GOAL is seeking a consultancy for evaluation of its child protection and education sectors.

Background:

GOAL is an international non-governmental, relief and development organisation.

GOAL began its operations in Kenya in 1983. GOAL’s current programmes include a multi-sectoral Programme of Support for Children and Youth in Difficult Circumstances in Nairobi’s informal settlements.

Education:

GOAL’s education sector addresses gaps in access to and quality education in Mukuru, Korogocho and Dandora slums by building the capacity of schools to address the needs of vulnerable children and youth and improving the learning environment.

GOAL also supports out-of-school children and youth to promote matriculation and retention into formal schools. Adult education and parents livelihoods training to increase the demand and support for education in target communities is also implemented.

Child Protection:

GOAL’s child protection programming aims to put in place appropriate interventions to empower children and the community on issues of child rights.

The overall objective is to contribute towards improved child protection services in Kenya.

This is to be achieved through promotion of activities geared towards effective provision of child protection; rehabilitation and reintegration services for child abuse survivors and vulnerable children; scaling up of child protection operations through enhanced partnership, networking and collaboration with local organisations; and to enhance the quality of interventions through mainstreaming of child protection.

Purpose of the Evaluation:

GOAL intends to conduct a comprehensive evaluation of the two sectors to assess the following:

  1. Effectiveness of the programme in meeting its stated objectives and outcomes.
  2. Identify the strengths of the programme and define areas for improvement,
  3. Provide a basis for accountability to beneficiaries, partners, donors and the general public.
Timeframe: This evaluation should be completed within approximately 5 weeks. Start on 24 November 2011 and a final report submitted by 9 January 2012.

Scope of Work:
The evaluation seeks to measure the outcomes of interventions undertaken in the current phase of GOAL Kenya’s Programme of Support for Children and Youth in Difficult Circumstances (2007-2011).
