience working in a health facility offering HIV comprehensive care and treatment, demonstrable knowledge of HIV and TB knowledge and the various interventions being offered to prevent and control the morbidity and mortality arising from the infections will be an added advantage
Finance and Administration Manager

Basic Function:
The Finance and Administration Manager will be responsible for the everyday finance and administrative management of Gold Star (GS) Kenya, which includes overseeing and providing supervision support to the finance and administration staff, developing and monitoring project budgets and pipelines, supervising and leading procurement, purchasing, human resources (HR), and contracts and grants (C&G), ensuring adherence to funder rules and regulations, taking the leadership role in the development of sub-agreements including budgets as well as monitoring of sub-recipient financial reports, and supervising the capacity building of implementing partners.

and builds the capacity of the GS Kenya finance and administration staff.
- Oversees

Senior Technical Officer, Pharmacist
Location: Nairobi

Basic Function:
Responsible for strengthening and managing the pharmaceutical commodity management system for Gold Star (GS) Kenya working in close collaboration and partnership with established public and private sector supply chain systems supporting integrated RH/FP, MNCH, TB, HIV and malaria programs.
S/He will mentor and support capacity building of health service
providers on pharmaceutical management information systems, pharmacovigilance
tools and provide policy and technical updates in support of current national
guidelines for the priority high impact interventions on HIV/TB management
including ART.
Key Responsibilities:
- Provide
strategic management and oversight of the pharmaceutical commodity
management system for a national network of private sector providers
franchisedby the Gold Star Network (GSN).
- Develop
and foster partnerships and collaborative relationships with public sector
commodity supply systems and private sector suppliers of essential
commodities to the GSN.
- Strengthen
the logistical arrangements for private providers to access and account
for the essential commodities.
- Monitor
the use of the pharmaceutical commodities by the private providers in the
network by providing mentorship and coaching to service providers on
inventory management (quantification, requisition, storage, expiry
tracking and reporting).
- Provide
updates to service providers on pharmaceutical management information
system (PMIS) and the use of current tools
- Provide
updates to the service providers on the revised HIV/TB treatment and ART
policies, service guidelines and facilitate the development of treatment
standard operating procedures (SOPs).
- Provide
mentorship and coaching on ART adherence preparation of new patients,
medication use, counseling and the use of the ART dispensing tool (where
applicable).
- Provide
supportive supervision on monitoring ART and TB treatment adherence (using
multiple approaches).
- Provide
support in counter-checking provider prescribing practices, use of
appropriate formulations, documentation and reporting of adverse drug
interactions.
- Support
quality assurance and improvement initiatives for rational drug use
amongst the network providers.

Minimum Requirements:
- Minimum
Bachelor’s Degree in Pharmacy from a recognized university with at least
7-9, Master’s degree in same field with 5-7 years relevant work experience
in providing support to a busy integrated TB/HIV/Malaria (including ART)
program.
- Registered
with the Kenya Pharmacy and Poisons Board.
- In-service
update training on TB, malaria and HIV care/ART, Commodity Management (and
preferably TOT experience).Continuous use of the ARV Dispensing Tool
(ADT).
- Experience
in mentoring and supervision of other pharmacy staff on inventory
management, rational use, quantification and pharmacovigilance.
- Demonstrated
management of a commodity management system to support a busy clinical
program. Experience working with the private sector (NGO/FBO/Private for
Profit) is an added advantage.
Senior Technical Officer-M&E
Location: Nairobi

Basic Function:
Undertakes functions for the overall management and coordination of monitoring and evaluation (M&E) activities for Gold Star (GS) Kenya, focusing specifically on systems for collecting data for measuring project implementation, effectiveness, quality assurance, documentation and reporting.
The position overseas implementation of data management and
M&E activities in accordance with guidelines stipulated by the funder and
regularly updates project staff on progress towards implementation of the work
plan and designing methods for demonstrating program outputs, outcomes and
impact.
Key Responsibilities:
- Manages
and coordinates implementation of M&E for GS Kenya.
- Supervises
and provide guidance to Data Management staff.
- Leads
development of quality assurance systems for GS Kenya to ensure data
quality.
- Provides
direction and technical assistance to GS Kenya in developing strategic and
implementation plans.
- Ensures
appropriate data collection tools and systems are in place and being used
correctly to collect required and accurate data for performance,
monitoring and evaluation.
- Oversees
and guides development the management information systems and project

and reviews program performance monitoring plans (PMP) as required by funders.

the PMP, including data collection and verification and prepares project

M&E technical assistance (TA) needs of providers, facilities and/or

and/or on-site supervision.

other GS Kenya staff as necessary.

- Excellent
interpersonal skills and demonstrated ability lead a team. Experience with
USAID-funded programs is an advantage.
- Proven
experience in HIV/TB/STI- and/or reproductive health-related research
