NGO Job Vacancies - CARE (6 Positions)

CARE International is an international NGO working in Somalia. 

CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement.

We invite applications from experienced and talented individuals to fill the following positions.

1) Protection Advisor 

REF-HR/EX/00158

Based in Garowe – Puntland

The Protection Advisor will be responsible for leading CARE’s protection work in Somalia and for integrating protection strategies across our program activities.
 

S/he will monitor the human rights situation of the conflict affected population, and support the development of innovative community based protection mechanisms and activities that support the rights of IDPs and other vulnerable groups, with an emphasis on women and children.

Specific responsibilities:
 Research, strategy development and learning, managing staff, monitoring, reporting, networking and advocacy, mainstreaming protection issues, IHL and Do-no-Harm throughout CARE programming, training, capacity development.

Requirements:
 Masters degree in social sciences or relevant field with minimum five (5) years professional experience, at least 3 years field experience with refugees or IDPs, and 2 years protection experience in a complex humanitarian emergency or post-conflict environment. 

Somali language skills are highly desirable.

2) Partnership Advisor

Based in Hargeisa – Somaliland

The partnership advisor will be responsible for maintaining relations with CARE’s local partners in Somalia, support partner capacity building and learning. The position will oversee the development of capacity building plans and training for local partners.
 

In addition s/he manages a team of Subgrant officers, who oversee implementation of sub-grants in line with CARE policy and good practice.

Specific responsibilities:
 Coordinating long term relationship management with strategic partners, capacity assessment and training of partners, auditing, evaluation and monitoring of sub-grantees performance, communication and networking, team management.

Requirements:
 Master degree in either of the following; Business Administration, Economics, Accounting, Management, and/or Social, Development Sciences, 5-7 years experience in public/NGO sector working with partner organizations. Familiar with donor funding, rules & regulations, contract management, technical and managerial skills. 

Sound judgment and ability to work effectively with others at all levels, firm belief in teamwork, partnership, gender equality, participatory approaches and sustainable development. Somali language skills are highly desirable.

3) Senior Monitoring and Evaluation Officer

Based in Nairobi with 50% travel to Somalia

The Senior M&E Officer is responsible for the development and management of CARE Somalia’s monitoring and evaluation systems, conducting regular trainings for staff and to support the Program quality unit in developing and maintaining an effective Impact Measurement and Knowledge Management system.

Specific responsibilities:
 Ensure that each project or initiative has a monitoring framework with the relevant tools in place that allow the measuring of output and outcome, provide information products to senior management that are based on project monitoring frameworks,
support donor reporting

Requirements:
 Diploma in Communications, Administration or other relevant studies, experience in M&E, including training staff, competent on Microsoft word, power point and Excel programs, at least 2 years working on program monitoring and evaluation, including at the field level.

4) Nutrition Advisor

Based in Nairobi with 50% travel to Somalia

The nutrition advisor will ensure the delivery of high quality emergency nutrition support for drought displaced populations in Somalia. The Nutrition Advisor will work closely with CARE emergency response teams and local implementing partners for this emergency nutritional
response.

Specifics responsibilities:
 Assessment of nutrition needs and capacities in target areas, program design, response Management and Implementation, information and co-ordination, technical support and training, reporting and monitoring,

Requirements:
 Post graduate qualification (MPH, MSc) in public health/ nutrition or related field including first-hand experience implementing CMAM. Familiarity with Sphere standards and Situation Analysis using the Integrated Food Security Phase Classification, experience in nutrition surveys. At least 5 years experience in managing or advising nutrition programs.

5) Team Leader - WASH

Based in Garowe – Puntland

The Teamleader WASH will manage a large EC funded project for sustainable water and sanitation development in Puntla
nd, that works in partnership with 4 local NGOs, Ministry of Health and the Water department (PSAWEYN). 

The project aims to improve access to water and sanitation facilities through PPP and other sustainable approaches, working closely with government and private sector. In addition the project supports the Puntland Government to strengthen their capacity to support the water sector in Puntland.

Specific responsibilities:
 Program Management, financial management, technical support to partners, networking, staff management, learning and representation

Requirements:
 A degree in civil/water engineering/Public health/environmental health or any related field with significant relevant experience, experience in policy development and capacity building work with government and other actors at different levels. 

At least 5 years experience working in conflict/post conflict context, 3 years experience in project management, demonstrated experience in project assessments, problem analysis and project design.

6) Program Manager

Based in Nairobi with 50% travel to Somalia

Reporting to the Emergency Director, the Program Manager is responsible to ensure the development and high quality implementation of the emergency response of CARE Somalia.
 

The program focus will be on WASH and Food Security targeted to IDPs, and work through
local partners.
 

Specific responsibilities:
 Program Development, financial management, Human Resources, learning and representation 

Requirements:
 Degree in social science or other relevant studies. Experience in management of humanitarian programs. At least 5 years working experience on emergency response, including at the field level. Technical and managerial experience in program design, implementation and monitoring of humanitarian assistance programs.

Experience of developing and managing multi-skilled and multicultural teams in fast-moving settings. A good technical understanding of at least two relevant emergency sectors – WASH, protection, health and livelihoods. Experience of working in partnership with local NGO partners.
 

Somali language skills are highly desirable.
