Vision Sector Director (Business Process Outsourcing)

Key Responsibilities

The Vision Sector Director (VSD) will report to both the Permanent Secretary in this Ministry and the Director General of Vision Delivery Secretariat (VDS). The primary responsibility of the VSD will be to provide strategic leadership in the running of the Secretariat and to coordinate the implementation of Vision 2030 in the Sector.

Specific responsibilities will include:
  • Prioritizing Vision 2030 projects within the sector in consultation with the VDS.
  • Establishing Project Delivery Teams (PDTs) to implement the projects.
  • Coordinating collaborating Ministries, Departments and private sector institutions in the implementation of Vision projects through the Project Delivery Teams.
  • Ensuring that the PDTs develop project budgets and establish appropriate funding mechanisms for their projects.
  • Identifying projects to be implemented under Public Private Partnership (PPP) arrangements in the sector and ensuring that they are appropriately structured and implemented.
  • Ensuring that the Projects are launched and completed within budget and the agreed timeframes.
  • Working with PDTs and the VDS in developing clear indicators and milestones against which implementation progress will be measured.
  • Supporting PDTs in collecting and processing relevant data and sharing the results with concerned stakeholders.
  • Preparing and presenting progress reports to the Sector Delivery Steering Committee of Permanent Secretaries and VDS.
  • Acting as Secretary to the Sector Delivery Steering Committee.
Key Qualifications
  • A Masters degree in Finance, Economics, Information and Communications Technology or related field from a recognized university.
  • At least 10 years relevant professional experience, 5 of which should be at senior management level in project design and implementation in either public or private sector.
  • Strong Project management skills
  • Strong leadership, organization and coordination skills.
  • Excellent interaction and presentation skills.
  • A good understanding of the key issues and challenges facing the relevant sector.
  • Experience in implementing Public Sector projects will be an added advantage.
Terms and Conditions of Service

Successful candidates will be offered a competitive remuneration package, including house allowance and other benefits in accordance with Public Service guidelines. Employment will be on a three (3) years contract renewable once depending on performance.
