The Independent Electoral and Boundaries Commission (IEBC) is established under article 88 of the Constitution of Kenya with the mandate of conducting or supervising referenda and elections to any elective body or office established by this Constitution, and any other elections as prescribed by an act of Parliament.

Other duties include delimitation of electoral units, registration of voters, regulation of political parties, voter education, settling of electoral disputes and modernization and reforming of electoral processes and systems.

IEBC ensures that elections are credible, transparent, free and fair. It is committed to upholding national values and principles of good governance and democracy.

The Commission adheres to principles of the law on public services especially on leadership and integrity.

The IEBC invites applications for the following positions;

Information Systems Auditor


Duties and Responsibilities

  • Prepare information systems audit plans and conduct entry meeting with various departments
  • Access effectiveness of controls of the Commissions financial and operational applications
  • Review Commission’s processes, analyses compliance details and prepare reports to management and process owners timely
  • Ensure there are no cases of unnecessary spending, fraud or non-compliance with electoral laws and regulations, and documentation of any non-compliance
  • Review allocation of accounting work in order to ensure segregation of duties is enhanced in the Commission
  • Review and advice on the security and integrity of Commission’s Databases
  • Provide third party assurance and other opinion services
  • Pre and post – implementation assurance for projects, works and services
  • Review and monitor IT security
Qualifications
  • BA or BSc in Accounting or Management information systems or business related field.
  • Be a Certified Information Systems Auditor (CISA)
  • Member of the institute of Certified Public Accountants of Kenya (ICPAK), or Institute of Internal Auditors (IIA).
  • Demonstrate working knowledge of information technology general controls concepts in the areas of systems development (including design, implementation and/or assessment towards solutions), change management, computer operations and access to programs and data.
  • Demonstrate working knowledge of information technology- related project management risk assessments, project plans, budgets and deliverables schedules
  • Six years experience in a related field with a reputable institution
Operations Systems Auditor

Duties and Responsibilities
  • Assist the Manager, Internal Audit in supervising the Internal Audit function of the Commission
  • Lead, coach and mentor audit staff to increase their level of proficiency in internal auditing and coordinate the activities of others outside the department who are assisting on the audit projects
  • Assist in critical project management including the planning, scheduling, coordinating and reporting of the audit work
  • Performing audit work countrywide in compliance with internal audit policies
  • Assist the audit team in determining scope and areas to be reviewed and modify as necessary to focus on the most significant areas
  • Help coordinate team efforts to complete audit jobs on schedule or notify manager of any delays as soon as they are identified
  • Ensure audit works and findings are adequately documented
  • Acquire an understanding of corporate policies and procedures and the functional business disciplines being reviewed to ensure that audit procedures are appropriate, timely and effective
  • Be knowledgeable of and able to articulate audit department policies
  • Actively involve the auditees in the audit process. Listen to and address the auditee’s
  • concerns/feedback i.e. “Putting yourself in the auditee’s shoes” and consider the personal and business aspects of auditee’s concerns
  • Display skills in the use of auditing procedures and control techniques to meet audit objectives.
  • Identify all significant control weaknesses and appropriately communicate in writing these weaknesses to the auditee as soon as possible
  • Make suggestions for improvements to audit processes and systems to help maintain a stateof-the- art audit function
Qualifications
  • Must have a BA/BSc/BCOM in Accounting or Finance
  • CPA (K) and a member of the Institute of Certified Public Accountants of Kenya (ICPAK) or Institute of Internal Auditors (IIA)
  • Six years experience in operations systems and financial auditing
  • Knowledge of audit practices and procedures
  • Must be able to effectively handle multiple situations simultaneously and have the ability to work both independently and as part of a team.
  • Must reflect the Commission values and demonstrate high ethical standards
  • Must have strong communication skills – written and verbal
  • A Masters degree in a related field is an added advantage
Compliance Risk Officer

Duties and Responsibilities
  • As the compliance Risk Officer one is responsible for providing leadership and oversight to design, implement and operate an effective compliance program
  • Establish compliance program standards and ensure that such standards are implemented within the regions to reasonably prevent and detect violations of law
  • He or she will facilitate an organizational culture throughout the Commission which reflects a commitment to compliance with the law
  • Report the results of compliance efforts of all departments and shall serve as the primary source on compliance issues to the Commission
  • Serve as a resource to management-level compliance committees established by the Commission.
  • Develop checklist for existing and foreseen risks associated with electoral process and mitigation measures to ensure compliance
Qualifications
  • Bachelors Degree in Law, Business Administration, Public administration or political science
  • Three years’ experience in a busy institution preferably in the field of enforcing compliance
  • Ability to work under minimum supervision and meet deadlines
  • Demonstrate working knowledge of information technology general controls in the area of system development, change management, computer operations
Operations Risk Officer

Duties and Responsibilities
  • Shape Operations and Risk functions of the Commission from a regulatory perspective.
  • Assist the Risk Manager in the risks and compliance function of the Commission
  • Ensure adherence to operations requirement including all policies, procedures, standards and
  • systems
  • Evaluate operational procedures and process to determine the level of risk and compliance and recommend corrective and mitigation measures
  • Develop and ensure effective implementation of risk management policy frame work of the Commission
  • Primary contact with the Commission’s Operational Risk team with respect to the requirements
  • Performing analysis and reporting on information to support the risk management initiatives
  • Coordinate risk identification, assessment and recommend mitigation measures
  • Periodically update the Commission’s risk register and framework
Qualifications
  • A Bachelors degree in accounting or Business Administration or any other related field
  • Three years experience in a busy organization which must be in the areas of risk management
  • Ability to work under minimum supervision
  • Masters degree in the relevant field would be an added advantage
Secretary

Duties and Responsibilities
  • Office management and managing directorate’s appointments
  • Typing from drafts, manuscripts or recording from any dictation machines
  • Processing data and operating office machines
  • Attending to visitors/clients, handling telephone calls and inquiries
  • Ensuring security of office records, equipment and documents, including classified materials and preparing responses to simple routine correspondence
  • Filing and proper documentation and storage of office work and documents
Qualifications and Experience
  • Diploma/Higher Diploma in Secretarial Studies from the Kenya National Examination Council or equivalent qualifications from a recognized institution;
  • Certificate in Computer Applications (Microsoft office operations and Internet) from a recognized institution
  • Three years experience in a busy office
