Short Term Vacancies

A State Corporation is seeking to fill in short term vacancies in the following fields:
 
1) Engineering (10)
 

2) Social /Community development (10)
 
3) Finance (10)
 
To fulfill expectations applicants will need to demonstrate the following attributes:
  • Team players with an understanding of how teams work and ability to influence a group while ownership and responsibility rests with others;
  • Project management skills;
  • Commitment to capacity building and experience in training, particularly coaching;
  • A willingness and freedom to spend over 80% of contracted time in project areas;
  • Proficiency in computer applications;
  • Strong analytical skills;
  • Good communication skills with excellent report writing ability;
1) Engineering
 
Duties and Responsibilities:
 
The Engineer will act as an advisor on a range of engineering activities during project planning, implementation and operation. 

As such, there will be involvement with, but not necessarily limited to, design preparation, assessment of the adequacy of water supply, procurement, site visits, compliance with technical drawings, reporting and development of maintenance routines. 

The Engineer will be specifically involved in:
  • Preliminary project planning, design assessment and financial planning;
  • Public procurement for projects;
  • Site visits to ensure compliance of projects to quality, time, cost and set work specifications;
  • Contract management to ensure value for money in projects;
  • Contractor management;
  • Facilitating the technical audits in projects;
  • Capacity building on a range of engineering and non-technical activities;
  • Reporting the progress of projects;
  • Final inspection and commissioning of projects;
  • Operations monitoring of projects and development of maintenance routines.
Qualifications and Requirements:
  • Bachelor’s degree in Civil Engineering or Water Engineering;
  • A relevant higher degree or post-graduate diploma in engineering or project management will be an added advantage;
  • At least 3 years relevant experience with water and sanitation projects;
  • Registration with IEK and/or ERB will be an added advantage;
  • Proficiency in computer aided design software (AutoCAD);
  • Experience of working with water and sanitation projects in urban areas will be an advantage.
2) Social / Community Development
 
Duties and Responsibilities:
 
The Social person will act as an advisor on a range of sociology activities during planning, implementation and operation. 

As such, there will be involvement with, but not necessarily limited to community sensitization and mobilization, recruitment and training of water and sanitation facility operators, social marketing of sanitation services, public health and hygiene promotion and reporting. 

The Social person will be specifically involved in:
  • Preliminary project planning and formation of the project task team;
  • Developing participatory methodologies for project design, implementation and evaluation;
  • Selecting viable project sites for the projects;
  • Participating in community sensitization and mobilization;
  • Conducting social marketing of sanitation services;
  • Public health and hygiene promotion;
  • Recruitment and training of water and sanitation facility operators;
  • Capacity building on a range of social activities in projects;
  • Capacity building the partner organizations and communities on post project implementation operations of the projects;
  • Mainstreaming of crosscutting issues during project implementation like gender, HIV AIDs, disability and environment;
  • Reporting the progress of projects;
  • Final inspection and commissioning of projects;
  • Operations monitoring of projects and development of maintenance routines.
 Qualifications and Requirements:
  • Bachelors’ Degree in Social Sciences (Sociology, Environmental Studies or Community Development);
  • A relevant higher degree or post-graduate diploma in social sciences or project management will be an added advantage; 
  • At least 3 years experience in working with communities on water and sanitation projects;
  • Experience working with communities on water and sanitation projects in an urban setting is an added advantage.
3) Finance
 
Duties and Responsibilities:
 
The Finance person will act as an advisor on a range of financial, commercial and management issues during the planning, implementation and operation of projects. 

As such, there will be involvement with, but not necessarily limited to procurement, budget control, financial reporting and project closure. 

The Finance person will be specifically involved in:
  • Conduct an assessment of the implementing partners in respect to organization structure, set up of the finance department, putting in place the accounting system and procurement processes;
  • Advice on the adequacy of the above and provide feasible recommendations on necessary improvement;
  • Procurement and financial planning;
  • Oversee the partner’s procurement process to ensure compliance with the public procurement and disposal Act 2005;
  • Budget control and financial recording of projects;
  • Monitoring project accounting procedures and financial spending and their compliance to financing agreements;
  • Monitoring project compliance to taxes, duties and other levies;
  • Contract management to ensure value for money in projects;
  • Facilitating the financial audits in projects;
  • Capacity building on a range of financial, accounting and commercial activities;
  • Reporting the progress of projects;
  • Final inspection and commissioning of projects;
  • Closure of projects implementation phase including closing of project bank accounts
Qualifications and Requirements:
  • Bachelor’s degree in Business Administration, Economics, Commerce or other relevant financial management qualification;
  • • CPA Part 2 (or equivalent accounting qualification), a relevant higher degree or post-graduate diploma will be highly desirable;
  • • At least 3 years demonstrated experience in development projects;
