Amkeni WaKenya – CSDG Terms of Reference for Rapportuer

Background
UNDP Kenya and Development Partners established a Civil Society Democratic Governance (CSDG) Facility, under the
UNDP Country Programme Action Plan, known as Amkeni Wakenya.
This Facility, under the Democratic Governance Unit, has an objective to support the country in its efforts to uphold democratic governance, human rights and the rule of law through enhanced empowerment of the people and strengthening of relevant governance institutions.

Amkeni provides support to civil society organizations working on the demand side of promoting democratic governance, the protection and promotion of human rights in Kenya and especially for the poor and marginalized groups in Kenya. One of the ways it does this is by funding and building capacity of Civil Society Organizations (CSOs) who meet specific qualification criteria after various Expressions of Interest/Calls for Proposals.
Overall objectives
·         To enable citizens to benefit politically, socially and economically from a more accountable, just, transparent and democratic society that upholds respect for human rights and fundamental freedoms.
·         To support civic engagement which empowers all people to influence public policies through CSOs, voluntary associations, trade unions, political parties, private sector organizations and citizens’ audits.
The Task
Amkeni WaKenya now seeks to engage the services of four Consultants to lead in the Rapporteuring of the Facility’s various 2011 activities on an “as and when needed” basis.
Scope of work and responsibilities of the Consultant
·         The consultant shall familiarize themselves with the mandate, the work and actors and their roles within Amkeni WaKenya through among other things: reading key Facility documents; meeting with Amkeni staff, donors and CSO representatives.
·         Lead and facilitate in the capturing and recording of all proceedings during the entire period of the activities called upon to rapportuer in 2011 which may include being present at the participatory discussions in the workshops, forums, seminars, etc while ensuring that discussions are captured and recorded accurately.
·         Structuring sessions with the Amkeni staff after the workshop on the finalization of the workshop/ forum report as (ii) above.
·         Generate a report based on the various activities engaged such as workshops, forums and seminars and submitted on time to Amkeni WaKenya.
·         The Assignment will at times entail travel outside Nairobi
Delivery Schedule
The Consultant shall provide the services as outlined in clauses 3 to 4 above for the period of the activity and submit a report within four (4) days after the end of the activity/ workshop or forum.
Qualifications, Skills & Experience
·         First degree in Social Sciences or equivalent qualification.
·         At least (2) years professional experience of providing Rapportuer and report writing services at National or/ and International workshops or forums.
·         Excellent report writing and presentation skills.
·         Good working knowledge and experience of democratic governance issues in Kenya
·         Proficiency in computer especially Microsoft Office suite applications.
·         Excellent time management and project management skills.
·         Ability to pay attention to detail.
·         Previous work with UNDP or any other UN Agency is an added advantage.
