Senior Technical Advisor – Institutional Strengthening
The Senior Technical Advisor, Institutional Strengthening will oversee the delivery of institutional strengthening technical assistance aimed at strengthening the institutional capacity of CSOs and their affiliates to deliver quality services, manage resources efficiently and with accountability, and achieve and report results.

The ideal candidate will, coordinate institutional strengthening technical advisors and enhance synergy between the different components of technical assistance, respond to technical assistance enquiries from implementing partners including the APHIAPlus and other community health interventions.
S/he will establish and coordinate forums for information sharing to define technical assistance needs and work with the Senior Director for Institutional Strengthening to ensure acquisition and delivery of quality short term technical assistance.
She will also be required to provide day to day overall supervision of institutional strengthening technical advisors, plan and conduct mentorship support, provide oversight on the documentation and dissemination of technical assistance results in collaboration with the Director for Monitoring & Evaluation and prepare regular and adhoc reports.

Qualifications
The ideal candidate should have a minimum of ten (10) years
working experience in designing, implementing and managing health programs in
Kenya with substantial knowledge and experience in building capacity for NGOs
and CSOs in Kenya.
At least 5 years of experience as a consultant in a relevant
health or capacity building field. S/he should have a proven track record
in managing successful consultancy with USAID, PEPFAR or other major donor
funded projects in Kenya.
S/he should have significant experience in supporting local governance/public administration including capacity development of civil society organizations.

S/he should have proven, effective leadership, with strong
financial operational and people management skills with ability to demonstrate
initiative, self-motivation and a commitment to lead and work with a diverse

Overall responsibilities:
The consultant will support the United States Agency for
International Development (USAID) funded Systems for Improved Access to
Pharmaceuticals and Services (SIAPS) TB public-private mix (PPM) activity lead,
portfolio manager and in-country teams in the development and implementation of
technical activities ensuring their adequate contribution to SIAPS
results.
The Consultant will be responsible for providing technical
assistance aimed at establishing MDR treatment sites in select private sector
hospitals in Kenya. In addition, the consultant will provide short-term support
in finalizing guidelines for Drug Utilization Review (DUR) for MDR treatment
regimens in select public sector MDR treatment hospitals.
In close collaboration with the Division of Leprosy, TB and Lung
Diseases (DLTLD) and the Kenya Association for Prevention of Tuberculosis and
Lung Diseases (KAPTLD), s/he will be responsible for the adequate coordination
of all activities to ensure that technical assistance activities are designed and
implemented according to the timeline and that deliverables are meeting quality
standards.
S/he supports documentation of results of the SIAPS supported TB
activities in Kenya.
Specific Responsibilities
Specific Responsibilities
1. In collaboration with DLTLD, KAPTLD and other stakeholders
provide technical support in the expansion of MDR-TB treatment services to
selected private sector hospitals. Specifically,
- Prepare
and coordinate the assessment of the selected private hospitals that would
be willing to provide MDR-TB treatment in accordance with the DLTLD
guidelines and policies.
- Coordinate
finalization of the tools to assess hospital MDR TB practices, diagnostic
capacity, infrastructure, estimated number of MDR patients currently
treated or referred recording and reporting system in place for TB etc.
- Lead
and participate in the development of a detailed plan to institute MDR TB
management in the selected private sector hospitals interested in MDR TB
management [this will include staff training, second-line drug supply
system from national program, guidelines/Standard Operating Procedures
etc.]
2. Provide technical support and coordinate development of
materials for Continuing Professional Development (CPD) on MDR TB, planning and
delivery of regular CPD programs targeting select hospitals staff, chest
physicians and other providers in the private sector in collaboration with
professional bodies. Develop CPD/Continuing Medical Education (CME) assessment
plan.
3. Support in design of private sector peer support and
mentoring model for MDR TB facilities and other private hospitals providing TB
care and treatment services.
4. The consultant in cooperation with the SIAPS TB team,
DLTLD, and TB health care workers will provide technical assistance for the
implementation of the MDR-TB DUR tool in Kenya. Specifically:
a. Participate in Train the Trainer workshops
b. Assist the DLTLD develop implementation plans
c. Assist with TB unit MDR-TB DUR trainings
d. Assist the DLTLD with MDR-TB DURs during supervisory and
support visits
e. Monitor MDR-TB DUR implementation progress and provide
feedback to the SIAPS TB team
5. Support Portfolio Managers and others in the adequate
documentation and dissemination of program results and lessons learned
including the development and submission of abstracts and articles to
scientific journals and conferences.
6. Participate in regular weekly touch base call conference with
activity manager and other technical staff in SIAPS Arlington.

Preferred Skills/Qualifications
- Medical
graduate with public health training qualification preferred.

information systems, supply chain management or pharmaceutical services.
