Position: Programme Officer – URBAN Programme
 
Reporting: Urban Projects Concept (UPC) Team Leader
 

Location: Nairobi with frequent field travels
 
Purpose of the position: To support the Urban Team and will be responsible for the following:
 
Specific Duties and Responsibilities:
 
A) Strategic Planning
  • Identity and analyse potential short-term and long-term urban water and sanitation investments;
  • Develop concrete annual funding proposals for urban water and sanitation interventions;
  • Develop targeting criteria for urban water and sanitation projects;
  • Identity and analyse capacity gaps at the level of Water Service Providers and other local stakeholders (e.g. urban communities, community-based organisations);
  • Plan, develop and implement stakeholder capacity building programmes;
  • Develop and implement an effective stakeholders communication strategy for urban water and sanitation financing;
  • Develop quarterly and annual investment plans and budget for urban water and sanitation programmes and projects;
  • Manage systems development and revisions;
  • Participate in ISO management system audits.
B) Project Implementation
  • Receive, evaluate and appraise project proposals;
  • Prepare proposal brief for management and Board of Trustees approval;
  • Receive and analyze project reports for Monitoring and Evaluation;
  • Prepare quarterly and annual reports;
  • Develop and maintain a database for stakeholders, Urban Steering Committee, the Chief Executive Officer and the Board of Trustees;
  • Ensure timely disbursement of funds to Water Service Providers implementing projects;
  • Advice the Water Services Providers on community mobilisation and conflict resolution.
C) Human Resource
  • Supervise the Field Monitors who provide support to the Water Service Providers and their projects.
Requirements for appointment:
  • Ability to work in interdisciplinary teams and with a broad spectrum of stakeholders;
  • Ability to handle a heavy workload;
  • Extensive analytical skills and methodical approaches;
  • Ability and willingness to travel frequently within Kenya;
  • Ability to submit reports on time.
Qualifications and Key Competencies
  • First Degree in Social or Development Studies or related field with seven (7) years proven experience, two (2) of which must be in the water sector, especially in low-income urban community development programmes;
  • A Masters Degree is an added advantage;
  • Project Management skills and experience;
  • A good understanding of the water and sanitation sector;
  • Experience with donor-funded programmes is considered to be an added advantage;
  • Experience with working in low-income urban areas with urban communities will be an added advantage;
  • Computer literate and familiar with database management, SPSS as well as the Microsoft Office package.
