Preamble

The Moi Teaching and Referral Hospital is located in Eldoret 350 Kilometers North West of Nairobi.

The Hospital has grown to become a major centre of Excellence for Specialized Medical Care, Training and Research both Regionally and Internationally.

The Hospital intends to recruit highly qualified personnel to fill the following vacant positions.

1. Supplies & Procurement Manager

 M4

The procurement manager will be reporting to the Deputy Director Finance and Administration, and will develop and implement procurement operational systems for effective functioning of the Hospital and provide overall leadership in the supplies & procurement function of the hospital.

Responsibilities
  • Develop, establish and implement standard procurement operational systems as per the Hospitals policies and standards.
  • Regular review and update of procurement system for optimal functioning of the procurement section.
  • Ensure timely procurement and provide regular updates to users on the status of their requests.
  • Coordinate with Departmental Heads in the procurement projections for smooth running of preferred vendors.
  • Periodically review the list of common goods and services and maintain/update list of preferred vendors.
  • Lead in the evaluation, appraisal and selection of supplies/vendors,
  • In collaboration with Finance/contracts offices, negotiate and maintain contracts with regular suppliers,
  • Formulating and evaluating of procurement strategies,
  • Provide effective leadership, guidance and expertise in all aspects of procurement,
  • Ensure that procurement regulations are observed throughout the organization.
Qualifications
  • Bachelor’s Degree in Procurement (supply chain management/purchasing and supplies management), Business, Commerce, Economics or its equivalent from a recognized institution and a post graduate Diploma in Procurement;
  • Possession of Masters Degree from a relevant field will be an added advantage;
  • Minimum of five (5) years experience in a similar position;
  • Excellent communication and negotiation skills;
  • Proficiency in both written and spoken English;
  • Computer literate with hands on experience;
  • Experience in E-procurement will be added advantage;
  • Must be a strategic thinker with an eye for detail; and
  • Membership to the Chartered Institute of Procurement and Supplies (CIPS) and the Kenya Institute of Supplies Management (KISM) is mandatory for this position.

2. Deputy Supplies & Procurement Manager

The Deputy Supplies & Procurement Manager will be reporting to the Supplies & Procurement Manager and shall be responsible for the Tender Secretariat and other duties as specified by the Management.

Responsibilities
  • Prepare tender documents in liaison with the user departments and participate in the evaluation of tenders, proposals, quotations, etc,
  • Issue procurement and disposal documents to candidates (supplies), in accordance with the Act and Regulations and co-ordinate the receiving and opening of Tenders/pre-qualifications, RFP, Quotations
  • Maintain and update annually standing list of pre-qualified suppliers,
  • Offer advisory services to user departments for effective and efficient implementation of the procurement plans,
  • Maintain proper procurement records to ensure adequate audit trail, prepare reports (purchase Returns) i.e. for submission to the PPOA,
  • Raise LPOs, conduct periodic and annual stock taking.
Qualifications
  • Bachelors Degree in Procurement (supply chain management/ procurement & supplies), Business, Commerce, Economics or its equivalent from the recognized institution and Professional qualification(s) in purchasing and supplies;
  • Proficiency in Ms-office applications;
  • Good analytical, communication and negotiation skills;
  • Must be a person of high integrity and a team player; and
  • Membership to the Chartered Institute of Procurement and Supplies (CIPS) and the Kenya Institute of Supplies Management (KISM) is mandatory for this position.

3. Chief Security Officer

This position requires a mature person of strong personality and able to work under pressure. The officer will report to the Director.

The officer will be responsible for the formulation, coordination, and implementation of an effective security surveillance networks to ensure safety and security of the Hospital and all its clients.

Responsibilities
  • Overseeing a reporting procedure that tracks security incidents for improving prevention mechanisms,
  • Liaising with other operational areas within the Hospital to ensure there is harmony and consistency in security requirements,
  • Assessing and investigating all forms of threats that might lead to breach of security and safety and responding to situations with mitigating measures,
  • Establish and implement strategies to prevent entry of unauthorized persons, cars and goods and strictly carry out security checks,
  • Maintain records of Acts of unlawful interference or crime for possible prosecution or other reference,
  • Maintain regular contacts with state security agencies for information,
  • Providing regular briefs to company authorities and employees on security matters,
  • Effective contract management of service level agreement with contracted security firms and other services.
Qualifications
  • Bachelor’s Degree from a recognized University or its equivalent;
  • Served as Chief Inspector of Police or its equivalent for a minimum period of three (3) years;
  • Experience in managing security details in a similar institution;
  • Be Computer literate with hands on experience.

4. Deputy Chief Security Officer

The officer will report to the Chief Security Officer and the primary role is to ensure that there are effective and efficient security systems to safeguard Hospital assets and resources including human resources, physical infrastructure, storage /warehousing facilities, motor vehicles, plant, offices and office equipment among others.

Responsibilities
  • Developing and implementing the Hospitals security policies and programmes,
  • Ensure that there are effective and efficient security systems to safeguard Hospital assets and resources including human resources, physical infrastructure, storage /warehousing facilities, motor vehicles, plant, offices and office equipment, staff houses, installations, materials and equipments from sabotage, destruction or other harmful effects,
  • Ensuring the security of the residents, clients and employees of the Hospital.
  • Investigating any security irregularities/lapses within the Hospital and taking the appropriate measure,
  • Collecting and collating intelligent information on current trends of crime and related matters that may affect the smooth running of the Hospital and recommend appropriate measures.
Qualifications
  • KCSE C (plain) or its equivalent; and
  • Served in the police/ Armed Forces for a minimum period of three (3) years and worked in a similar institution.

  • Possession of current certificate of good conduct from Criminal Investigation Department.

5. Information Communication & Technology Manager

Reporting to the Deputy Director Finance & Administration, the ICT Manager shall provide leadership to the ICT team, develop and implement the Hospital ICT policy and procedures.

Responsibilities
  • Manage the Local Area Network (LAN) and set up database for centralized operations,
  • Oversee electronic file/ records management,
  • Design, develop and update VDS website, install & configure operating systems,
  • Manage systems software, hardware and provide technical support to users,
  • Be in charge of ICT in the Hospital, coordinating, monitoring and evaluating, ICT needs of the Hospital,
  • Implement systems of realizing vision 2030 and the Medium Term Plan,
  • Analyze Hospital needs and make recommendations for improvements and enhancement,
  • Provide on-site coordination and support for subcontractors.
  • Troubleshoot hardware and software conflicts and problems.
  • Arrange for and coordinate all necessary maintenance services to all systems.
  • Plan and implement required configuration changes to local and wide area networks.
  • Installing and configuring servers and application software.
  • Monitoring and maintaining of LAN/WAN, Cisco switches and internet fireworks.
  • Backing up and restoring systems and user files.
Qualifications
  • Bachelors degree in an ICT related field (computer science, computer technology or Information Technology, mathematics with programming bias) from a recognized institution,
  • Possession of a Masters degree in a relevant field will be an added advantage,
  • Served in ICT Management for a minimum period of three (3) years relevant work experience in,
  • ICT professional certification;
  • Skills in ICT networks(LAN/WAN), knowledge of content management systems working knowledge of all windows platforms for both PCs and Laptops,
  • Experience in utilizing database platforms including open-source,
  • Experience implementing databases, stored procedures, partitioning, and data rollups,
  • Experience with database security, maintenance disaster recovery, migration and replication,
  • Experience building dynamic, consumer sites in HTML, CSS, and Javascript.

6. Deputy Information Communication & Technology Manager

 M5

Reporting to the Information Communication & Technology Manager, the incumbent shall assist with the maintenance of the Hospital computer network system involving Installation, configuration, administration, trouble shooting and support of the hardware/software applications.

Responsibilities:
  • Assist in Development of ICT plans, strategies, and policies to guide replacement of existing hardware/software applications and introduction of new technology,
  • Ensure a secure system is in place by assisting with regular anti-virus and MS Windows security update,
  • Perform regular data backup,
  • Be a point of contact to issues relating to information technology for departments in the Hospital,
  • Provide database maintenance support, assisting with report design and production of monthly reports,
  • Administration of user access to the network,
  • Assist with annual ICT reports,
  • Adhere to the Hospital quality assurance system and contribute to continuous improvement.
Qualifications
  • Be a holder of a Bachelors degree in ICT, IT, or Computer Science;
  • Served as ICT officer for a minimum period of three (3) years; and
  • Posses at least MCSE and CCNP.
