& Evaluation Officer

Region, Somalia with travels to Modadishu and Mudug

The facilities offer treatment for women, children and adults
through funding from ECHO.
The project also offers ambulance services throughout the
communities served by the health facilities, patients requiring emergency
services are transported to MSF hospitals in Beletwein and Galkayo.
Through funding from UNICEF/ECHO, CESVI implements a nutrition
and EPI program in South Mudug in four districts and within IDP camps in South
Galkayo.
CESVI has an operational office in South Galkayo and works
closely with Galmudug administration, UN agencies, local communities and other
partners Job Description Monitoring & Evaluation Officer:
The duty station will be Beletweyne.
S/he makes regular visits to Mogadishu and Mudug.
S/He will work closely with Cesvi Nairobi Regional Office and
field staff and will report to the Project Manager Cesvi Nairobi Regional
Office will coordinate, support and supervise the operations at field
level.
Key responsibilities:
- Lead
the successful roll out and implementation of all design monitoring and
evaluation related initiatives within the health program in Hiran Region
(Somalia)
- Provide
guidelines and standards for the design, implementation, monitoring and
evaluation of all project interventions
- Lead
monitoring efforts in the project to ensure compliance with relevant
standards and policies.
- Ensure
that M&E related activities are successfully implemented and that relevant
learning is documented, disseminated to staff and used to inform future
decisions;
- Develop
and promote the implementation and use of quality program monitoring
framework (tools and processes) and reporting, formats and proposal review
systems for the Health Program
- Facilitate
implementation of key community capacity building practices towards
community based monitoring and evaluation of progress
- Establish
a reliable and consistent set of Outcome Indicators for all program
activities
- Regularly
review and improve the M&E system by seeking stakeholder inputs and
through consultations with practitioners in other organizations.
- Develop,
in coordination with the Finance Department, a system to ensure that the
program planning, including inputs and targets, is aligned with the
overall program log frames and other types of M&E indicators.
- Synthesize
and analyze data for summary and thematic reports on M&E findings.
- Develop,
refine and manage the process for regular reporting on findings and
coordinate with appropriate departments for the dissemination of
information.
- Foster
and coordinate partnerships for independent, external assessments to
attain good quality, third-party evaluation studies.
- Undertake
field assessments for new program areas
- Coordinate,
develop and facilitate training materials and presentations for capacity
building of program staff on M&E
- Keep
abreast of the latest developments in M&E and network with other
organizations for best practices and technical assistance.
- Undertake
any other duties as assigned
Requirements:
- University-advanced
degree in Health, or related fields.
- Experience
(3-5 years) in international NGOs
- Prior
experience with performance monitoring and evaluation for international
development programs, including developing performance indicators, data
collection and analysis.
- Skills
and preferably experience with numerical methods and database management.
- Strong
analytical skills.
- Excellent
oral and written communication skills; Able to prepare clear and concise
reports
- Excellent
interpersonal skills and team player.
- Ability
to make effective decisions under time pressure
- Ability
to travel in South Central zone of Somalia often in insecure environment
- Ability
to live and cope in isolated environment
- Capacity
to work independently, strong strategic and creative thinking
- Fluency
in English and Somali (oral and written)
- Previous
work experience in Somalia
- Ability
generate activity reports in a timely manner
