- Improve
the systems for accounting and financial reporting in order to achieve
better quality accounting and timely financial reporting which comply with
cash based International Public Sector Accounting Standards (IPSAS).
- Design
standard reporting formats and facilitate the procurement of a suitable
off the shelf accounting software.
- Draft
simplified procurement guidelines and standard bidding documents to be
used across all the central government ministries, agencies and
departments.
- Build
the capacities of government agencies through designing and implementation
of effective audit and reporting tools (audit manuals and other audit
tools) to enable the Government auditors to conduct audits in a more
professional manner.
- Review
the structure of and recommend an appropriate organization structure, and
propose job descriptions for the positions identified, for consideration
by the Ministry of Finance; The proposed structure should appropriate for
delivering the mandate , functions and responsibilities of the Accountant
General’s Office
- Review
the current accounting and financial management system across the central
government ministries, departments and autonomous agencies such as the
parastatals. Upgrade the accounting manuals, chart of accounts and any
other guidelines and accounting documents, design suitable financial
reporting formats for the budget reports and annual financial statements
- Design
and implement an asset management system for tracking and managing
non-financial assets.
- Develop
a medium to long-term training plan and guidelines to train public finance
staff to use the new accounting system and reporting formats.
- Conduct
the first phase of the training will cover the updated manual system,
including the revised financial reporting formats and the asset management
system.
Applicants must possess the following academic and professional
Qualifications:
- At
least have a Bachelors Degree in a relevant field.
- Should
be a CPA / ACCA Finalist
- Have
a minimum of five years relevant professional working experience;
- Age
bracket of between 25 – 45 years (No gender preference)
- Have
good understanding of the Accounting Standards;
- Good
personal judgment, initiative, creativity and maturity
- Must
be dynamic & highly motivated,
- A
pro-active, self-starter attributes to operate both individually and as
part of a team
- Superior
presentation and excellent oral and written communication skills
