WRMA Strategic Environmental Assessment for the National Water Master Plan 2030 Study

Water Resources Management Authority (WRMA) is in the process of developing The National Water Master Plan
2030 with JICA assistance.
WRMA therefore, requires to contract services for the development of Strategic Environmental Assessment and is now
seeking Expression of Interest from suitably qualified firms to undertake the project that will cover all the six catchment areas of Kenya.
The work is expected to take four months and the selected firm will be expected to provide updates to WRMA as per
the reporting schedules to be provided.
Qualification and Expertise
The selection method employed will be based on qualifications and experience in undertaking similar assignments.
The desirable characteristics of the team are as follows;
Each proposed team should have:
The team leader must have
·         a degree in environmental studies from a recognized University
·         proven experience in the development of Strategic Environmental Assessment.
·         Should be a registered lead SEA consultant by NEMA
·         experience in working with water sector studies (Master Plan, Feasibility Study) with at least 10 years’ and;
·         must demonstrate the knowledge of water and environment regulatory tools.
The firm must have previous experience in conducting at least two similar assessments in the last 5 years.
The selection of firms for shortlisting will be based on the following criteria
1.    Experience and team composition of the bid ( Experience of the team leader and competence of staff)
2.    Similar assignments in the last five years (at least two such assignments). Evidence having conducted a similar exercise will be required.
3.    Methodology to conduct the exercise
4.    Firms registration status and financial returns for the last three years
5.    Availability to undertake the consultancy once selected.
Firms with the above qualifications and are interested in participating in the tender are requested to submit their EOI
by putting their responses in sealed envelopes labelled “Expression of Interest for Strategic Environmental
Assessment for WRMA” and placed in the marked tender box outside WRMA offices, NHIF Building, Wing B, 10th
floor on/before close of business 4th May 2011.
