Justification

Communication for behaviour and social change plays an essential part in an emergency. 

A timely, well integrated and sustained communication response in emergency situations is necessary to ensure that affected caregivers, families and communities have access to accurate information and know about the services and supplies that prevent diseases, harm, abuse and exploitation. 

This is particularly important for the most vulnerable populations – which typically are children and women.

The UNICEF’S Core Commitments for Children (CCC) updated guideline (2010) mainstreamed Communication for Development (C4D) as a cross cutting component and programmatic commitment. 

To operationalize the C4D component of CCC, standards, including for the assessment of capacities and to facilitate the establishment of appropriate mechanisms had/are being developed.

C4D was an integral component of the overall UNICEF KCO response to the recent Horn of Africa drought emergency. 

Specifically, C4D provided support to the Emergency Communication Centre (ECC), facilitated dissemination of key disease prevention messages through radio and initiated mechanisms for engaging affected communities in the North East Provinces of Kenya. 

Lessons learned in this regard revealed limitations and weaknesses in coordination mechanisms, limited technical capacity of partners to play a lead role in strategic planning and coordination of C4D intervention and lack of frameworks and strategies to guide C4D operations in emergencies.

The initial and limited C4D involvement of UNICEF in Dadaab had kicked started a process of engaging UNHCR and other partners to facilitate a greater understanding of C4D needs in emergency, the importance of coordination and developing frameworks and capacity for appropriate C4D response. 

UNHCR had increasingly picked up its role of C4D coordination and implementation but there is still a significant need for UNICEF technical involvement to shape and support the processes and ensure that outcomes benefit children.

Based on lessons learned of the UNICEF KCO response to the Horn of Africa emergency which necessitated the need to put in place a strategy of C4D emergency preparedness and response, UNICEF KCO engaged the services of a C4D Specialist to respond to the identified need on Temporary Assistance (TA) basis. 

Resultantly, a framework of C4D response for different emergency scenarios across all UNICEF Sectoral programmes and a Communication strategy in support of a Joint Education sector strategy had been developed.

 Technical support for the implementation of the Framework and the communication strategy is crucial for greater results for children in the Dadaab refugee camp and in emergency situation. 

This need is further underlined by the predictions of rains and flooding in several parts of the country and the recent identification of Polio case in the camp indicating to the need for intensified C4D action that builds on existing mechanisms and facilitates greater communication coordination for greater results for children.

It is against this premise that the UNICEF Kenya Country Office requires the services of a C4D Specialist Emergency Communication (TA) at P/L3 level for a period of 1 year to carry out the tasks outlined below.

Scope of Work


Under the overall guidance of the Chief of C4D Section, the C4D Specialist Emergency would in close coordination with the UNICEF KCO C4D Section and Field Office teams/programme section colleagues and in close collaboration with appropriate UNICEF counterparts and partners, facilitate the finalisation of the UNICEF KCO Communication for Development framework for different emergency scenarios (i.e. diseases outbreak, flood, drought), in support of UNICEF section programme Emergency preparedness and response, facilitate the development of its implementation plan and establishment of mechanisms for its implementation, build UNICEF in-house, counterparts and partners capacity for implementation and provide on-going C4D technical for the implementation of C4D emergency response.

Specific tasks:
Working in close coordination with the UNICEF KCO C4D Section and Field Office teams/programme section colleagues and in close collaboration with appropriate UNICEF counterparts and partners and guided by the UNICEF CCC and Country Office Emergency Preparedness Plan (EPRP):
  • Facilitate consultations with relevant UNICEF section programme colleagues, government counterparts and partners to gain consensus on the C4D emergency preparedness and response framework, finalise the framework and facilitate the development of its national and sub-national implementation plan.
  • Facilitate the pre-positioning, development and production of appropriate communication messages in support of sector programme emergency response and periodically revise the Country Office C4D emergency preparedness and response framework as the need may arise.
  • Facilitate the establishment of the appropriate coordination mechanisms that is required for the operationalization of the C4D emergency framework, define the capacity building needs for its implementation and carry out capacity building as required.
  • Develop a cross sectional C4D plan for UNICEF’s programmes in Dadaab and make clear recommendations on how on-going C4D response across programme areas can be integrated or coordinated for greater results for children and facilitate its implementation.
  • Provide timely on-going technical support for the implementation of the emergency Dadaab education strategy particularly for operational research to inform C4D planning, implementation, monitoring and evaluation and for the office wide C4D emergency preparedness and response planning and implementation.
  • Participate and engage at relevant emergency preparedness/response meetings and forums and ensure timely preparation and sharing of emergency communication updates for Sitreps as required.
  • Provide C4D technical support to UNICEF Field Offices (Lodwar, Kisumu, Garissa, and Dadaab) for emergency operations as need arise.
  • Provide technical inputs as requested/required for identifying support and partnership for emergency communication, including for development and review of proposals, donor reporting, revision of PCAs, LTAs, SSAs and contracts related to media, social mobilization and provision of services on prioritized emergency settings.
Expected Deliverables
  • Finalised Country Office emergency C4D preparedness and response framework and its Operational Plan by end December 2012
  • C4D strategy in support of UNICEF supported programme in Dadaab refugee
  • Cross sectional C4D plan for UNICEF’s programmes in Dadaab with recommendations on how on-going C4D response across programme areas can be integrated/coordinated camp by end January December 2012.
  • Action on/process of development of Emergency C4D messages commence by January 2013
  • Monthly reports/updates of progress of C4D emergency response framework implementation at national and sub-national levels.
  • Existence of coordination mechanisms and commencement of implementation of C4D emergency framework by February 2013
  • Timely inputs into identifying support and partnership for emergency communication including for development and review of proposals, donor reporting, revision of PCAs, LTAs, SSAs and contracts related to media, social mobilization and provision of services on prioritized emergency settings.
Desired background and experience

Advanced University degree in Communication, Health Education; social sciences; public health or equivalent with a strong background working with communities. Training or qualification in strategic communication planning, behavior change communication, formative research and evaluation of communication interventions.

At least 5 years of progressively responsible professional work experience in the development, planning and management of social development programmes, including several years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes including emergency.

Good communication and analytical skills. Knowledge and experience developing emergency communication strategies and working in C4D in emergency required. Proven skills in communication, networking, advocacy and negotiations; Good knowledge of monitoring and impact assessment of communication response is essential. Experience in the region including working on the Horn of Africa emergency an added advantage.

Fluency in English and strong ability to express ideas and concepts in written and oral form clearly and concisely essential.
