Human
Resources for Health (HRH) Policy and Leadership Manager
The HRH Policy and Leadership
Manager will help ensure the delivery of technical support in developing human
resources leadership and management capacity and human resources policies in
the health sector.
Working with the Assistant
Director for Organizational Development and HRH Policy, the HRH Policy and
Leadership Advisor will provide assistance to the country-level counterparts
and stakeholders in the public and private sector to develop a comprehensive
approach to address the health workforce shortages across the country.
S/he will also identify both
short-term and long term strategies that adhere to Health Sector Policy and
Strategy.
The incumbent will provide
assistance to the health sector leaders and managers at national level to
review and align HRH policies in line with relevant devolution legislations and
policies.
In
addition S/he will build leadership and management capacity at the sub-national
level to improve HRM systems in order to improve the quality and availability
of health services in all parts of Kenya, especially in under-served/
resource-constrained geographic locations.
Qualifications
The successful candidate is
required to have advanced degree in social sciences, public administration,
management, or public health. 5-7 years experience in HRH policy, strategic
planning development and implementation. Minimum of 5 years working experience
with Kenya’s Health Sector.
Work experience in
implementing and managing HRM systems and practices (e.g planning, recruitment,
retention and performance management).
The ideal candidate should
have excellent analytical, planning, management, and communication skills.
Successful candidate needs to be a strong team player with excellent
interpersonal, facilitation, relationship-building, negotiating and influencing
skills.
S/he should work with minimal
supervision under tight timelines and be able to support cross technical teams.
