Programme Manager, East Africa Legislative Assembly (EALA)

Fixed term contract – September 2012 to August 2013 (renewable until March 2015)

Based in Arusha, Tanzania (with requirement to travel)

The Westminster Foundation for Democracy (WFD) is dedicated to supporting the development of democratic systems of government.  Its focus is sub-Saharan Africa, the Middle East and North Africa, the Balkans, Eastern Europe and increasingly Asia.

The Foundation was founded in 1992 and is sponsored by the UK's Foreign and Commonwealth Office. WFD works to strengthen the institutions of democracy, primarily by supporting the development of parliaments, political party structures and civil society organisations.  


It is uniquely placed to draw directly on the expertise of Westminster political parties in all its work.

The East African Legislative Assembly (EALA) is the independent legislative arm of the East Africa Community (EAC).  

The EAC, established in 2000, states its objective as being to strengthen cooperation and integration amongst partner countries.  

EALA has oversight functions of all EAC organs as well as approving the budget of the Community.  

As a move to strengthen its internal capacity, EALA set up the East African Parliamentary Institute (EAPI) to provide targeted training to staff, members and interested stakeholders, amongst others.

WFD is looking for a dynamic and experienced Programme Manager to support the delivery of WFD’s ‘Supporting regional integration of the East African Legislative Assembly’ programme and to assist with the delivery and implementation of other regional programmes, as necessary.  

You  will engage closely with the Kenyan and Ugandan parliamentary centres where WFD also has programmes, and cooperate closely with the EAPI and other partner organisations.

Programme Administrative and Finance Assistant (PAFA)

Fixed term contract – September 2012 to August 2013 (renewable to March 2015)

Based in Nairobi, Kenya (with some travel)

Competitive  local salary

WFD is looking to recruit an experienced Programme Administrative and Finance Assistant (PAFA) to provide accurate and timely administrative, financial and logistical support to WFD’s programme ‘Kenya  - Governance Improvement Programme’  (K-GIP).  

You need to have the experience to manage the financial administration of the programme, have great attention to detail and enjoy delivering logistical support to programme activities.
