The Commission on Revenue Allocation (CRA) is an independent
commission set up under Article 215 of the Constitution of Kenya.
Its core mandate is to recommend the basis for equitable sharing of revenues raised nationally between the National and the County Governments; and sharing of revenue among the County Governments.
The Commission seeks to recruit qualified and competent staff to fill the following vacant positions.
The incumbents will report directly to the Commission Secretary.
1. Director, Revenue AllocationIts core mandate is to recommend the basis for equitable sharing of revenues raised nationally between the National and the County Governments; and sharing of revenue among the County Governments.

Key Responsibilities:
- The development
and continuous validation of the criteria for revenue sharing;
- Generating
processes for alignment of fiscal and financing policies between the
national and county governments;
- Undertaking
timely financial and macro-economic analysis of the impact of various
revenue allocation modules to the quality and efficiency of delivery of
basic services to the targeted communities;
- Developing a
system for monitoring the compliance of county governments operations to
public finance principles and regulations;
- Identifying
revenue enhancing measures and opportunities at both national and county
government levels; and
- Ensuring the
maximization of fiscal capacity and efficiency of County Governments.
Minimum Qualifications and Experience:
- Masters degree
in finance, accounting or economics or the equivalent qualifications, with
relevant experience of over five (5) years;
- Knowledge of
financial analysis, public finance management principles and processes;
- Relevant
Professional qualification;
- Demonstrated
successes in the fields of financial analysis, project formulation,
planning, monitoring and evaluation; and
- Practical
knowledge in the field of project monitoring and evaluation techniques
will be an added advantage.
2. Director, Research and Policy
Key Responsibilities:

- Developing,
validating and updating the Commission’s research policy and strategy;
- Spearheading and
coordinating the Commission’s research assignments;
- Collecting and
analyzing macro-economic, socioeconomic and fiscal data.
- Identifying
individuals and institutions to partner with CRA in generating objective
evidence for policy formulation;
- Developing a
quantitative modeling approach to inform recommendations on the vertical
and horizontal revenue allocations and;
- Undertaking relevant analyses of critical fiscal, socioeconomic, cultural and development policies.
Minimum Qualifications and Experience:
- Masters degree
or its equivalent in a relevant discipline;
- Strong
credentials on undertaking and managing research assignments for over five
(5) years;
- A PhD in a
relevant discipline will be an added advantage; and
- Thorough
understanding of socio-economic and cultural research involving diverse
survey methodologies.
3. Director, Corporate Services
Key Responsibilities:

- Oversee the
human capital function, ensuring the provision of advice on human capital
matters to the Commission;
- The periodical
review of human capital development strategies; policies and procedures;
- Manage all
procurement activities in accordance with Public Procurement Statutory
Framework;
- Develop and
implement the Commission’s finance policies and oversee the finance
function, ensuring proper administration of the Commission’s financial
affairs;
- Preparing and
monitoring the Commission’s budget;
- Ensuring timely
preparation and submission of Commission financial reports; and
- Developing and
implementation of the Commission’s Computerization strategy and policies.
Minimum Qualifications and Experience
- Masters degree
or its equivalent in a relevant discipline.
- Demonstrated
credentials in public administration/management and information management
systems delivery for over (5) years.
- A recognized
accountancy professional qualification.
- Membership of
good standing in a relevant professional body.
- Thorough grasp
of current approaches to public finance, Human Resources Management,
strategic planning and result based performance assessment.
4. Director, Communications
Key Responsibilities:

- Development of
the Commission’s Communication policy strategies;
- Liaison with the
core Commission stakeholders;
- Ensuring on-time
generation of Commission reports;
- Disseminating
relevant Commission reports to stakeholders;
- Planning and
organizing stakeholder consultations strategies;
- Liaising with
the media concerning the activities and programme of activities of CRA;
and
- Managing and
updating the CRA website.
Minimum Qualifications and Experience:
- Masters degree
or its equivalent in communications studies, journalism or public
relations with five (5) years of relevant experience;
- Possession of
excellent written and oral communications and analytical skills;
- Commitment to
national values and sensitivity to cultural and gender issues;
- Demonstrated
self-authored or produced report(s) or publications.
5. Senior Legal Officer
Key Responsibilities:

- Reviewing the
Constitutional legal framework regarding revenue sharing functionality;
- Organizing and
coordinating the review of the Constitutional Legal Framework including
legislation, rules, regulations and guidelines and proposing amendments
where need arises;
- Organizing and
coordinating the review of relevant aspects of cross-sectoral and regional
laws affecting the revenue allocation and propose amendments;
- Conducting
surveys and collecting data and information to support the amendment of
revenue allocation regulations in addition to coordinating stakeholder
workshops and exposure sessions;
- Engage with
relevant internal and external stakeholders to ensure the timely
development and where necessary enactment of transparent and efficient
laws, rules and regulations;
- Represent the
Commission in all consultations pertaining to the enactment of laws
touching on the Commission’s mandate; and
- Develop, review
and ensure continued compliance with transparent, clear and concise
guidelines and procedures to guide timely development and implementation
of the requisite legal reforms.
Minimum Qualifications and experience:
- Undergraduate
degree in Law (LLB);
- Masters Degree in
Law.
- Advocate of the
High Court of Kenya with a current practicing certificate
- Other relevant
professional qualifications will be an added advantage.
- Prior experience
with legislative drafting and legal research for purposes of legislation
or regulation.
- At least 3 years
experience in dealing with the Constitutional Legal Framework.
- A high level of
attention to detail.
