Overview:
The Clinton Health Access
Initiative is seeking a senior manager of malaria financing to oversee three
streams of work.
CHAI
is tackling this issue through three connected streams of work:
Increasing
domestic resources for malaria: Working with four sub-Saharan
African Governments to implement novel financing financing mechanisms to
support malaria control.
Novel
donor mechanisms for malaria: Develop a pilot for cash on delivery
(COD) for malaria, a concept that provides flexible financing to countries
based on a single outcome measure: prevalence
Improving
efficiency and effectiveness: Examine ways for the malaria
program to get better value for money, with a specific focus on considering how
reduced prevention efforts combined with an increase in surveillance, in
controlled low endemic areas, may be a viable programmatic strategy
This position will oversee
managers for each of the three streams of work, ensuring that these efforts are
effectively coordinated and managed.
This position will also lead
the coordination with the grant’s program officer at the Foundation, ensuring
that the deliverables, goals and objectives of the grant are effectively met.
Responsibilities:

Lead overall malaria financing work at CHAI, linking with
relevant external and country stakeholders
·
Provide leadership and manage a team of three managers for each
of the streams of work ensuring that the goals of the grant are met and
deliverables are provided on time
·
Provide policy and strategic support to each of the streams of
work as required including the
·
Understand current funding flows in malaria and the broader
health sector;
·
Liaise with the health financing and HIV E2 groups at CHAI to
ensure that work is aligned as much as possible, in particular where work is
carried out in the same countries
·
Provide policy and strategic advice on the creation and design
of various financing tools;
·
Determine the suitability of different financing mechanisms to
address resource mobilization challenges
·
Provide input to and review of financial scenario modeling to
bridge resource gaps and the suitability of different financial tools to do so.
·
Be aware of and up to date on developments in the health
financing space
Qualifications:
·
5 years of relevant experience (with at least 2 years in
international development or global health);
·
Previous management experience, managing and leading teams to
deliver high-impact results
·
Understanding of financing instruments and strong quantitative
skills
·
Previous experience working on health financing tools
·
Strong understanding of the health financing space including the
role of key institutions such as WHO, World Bank and Ministries of Finance
·
Strong interpersonal skills and ability to build strong
professional relationships with a range of stakeholders;
·
Exceptional diplomatic and interpersonal skills;
·
Excellent organizational and problem-solving skills;
·
Strong communication skills — including the ability to prepare
compelling presentations and short reports
·
Ability to multi-task and to be effective in high-pressure
situations
·
Ability to work independently on complex projects
