Target of Opportunity Grants (TOO) Mid- term Evaluator:
KCSSP under the grant agreement with USAID, created a flexible grant mechanism available to peace and development actors, referred to as the Targets of Opportunity Fund (TOO).
TOO grants are designed in a flexible manner to enable CSOs respond to unforeseen or emerging situations of conflict and windows of opportunity in the reform environment effectively and in the shortest time possible with implementation of the activities expected to kick off within 48 hours of the grant’s approval.
In addition, the TOO fund supports interventions across the peacebuilding and conflict management and democracy and governance components of KCSSP.
While, the nature of support Is short-term, in cases where potential grantees do not possess the requisite technical capacity to manage the grants, Pact provides an in-kind grant. Requests are awarded according to the scale of the crisis and/or availability of resources.
The funding ceiling on awarded to a TOO grant is USD 20,000. In this regard, Pact is calling for Evaluation proposals from qualified individuals and consulting firms to conduct a mid-term evaluation and report on the TOO grants that were issued between January 2011 — March 2012.

(Taita/Taveta, Kwale, Kilifi, Mombasa and Lamu) through the SAFE-Coast project that aims at promoting peaceful and active citizen participation in civic and electoral process.
