This post is part of the senior team in Finance and will provide
senior management with accounting, treasury, financial and internal control
practices/ systems, provide maintenance of its financial records and the
preparation of its financial reports.
The position reports to the Regional Finance Manager (RFM) to

Office in Nairobi, Kenya, requiring significant travel to countries, which may
account to 30% of working time.
Dimensions of Role:
- Manage
3 staff in the Regional Office Finance Department and interacts with 12
Country Finance Managers and their teams.
- Support
the implementation of global and regional financial strategies in the
region and provide timely and reliable financial information and analysis
that leads to effective decision making.
- Contribute
to RESA’s Region’sstrategic objectives for Finance by ensuring effective
business critical support information is in place and contribute to
maximize the availability of resources for programs by cost effective
financial processes and other operating activities by timely and accurate
management reporting.
- Provide
support to country Finance teams in order to improve overall transparency
and accountability in Plan’s external financial reporting.
- Review
and consolidate regional finance reports .
Main responsibilities:
- Develop
and oversee a high performing team composed of Business Analyst, Regional
Office Accountant and Assistant Accountant in the Regional Office and
Country Finance Managers across the region.
- Consolidate
and review planning inputs for the Region, monitoring key monthly,
quarterly and annual financial performance measures of country offices and
regional office.
- Prepare
and/or review business plans and funding requests from countries and
departments within the region, challenging the assumptions and quality of
the data and presenting these on behalf of the region to International
Headquarters for funding and approval
- Prepare
financial reports and analysis across the region.
- Provide
leadership in putting in place appropriate financial controls processes,
procedures and systems and ensure that they are adhered to.
- Follow
up finance audit related actions, implement global financial, systems,
policies and procedures within the region

Purpose of Job
The role is responsible for leading Plan Countries in the
Eastern/Greater Horn of Africa preparedness and response to slow onset
disaster.
The role will ensure child-centered DRM/R initiatives that
strengthen the capacity of children, youth and communities in mitigating the
impacts of disasters through partnerships and linkages with appropriate actors.
S/He will ensure that Plan Country Strategic Plans and Country
Programs and overalls Plan’s Child- Centered Community Development (CCCD)
approach is reflected in disaster preparedness and responses.
Key Result Areas
Ensure that:
1. Plan RESA Countries are better prepared to effectively
respond to slow onset disasters
2. Plan RESA countries have in house response capacity to be
deployed in first days of disasters
3. Plan RESA DRM programmes are coordinated from effective
networking and fundraising
Competencies / Qualifications and Experience
- Degree
or Post Graduate qualification in a relevant discipline (development
studies, rural development, economics, community development, agriculture,
public health, disaster risk management) with experience in disaster
prevention, preparedness and humanitarian response, etc
- Training
in humanitarian frameworks (Sphere, HAP, People in AID and Good Enough
Guide)
- Fluency
in English language (writing/spoken/reading);
- Excellent
knowledge of computer application software
Desirable Skills and Competencies
- At
least five years experience working for a reputable international
humanitarian and development organization in emergencies.
- Experience
in management of slow onset disasters in a conflict or post conflict environment
preferably in the Greater Horn of Africa;
- Experience
in working in multi-country DRM programming.
- Strong
organizational, interpersonal, communication and persuasion skills.
- Flexible,
reliable, culturally sensitive, positive attitude, ability to work under
pressure, and a feel for the way Plan operates and our target groups.
- Commitment
to continuous learning and willingness to keep abreast of new developments
in the field (DRM and humanitarian issues in general).
