Kenya Vision 2030 Delivery Secretariat (VDS) is charged with spearheading the implementation of the country’s new development blueprint and strategy towards transforming Kenya into a newly industrializing ‘middle-income country providing a high quality life to all its citizens by the year 2030’.

VDS is now seeking smart, energetic, personable, warm, enthusiastic “can do” attitude and experienced staff to work with our fast-paced management team to fill the following positions.

Assistant Director - Economic Pillar

Reporting to the Director Economic Pillar on matters relating to Economic Pillar under Kenya Vision 2030.

Core duties and responsibilities
  • Support the Director, Economic Pillar, in the development and implementation of goals, objectives, and priorities for the Directorate
  • Assist the Director with the formation, management, and coordination of the Sector Delivery Secretariats and Project Delivery Teams.
  • Oversee and coordinate the implementation of projects, programmes and initiatives prescribed in the MTP to support the realization and delivery of Vision 2030
  • Manage the development and implementation of goals, objectives, and priorities for the Economic Pillar Directorate
  • Provide information, support, and advice as required by all VDS Directors as they discharge their responsibilities
  • Manage, coordinate, and supervise staff within the Economic Pillar Division assigned to you by the Director
  • Anticipate, analyse, and deal with issues arising within the assigned Division
  • Liaise, collaborate, and maintain linkages with external stakeholders
  • Ensure cross-directorate linkages and collaborations within VDS
  • Promote and uphold the image and ideals of Vision 2030 at all times
  • Ensure information pertaining to the sector is well-managed and up-to-date
  • Assist the Director with collection, collation, analysis and review of the information and data needed for the formulation, development, and monitoring of Vision 2030 project implementation
  • Undertake any other tasks and responsibilities as delegated by the Director
Job Requirements

The Job holder is required to possess a Bachelors Degree and Masters Degree in Economics, Finance, Accounting, Commerce, or equivalent from a recognized University.

The candidate must have at least 10 years relevant work experience, five of which should be at senior management level and should also be computer literate.

Assistant Director - Strategy & Marketing

Reporting to the Director of Strategy & Marketing on matters relating to strategy and marketing of Kenya Vision 2030.

Core duties and responsibilities
  • Coordination and management’s of Vision 2030 Delivery Secretariat’s functions and activities relating to strategic planning and marketing operations to support the realization and delivery of Vision 2030.
  • Review of programmes and best global practices to support successful implementation and realization of Vision 2030 blueprint.
  • Offer technical assistance to the Vision 2030 Sectors in the development and alignment of their Strategic Plans to Vision 2030 blueprint.
  • Develop a performance management system including Performance Contracting Framework for the Secretariat in line with the five (5) year Medium Term Plan (MTP)
  • Develop and implement appropriate and strategic linkages and partnerships with the stakeholders nationally and internationally to support Vision 2030.
  • Provide technical input in the review of the current MTP and the formulation of the MTP II( 2013 – 2018)
  • Design and coordinate an integrated marketing & communications strategy to sustain the Vision 2030 brand.
  • Undertake any other duties and responsibilities as may be assigned by the Director of Strategy & Marketing.
Job Requirements

The Job holder is required to possess a Bachelors Degree and Masters Degree in Economics, Business Administration, Marketing or General Management.

Further post graduate training in performance based management systems, marketing certification and experience in public and private sectors will be an added advantage.

Must have at least 10 years relevant work experience, five of which should be at senior management level, should be ICT Compliant and a people person.

Assistant Director - Social Pillar

Reporting to Director Social and Political Pillar on matters relating to Social Pillar under Kenya Vision 2030.

Core duties and responsibilities
  • Coordinate, oversee and coordinate Education and Training; Health; Environment and Mineral Resources; Housing; Gender, Children and Social Development; Youth Affairs and Sports; Labor; and Lands with respect to flagship projects, programs and initiatives.
  • Provide technical and management expertise in policy analysis to respective ministries in the Social Pillar in preparation of all projects and programs;
  • Assist Director with formation, operation, coordination and management of Sector Delivery Secretariats and Project Delivery Teams, to participate in development and implementation of flagship projects and programs.
  • Assist Director with collection, collation, analysis and review of information and data needed for formulation, development, implementation, monitoring and evaluation of flagship projects and programs within the Social Pillar.
  • Collaborate with appropriate Government Ministries, Departments and Agencies by overseeing and ensuring efficient and effective mobilization, allocation and utilization of resources earmarked for implementation and achievement of flagship projects and programs under the Social Pillar.
  • Identify and make vertical and horizontal partnerships between and within various ministries within the Social; Economic; Enablers and Macro and Political Pillars.
  • Network, partner and liaise with the Pillars’ stakeholders (private sector, NGOs, Civil Society Organizations and development partners) for the purpose of development and implementation of flagship projects, programs and initiatives.
  • Coordinate and supervise staff to ensure that functions and activities assigned to the Pillar are performed efficiently and effectively to support the development and implementation of flagship projects and programs.
  • Prepare and submit to Finance and Administration Directorate, through Director, the Pillars’ performance contract, annual work plans, procurement plans and budget proposals for inclusion in Vision 2030 Delivery Secretariat master budget.
  • Coordinate all activities within the Social Pillar.
Job Requirements
  • The Job holder is required to possess a Bachelors Degree and Masters Degree in Social Sciences or a related field from a recognized university.
  • Have at least 10 years relevant professional experience, five of which should be at senior management level in project design and implementation in public and/or private sector.
  • Should have strong project management skills, strong leadership, organisation, coordination and communication skills.
  • Have excellent interaction and presentation skills, a good understanding of key issues and challenges facing social sector in Kenya.
  • He/ She should be able to initiate and adopt results based management.
  • Experience in implementing public investment projects and programs will be an added advantage.
Assistant Director - Reforms

Reporting to the Director Enablers & Macro Directorate on matters relating to reforms under Kenya Vision 2030.

Core duties and responsibilities
  • Overseeing and coordinating the implementation of flagship projects in, Land Reforms, Security reforms, Human Resource Development, Public service reforms, Science Technology and Innovations
  • Coordinating and oversee implementation of activities carried out by Sector Delivery Secretariats and Project Delivery Teams.
  • Collaborating, networking, partnering and liaising with relevant sectors’ stakeholders in implementation of the Vision 2030
  • Undertake collection, collation, analysis and review of the information and data needed for the formulation, development, and implementation and monitoring and evaluation of flagship projects.
  • Providing guidance to the Directorate on policy formulation and implementation of policies and the best practices.
  • Prepare and submit the Divisional budget proposals for inclusion in the Vision 2030 Delivery Secretariat Budget.
Job Requirements
  • The Job holder is required to possess a Bachelors Degree and Masters Degree in Strategic Planning, Political Science, Land Economics, Management, Human Resource Management, Economics, Sociology, or equivalent, from a recognized university.
  • Should be a member and hold professional qualifications of that professional body.
  • Have at least ten years experience in national development planning, five of which should be at a senior management level position in Government, Regional or International Development Organization.

They should be able to analyze, interpret and solve organizational, operational and managerial problems, have strong interpersonal relations and be able to get along with others in the organization and other sectors.

Further they should have strong oral and written communication skills and ability to develop and present concept papers, proposals, position papers as well as written reports and publications.

They should be able to prepare Work plans and set targets for staff to achieve, ensure they are actually achieved and provide feedback to staff involved.
