Consultant (s) for Conducting a Mid-Term Review (MTR) for the National Taxpayers Association’s Improving Government Service Delivery and Financial Accountability through Citizen Report Cards Programme
The National Taxpayers Association (NTA) wishes to recruit a consultant(s) who will be responsible for conducting a midterm review of the Improving Government Service Delivery and Financial Accountability through Citizen Report Cards programme funded by DFID through the Governance and Transparency Fund (GTE).

The mid-term review will be done based on desk study and field visits to the regions where the implementation takes place.
Under the scope of this assignment, the consultant (s) is required to:
1.    Assess the programme implementation and impact so far with a focus on demonstrating results.
2.    Provide an analysis of accountability and value for money with respect to the use of funds.
3.    Analyse the risks associated with the implementation of the programme.
4.    Draw key lessons learnt, the possibilities of replication, and comment on continuous learning processes.
5.    Advise on any needed changes to improve implementation.
The MTR, which is expected to take three weeks, should be finalized by 30tApril 2011. The consultant(s) should suggest a sound methodology proposing the number of regions to be visited and the data collection tools.
