Job Title: Human Resources Officer
Post Grade: National Officer (NOA) – One year renewable
Accountabilities:
Under the overall supervision of the Head of Human Resources Unit, the position will be responsible for the following duties:
- Assist
managers to interpret and apply human resources policies, rules and
regulations as well as standards and techniques
- Analyse,
evaluate and take action on requests from managers/staff, taking into
account needs, policies and practices of the Programme
- Take
a leading role in recruitment of professional
and general service staff while ensuring consistency of application in the
recruitment policies from vacancy announcements, testing, interviewing,
contracting and reporting, while collaborating within the UN inter agency
group to ensure consistency of application in the recruitment and
administration of local staff
- Determine,
administer and provide advice on salary, benefits and entitlements on the
basis of contractual status and the HR policies
- Advise
managers on extensions, establishment and abolition of positions; monitor
the appropriate use of various types of contracts
- Provide
advice to the managers on organisation planning, job design and
utilisation of staff resources
- Prepare
classification analysis of jobs and provide guidance to managers on the
application of classification policies and procedures
- Monitor
the work of HR Assistants in carrying out administrative transactions
including preparation of personnel actions, maintenance of staffing tables
and processing of contracts
- Provide
advice to staff and managers with respect to performance management issues
- Assess
training needs of WFP staff and organise appropriate training in
collaboration with other offices; allocate and monitor training funds
- Provide
advice on the design and use of HR information systems, ensure that data
in the corporate system is correct and updated in a timely manner, prepare
corporate statistics and staffing analysis and trends
- Coordinate
with specialised units at Headquarters the provision of other human
resource management services
- Participate
in inter-agency and other human resources related meetings
- Supervise
staff; Perform other related duties, as required.
Qualifications and Experience:
Education:
Education:
- University
degree in one or more of the following: Human Resource Management,
Business or Public Administration, Industrial Psychology or related.
- Relevant
Advanced University Degree highly desirable.
- Knowledge
of UN HR policies and rules is also desirable.
Experience:
- At
least five years’ postgraduate progressively responsible professional
experience in HR development, administration or management.
- Successful
completion of work in one specialised HR area or demonstrated leadership
of a HR programme.
Knowledge: Training
and experience utilising computers, including word processing and spreadsheets
and HR software packages.

Results expected:
- Provide
well prepared, analytical work in HR, application of HR rules and
specialised expertise in making determinations on staff entitlements and
technical recommendations on recruitment and selection and classification
of posts.
- Formulation
of effective human resources operations where methodology is established
or human resources problems have precedents.
