Our client, African Economic Research Consortium (AERC) is a not for profit Pan-African institution, dedicated for the last 20 years to enabling advancement of economic policy research and training in Africa.

The Consortium’s mandate and strategic intent is built on the basis that sustained development in sub- Saharan Africa requires well-trained professional economists.

In collaboration with World Food Programme (WFP), AERC will be running a project on Purchase for Progress (P4P) to establish and manage a data analysis hub across 21 country offices. This will package and disseminate lessons and best practices from WFP procurement of food from local and regional sources.

Project Manager

Reporting to the Director of Training, you will be responsible for the day to day management of the Project activities and quality assurance of all project outputs.

Specifically, you will:

  • Ensure strategies and budgets of the project are implemented and progress regularly reported
  • Link with other stakeholders such as universities to provide training and technical backstopping in agricultural market data analysis and management to build technical competence of project implementing partners
  • In consultation with Monitoring and Evaluation (M&E) Specialist and Regional Coordinators, develop and execute project work plans and revise as appropriate
  • Design the project performance monitoring mechanisms
  • Represent the Project in various conferences, seminars and other fora
  • Coordinate and ensure peer validation of survey results through peer review workshops
  • Manage, supervise, appraise and provide guidance to project staff on project matters.
The successful candidate must meet the following minimum requirements.
  • A PhD degree in Agricultural Economics with vast knowledge of agricultural markets, food security information
  • Advanced knowledge of various econometric approaches used in the analysis of global agricultural market trends
  • 5 years’ experience in project management, preferably in a multicultural environment
  • Experience in managing geographically dispersed teams of researchers
  • In addition to English, competency in French and/or Spanish languages is an added advantage.
Monitoring and Evaluation Specialist

Reporting to the Project Manager, you will work closely with the Project Manager and relevant Regional Coordinators on all matters of data collection, analysis, reporting and quality assurance.

Specifically, you will:
  • Supervise cleaning and analysis of data by Hub analysts
  • Ensure timely preparation and validation of country reports
  • Conduct periodic technical support visits to the pilot countries
  • Coordinate activities of Regional Project Coordinators
  • Coordinate with Information Technology (IT) specialist for the design of a web based data system that facilitates up-load, storage and down load of the data
  • In consultation with the Project Manager, Data Analysts, and others as appropriate, identify key implementation issues for follow-up
  • Assist the Project Manager in preparing periodic progress reports.
The successful candidate must have the following minimum requirements.
  • Masters of Science degree in Agricultural and Applied Economics or related discipline
  • 3 years’ experience in M&E, ideally covering food security and smallholder farmer issues
  • Ability to frequently and in different styles translate and communicate research findings to programme managers, donors and other stakeholders
  • In addition to English, competency in French and Spanish languages is an added advantage.
Research Data Analysts
(4 positions)

You will report to the M&E Specialist and conduct data analyses and in consultation with the Project Manager, M&E Specialist, other staff and stakeholders to prepare country and other reports.

Your key tasks will be to:
  • Ensure the quality and integrity of country level survey data
  • Manage, analyse and interpret country level survey data
  • Prepare presentations and draft reports from the summarised data
  • Act as a contact person between M&E, and data entry and cleaning experts in order to support technical improvements in data collection and management
  • Assist in training of enumerators to elicit accurate and reliable data
  • Assist the IT Specialist in the maintenance of the database and protect its security.
To be considered for this position, you must meet the following minimum requirements
  • Master of Science degree in Agricultural and Applied Economics; Statistics or related discipline, including statistical analysis, computer programming, and/or econometrics.
  • At least 3 years’ relevant experience preferably with food security issues
  • Experience in using time series and panel quantitative datasets
  • Excellent data analysis skills and familiarity with statistical methods and standard econometric software packages, especially SPSS, STATA and Excel
  • Ability to interpret and present statistical information in user-friendly formats such as PowerPoint and MS Excel charts.
