For appointment to this grade, a candidate must have:
- served for a minimum period of twelve
(12) years in the field of Civil Registration, three (3) of which should
have been at the grade of Chief Civil Registration officer, Job
- Group ‘M’ or above in the Public
Service;
- a Bachelor’s degree in any Social
Science from a recognized university;
- attended a Senior Management Course
lasting not less than four (4) weeks in a recognized institution.
- proven administrative and managerial
ability to organize and control Civil Registration services at all levels;
and
- thorough knowledge of Births and
Deaths At and allied legislations, coupled with wide experience in
administration of Civil Registration;
Duties and
Responsibilities
An officer at this level may be deployed to supervise operations at the Headquarters or in the field to head a busy county or co ordinate operations within a given administrative unit.
Specific duties and responsibilities include:
- developing strategies to address
emerging issues related to Civil Registration function in collaboration with
the stakeholders;
- processing of statistical data and
ensuring good customer care standards; and
- designing, training and developing
programmes for staff in the department.

For appointment to this grade, a candidate must have:
- served for a minimum period often (10)
years in the Department of Civil Registration, three (3) of which should
have been at the grade of Senior Registration Officer
- (Civil), Job Group ‘L’ or above in the
Public Service;
- a Bachelor’s degree in any Social
Science from a recognized university;
- attended a Senior Management Course
lasting not less than four (4) weeks in a recognized institution; and
- demonstrated a high degree of
professional competence, administrative capabilities, professional
capabilities and initiative in the general organization and management as
reflected in work performance and results.
Duties and
Responsibilities
An officer at this level may be deployed in the department headquarters to handle administrative matters emanating from the field.
The officer may also be deployed to head a County/District
Registration Office to implement the Civil Registration function.
Specific duties and responsibilities at this level include:
- monitoring and evaluating employee
performance;
- preparing detailed statistical tables
from registered data, records preservation and their security in the
field.
