Qualified candidates are invited to apply for a Consultancy position to support UN Joint Programme on Local Governance to develop a revised civic education campaign strategy 2011 for Puntland.

Purpose and Objective

The objective of this assignment is to develop a revised civic education strategy which will promote dialogue and debates, interaction, increase outreach, awareness and interactivity at all level, promote decentralised service delivery, and reach to all segments of the society including marginalized and vulnerable groups –including women and youth.

More specifically, using the current draft civic education strategy utilized by the programme and recommendations made during the civic education review workshop as the main tools for analysis, this assignment aims to:

A. Develop a civic education strategy which promotes dialogue and interaction and includes strategies to reach to all segments of the society including marginalized and vulnerable groups, women and youth.

B. Document and define the proposed roles of various stakeholders in the implementation of the civic education strategy.

C. Make recommendations on the following:
  • Strategies/guidelines to ensure the civic education sessions are participatory and interactive
  • How to increase outreach, awareness and interactivity at all levels
  • How community members –both rural and urban can be reached
  • Utilization of diverse and appropriate channels to promote community dialogue and debates
  • How to effectively combine grassroot approaches and mass media
  • How to reach all segments of the society including marginalized and vulnerable groups, women and youth
  • How to educate the citizens on the importance of decentralized service delivery
  • Appropriate resource materials to be used or made reference in promoting community dialogues
  • Approaches that work best for each of the target audience in each geographic area
  • Evaluation indicators
  • How feedback will be obtained from the various methodologies used
  • Indicators to measure the effectiveness of the civic education programme at all levels
Consultant Scope of Work

The consultant will be expected to carry out the following tasks in order to achieve the above objectives:

A. Review the current civic education draft programme to have a broader and deeper understanding of what the programme has been focusing on to avoid repetition of strategies that have not worked

B. Review the outcome evaluation report to provide basis of the strategy review and to have a broad understanding of the JPLG programme

C. Review the summarised and detailed group discussions recommendations developed during the civic education review workshop Synthesize the recommendations from the workshop review to ensure all the strategies, target audience and key stakeholders are included in the revised civic education strategy

D. Take into account the JPLG outcome review evaluation recommendation and the recommendations from the civic education review workshop ;

E. Develop a civic education strategy which:
  • Will increase outreach, awareness and interactivity at all level
  • Which will ensure community members –both rural and urban can be reached
  • Is utilizing diverse and appropriate channels to promote community dialogue and debates
  • Combining grass root approaches and mass media
  • Reach to all segments of the society including marginalized and vulnerable groups –including women and youth
  • Promote decentralized service delivery
F. Validate the civic education strategy and incorporate validation inputs

G. Pre-test and validate the slogans and come up with one final popular version-in English and Somali Language

Qualifications and experience:
  • Master’s Degree in Communications, Public Relations and Administration, Planning, Education, Sociology or related field.
  • Extensive experience in behaviour change communication, adult education in complex and conflict or post conflict settings.
  • Minimum 5’ experience
  • A sound knowledge of and sensitivity to the social-political environment in which the programme will be conducted, including the environment and its key actors;
  • Good knowledge and understanding of facilitation and training, mediation and other process skills
  • Significant professional experience in rural communities of Africa.
  • Demonstrated strong analytical, writing and problem solving skills required.
  • Experience working in Somalia an advantage or East African experience.
  • More than five years’ experience in communications/adult education, programme design
  • Production of sample work is required.
  • Willing to travel to Somalia.
  • Fluency in written and spoken English
