We are seeking to recruit candidates for positions with the Nairobi Regional Office and Projects to be based in Nairobi, Kenya.

Manager, Regional IT - Nairobi Regional Office
 
The Manager, Regional IT is the key representative in the Regional Office on IT activities on behalf of the organization. 

The position holder is responsible for; managing, planning, designing, implementing, and monitoring the IT infrastructure required to operate new and existing regional / project offices in a timely and cost efficient manner. 

The IT Infrastructure, encompassing project operations in more than 20 countries, includes any and all technologies and systems that are required to meet RTI’s business objectives.

IT Infrastructure includes, but is not limited to, internet access, wide and local area networks, remote access tools, file/print/application servers, print/scan/fax technologies, client/end user systems, voice communications, video communications, and systems management tools. 

The Manager, Regional IT provides management, direction and support to project-based IT staff and local IT vendor relationships where IT staff are not present, ensuring compliance with policies, procedures and best practices. 

He / She supervises regional office IT staff. 

Qualifications: 

Applicants must possess a minimum of a Bachelor’s degree and 10+ years IT experience in planning, designing, setting up and maintaining IT infrastructure systems (data, voice and video), preferably with regional experience in countries across Africa; management experience of both remote and local staff; or equivalent combination of education and experience. 

Experience with international donors such as USAID, DFID, etc. and French language skills are a plus.

Chief of Party Candidates for a Pending Donor Funded Governance Projects in Eastern and Central Africa
 
The Chief of Party will provide leadership in the design, management, implementation and overall quality
assurance of the project. 

In this role, a successful candidate will be RTI’s primary point of contact with the project funder and national government counterpart agencies, collaborating extensively and meaningfully with government counterparts at the national and district levels of government and providing high-level support for effective local capacity building. 

Qualifications: 15 years of overall experience with at least ten years of relevant field experience in public administration, local governance, decentralization reform, community stabilization, civil society strengthening, and community mobilization. 

Prior experience managing geographically dispersed teams is preferred. 

A master’s or higher degree in a relevant field desired. 

Fluency in English required.

Technical Specialists for Upcoming Local Governance Support Projects in Africa
 
RTI anticipates staffing the following expertise in either long term job positions or short term consultancies.
  • Local Governance (emphasis on accountability and service delivery)
  • Community Stabilization
  • Fiscal Decentralization
  • Financial Management
  • Institutional Development, Planning, and Budgeting
  • Monitoring & Evaluation
  • Public Policy and Administration
Successful candidates in these fields will demonstrate at least 6 -10 years experience in one or more area(s) of functional expertise including work on prior government-capacity building programs, specific to sub-Saharan Africa. 

Successful candidates will also have extensive hands-on experience working within their field at the district and/or sub-county level of government, with a variety of stakeholders, including technical staff, elected councilors, and NGOs.
