Title: Quality Systems Officer

Position Responsibilities: 
 
Under the supervision of the Director of Programs, the ASLM Quality Systems Officer coordinates and guides the implementation, collaboration, and communication of quality management systems and support processes. 

This position proactively manages and organizes trainings, audit processes and appropriate reports; designs and directs the provision of technical assistance, training and mentorship on quality systems to ensure compliance with applicable national and international quality system regulations; and provides education and shares best practices for the purposes of assisting the laboratory medicine facility/service to continually improve safety and quality.

This position is also responsible for overseeing the World Health Organization Regional Officer for Africa (WHO/AFRO) accreditation process program for the African Society for Laboratory Medicine. S/he manages the department’s national WHO/AFRO accreditation process programs to include ensuring compliance and training and various types of presentations to partners, assists with WHO/AFRO accreditation processes; and conducts regular reviews with appropriate staff.
 
The Officer liaises with Ministries of Health (MOHs), WHO-AFRO, funding partners, ASLM Independent Advisory Committee (IAC), and other relevant partners for the implementation of accreditation programs (e.g., SLIPTA).

Position Qualifications:
 
Minimum Education & Experience:
  • Masters degree in microbiology or laboratory related field of sciences; Masters of Public Health (MPH) is a plus;
  • 5-8 years of experience in directing and leading laboratory strengthening support at regional public health and hospital laboratories for continued laboratory quality improvement, including implementation of external quality assurance (EQA) programs;
  • Ability to advise and mentor laboratories on the ISO 15189:2007 requirements;
  • Experienced on the provision of trainings for quality systems; laboratory management; good laboratory practices; mentoring laboratory personnel and enabling them for accreditation;
  • Skilled and knowledgeable in areas of laboratory accreditation, and managing laboratory strengthening programs;
  • Well-versed in the implementation of WHO-AFRO SLMTA and SLIPTA;
  • Excellent interpersonal skills with the ability to communicate with medical/laboratory and hospital staff;

Position Responsibilities:
 
Under the direction of the Director of Administration and Finance, the Publication Officer supports the planning and production of ASLM publications and resources by liaising with ASLM teams, external editors, designers, and printers to effectively plan, promote, produce, and disseminate said publications in accordance with ASLM policy. 

The position also supports other communications projects, particularly editing material for a range of documents and audiences.

Title: New Technology Officer

Position Responsibilities: 
 
Under the supervision of the Director of Programs, the New Technology Officer will work to support countries in the evaluation, adoption, and uptake of new innovative diagnostic products for HIV/AIDS and tuberculosis (TB), including point-of-care (POC) diagnostics. 

As new technologies become available, the New Technology Officer will focus on advocating for their use with governments and other partners, and strengthening the capacity of governments to adopt them and scale them up.

Key responsibilities include, but are not limited to:
  • Serves as a key advisor to ASLM headquarters, ASLM country teams, and in-country and global partners on the adoption of new diagnostic products and their integration into existing laboratory networks;
  • As a representative of ASLM, assist Ministries of Health to build or expand capacity for implementation, training, quality assurance and data collection associated with new and/or POC technologies;
  • Coordinates testing education, to include: identification, training, and competency testing for non-laboratory staff performing POC testing;
  • Provides management of POC studies to include: performing validation and correlation studies on POC devices according to established protocols; ordering, distributing, tracking, and reviewing proficiency testing materials; responding to exception reports within a specified time frame; reviewing quality control and maintenance records; and education non-laboratory staff as needed on test procedures when corrective action is required. Position Responsibilities: 
 
Under the supervision of the Director of Programs, the Monitoring & Evaluation (M&E) Program Officer will establish and implement ASLM M&E systems and tools for the ongoing review of projects, using approved indicators and targets, to measure progress and make recommendations for improvement. 

Additionally, the position performs but is not limited to: facilitating the design, planning and implementation of organizational advocacy strategies; M&E systems and database collection; program tracking and documentation; and sharing of lessons learned and proposing mitigating interventions for ASLM laboratory, or other, program activities. Under the supervision of the Chief Executive Officer (CEO), the Legal Advisor shall be responsible for overseeing all legal aspects of ASLM.

Under the supervision of the Director of Administration and Finance, the Grants Management Officer has primary responsibility for the administrative coordination of grants assigned to the incumbent. Administrative management includes establishing and overseeing proposal development timelines; budget development; ensuring adherence to reporting requirements; and providing guidance for general compliance questions. 

This position is responsible for managing the administration of United States Centers for Disease Control and Prevention (CDC) cooperative agreement(s), and assisting the Director with the administration of other awards. The management of other agreements will be added as appropriate.

Position Responsibilities: 
 
Under the general direction of the Director of Programs and in coordination with the Chief Executive Officer (CEO), the Senior Research and Science Officer is responsible for managing all aspects of ASLM’s research, associated projects, goals, and deliverables. 

S/he will provide leadership, direction, and coordination for the organization. 

S/he supervises, evaluates, develops and controls research project budgets. 

Responsibilities include, but are not limited to:
  • To establish the organization’s strategic research and development roadmap and activities in support of the goals of ASLM;
  • To build partnerships and relationships with the scientific community and industry partners to advance laboratory researches;
  • To help profile ASLM as the leading resource for laboratory medicine, a preferred partner for leading institutions in Africa;
  • To ensure that ASLM has access to the most promising research programs in the field of laboratory medicine;
  • To maintain a positive collaborative relationship with other functional heads while representing the technical organization;
  • To represent the Society’s policies, aims and objectives through presentation of scientifically robust argument to the general public and outside bodies, including governments, industries and the media;
  • Develop, implement, and manage all research projects, including developing an active research program on laboratory science through ASLM’s Board on sciences and research;
  • Measure and evaluate progress and results for all projects as well as the organization as a whole;
  • Provide research support for ASLM overall, including background research into new or existing ASLM project areas;
  • Implement best practice empirical research methods and establish high standards across the department;
  • Work with the CEO and Director of Programs to coordinate project and department objectives with overall ASLM’s objective;
  • Plan, organize, and supervise the work of a growing research team;
  • Establish and manage ASLM’s presence in the research and expert community;
  • Establish and manage a consistent program of ASLM’s Fellows;
  • Manage the ASLM’s intern program.
Position Qualifications:
 
Minimum Education & Experience:
  • Master’s Degree in science, laboratory medicine, or related field with 10+ years of management experience and research; PhD preferred.
  • Strong established reputation and key relationships built in thinktank, NGO and/or public health communities;
  • Strong record of published research, with 10+ years publishing on relevant topics in academic and non-academic venues preferred;
  • International experience strongly preferred;
  • Experience in NGOs, international organizations, and governments.

Position Responsibilities: 
 
Under the supervision of the Director of Programs, the Senior Program Specialist – Global Health coordinates and implements ASLM activities related to projects supported by the U.S. Centers for Disease Control and Prevention (CDC) President’s Emergency Plan for AIDS Relief (PEPFAR). 

The incumbent of this position coordinates with CDC in-country staff, Ministry of Health officials, and other laboratory strengthening partners to identify needs, manage, and implement technical assistance country project activities from beginning to end.

This position recruits and enlists qualified ASLM member and staff experts; organizes project teams; monitors overall project performance; and assesses project outcomes. 

The incumbent duties additionally include, but are not limited to: developing scopes of work, contracts, and corresponding project budgets; developing related reports and proposals and/or applications for funding; monitoring consultant and vendor contracts; and coordinating logistical arrangements for shipments and travel related to PEPFAR projects.

Position Qualifications:
 
Minimum Education & Experience:
  • Master’s degree in public health or microbiology, or a bachelor’s degree in a similar field, with a minimum of three (3) years experience in laboratory science and one to two (1-2) years administrative or supervisory experience;
  • Experience with HIV, STD, and TB diagnostics essential;
  • Fluency in English required, and working knowledge of French or Portuguese preferred;
  • Knowledge of: Microsoft Office applications with proficiency in Excel, Word, and Outlook; knowledge of accounting software preferred.
  • Ability to establish working relationships with diverse groups, as well as the ability to work independently;
  • Demonstrated capability to handle multiple tasks under tight deadlines;
  • International and domestic travel required (up to 30%+).
