The position is only open to Somali nationals only
Role Purpose:
To coordinate and manage all national human resources
requirements for Save the Children Somalia/Somaliland, provide support in
building the capacity of the national HR team, and implement robust HR policies
and practices to ensure legal compliance and to maximise staff effectiveness.
Your support in the delivery of an effective HR function will
play a key role in Save the Children programmes in Somalia/Somaliland to
increase impact and enable positive change for children.
Scope of Role:
Reports to: Human
Resources Director
Country Dimensions: Save
the Children works in various sites within Somaliland, Puntland and Central
South Somalia with a current staff complement of approximately 450 staff and
current budget of approximately GBP 48 million.
Staff directly reporting to this post: National HR Officer, technical support will be provided to the National HR officers
Key Areas of Accountability:
Support the delivery of effective Programmes, in both
development and humanitarian contexts, by:
- Ensuring
that the HR aspects of Save the Children programme implementation and
restructuring in Somalia/Somaliland are delivered according to best
practice HR standards and in compliance with local legal procedures and
organisational policies;
- Overseeing
preparation of local employment contracts for Somalia/Somaliland staff
upon appointment in compliance with all HR policies and practice, local
labour law and Save the Children UK country and global policies,
maintaining an effective contract planning mechanism, and ensuring timely
renewal of staff employment contracts records;
- Managing
field support staff to ensure a cohesive and effective approach to HR
in-country, and building and developing the capacity of the national HR
team through effective coaching, performance management frameworks and
human resource development plans;
- Assisting
in the proposal process by coordinating and helping identify technical HR
capacity requirements in conjunction with the Area Representatives;
- Developing
and implementing induction plans and processes for staff, ensuring they
are fully aware of policies and best practices relating to their role;
- Supporting
Managers in field locations to manage employee relations
- Providing
guidance on pay and other remuneration issues, including promotion,
benefits, and regular salary reviews in consultation with the HR Director
- Leading
HR Officers in developing effective HR systems and processes for the
recording of employee data - i.e. holidays, sickness records and other
relevant documentation;
- Holding
exit interviews with departing staff in order to capture feedback and
insights on Save the Children’s programme and organisational processes,
systems, and character;
- Providing
support to the HR Director on planning for HR needs, ensuring that best
practice of recruitment and selection policy is implemented across all
offices;
- Supporting
the development and maintenance of timely and effective objective setting,
performance review and performance development planning systems;
- Representing
the principles and work of Save the Children to NGOs and INGOs,
government, and other stakeholders when required;

Qualifications and Experience
Essential:
- University
degree in Human Resources Management, Business Administration, Social
Sciences, or other related academic discipline, with a postgraduate
specialisation in Human Resources;
- Minimum
5 years relevant human resources management experience in a corporate or
INGO environment;
- Excellent
planning, coordination, and reporting skills, with the ability to organise
a substantial workload comprised of complex, diverse tasks and
responsibilities;
- In-depth
knowledge of employee relations and develop and maintain knowledge of
current Somalia/Somaliland employment legislation;
- Experience
in capacity building and setting frameworks for staff development;
- Resourcefulness
and creativity in developing the role of HR within the programme and
ensuring the most effective support to line management;
- Strong
communication, people management and interpersonal skills in English, with
experience in leading multicultural, multi location, teams;
- Willingness
to work and travel to often difficult and insecure environments;
- Complying
with and promoting all Save the Children UK Global policies such as Child
Safeguarding, Whistle blowing, Fraud, and Health and Safety.
Desirable:
- Basic
financial skills, particularly in budgeting;
- Experience
in HR provision in emergency response;
- Background
in large international non-governmental organisation or other
international relief/development body.
