Médecins du Monde (MdM) is an international humanitarian
organisation whose mission is to provide medical care for the most vulnerable
populations, the world over, including France.
General Description of the Role
The Administrative Coordinator manages a team of administrators
and guarantees the technical and functional support to the field, the coherence
of the financial and administrative procedures related to the health programs
run by MDM.
Whilst generally based in the capital, he/she will spend at
least 25% of his/her time in the field, performing capacity building to the
field Administrators in Kenya and Somalia .
Key Duties
Legal framework:
- Prepares
the various contracts.
- Is
responsible for the preparation and updating of the documents retracing
all of the operating procedures of the mission.
- Checks
on the existence, monitoring and the archiving of all these documents-
internal procedures and rules, contractual documents (work and rental
contracts for instance, MoU…)
Accounting-finance:
- Is
responsible for the accounting & finance of Bossaso site, Nairobi
Office and Harm reduction project in Nairobi.
- Develops
and implements the accounting and finance procedures of the mission
(Nairobi Office and Harm Reduction Project, Bossaso & future new
sites), according to MDM procedures and tools (SAGA).
Budgetary monitoring:
- Budget
construction for new projects and annual budget exercise.
- Mid
year budget revision in liaison with the HQ’s financial controller.
- Identification
and analysis of any discrepancy.
- Preparation
of the budget forecast for the coming month.
- Preparation
of financial reports to HQ and to Donors and variance analysis.
Funding & donors:
- Ensures
when needed and by delegation of the General Coordinator the
representation of MdM in front of donors.
- Analyses
funding opportunities and set-up a funding strategy for MdM projects.
- Ensures
appropriate follow-up of the current funding plan, as well as MdM
commitments to donors.
Personnel management:
- Is
responsible for the recruitment procedure, ensures the existence of a
suitable budget for all position (salary grid for each location) as well
as written job profiles validated by the general coordinator.
Candidate Profile:
- Strong
experience in an international NGO in the field of administration and
finance coordination;
- Experience
in team management;
- Knowledge
of accounting and purchase procedures with MDM;
- Qualification
in Economics , Administration or Finance;
- Fluency
in English and French mandatory for the reporting to European Donors and
HQ’s;
- Computer
literacy (Saga software is a must, MS Office, Data management).
