Human Resource Specialist Job Vacancy - African Trade Insurance Agency - ATI (US$ 60,000- 70,000 p.a)

Established by African States with the financial support from the World Bank, the African Trade Insurance Agency (ATI) is a multi-lateral developmental institution dedicated to providing insurance, co-insurance, reinsurance and other financial services to foster trade with and investments in its African Member States for the purposes of promoting trade, investment and other productive activities in Africa.

The African Trade Insurance Agency seeks to fill in the position outlined below and qualified candidates are invited to apply:

Human Resource Specialist 

Reporting to the Chief Executive Officer (CEO), the Human Resource Specialist will be the primary contact of management and will have the following duties and responsibilities:

Co-ordinate the functions of HR, and advise the management on:
  • Compensation, benefits and performance management systems;
  • All issues that affect the relationships between the organization and its employees;
  • ATI's manpower needs, including training and skills development requirements;
  • Staffing needs including over staffing and understaffing; Recruitment, including conducting interviews, and selection of applicants, as well as new employee orientation;
  • Organizational policy matters such as equal employment opportunity and sexual harassment;
  • Annual/quarterly, Staff Appraisals; Disciplinary issues;
Specific functions will be as follows:
  • To resolve conflict between staff members;
  • To maintain proper records of ATI staff personnel files, leave records, contract expiry and renewals;
  • To prepare Employment Contracts and Performance Contracts for newly recruited staff members;
  • To serve as Secretary of the Disciplinary Committee;
  • To serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems;
  • To maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates;
  • To conduct exit interviews to identify reasons for employee departures;
  • To provide terminated employees with outplacement or relocation assistance;
  • To plan, direct, supervise, and coordinate work activities of subordinates and staff;
  • To implement a results-based management system for ATI, co-ordinate the Agency's annual appraisal exercise and assist management to cascade KRAs and KPIs to the Agency's staff;
  • To ensure performing employees are retained by the Agency through developing career paths and succession plans in co-ordination with ATI's Management;
  • To provide supervisors with assistance on any non-performance issue by supervisees, including, where applicable, training identification and Performance Improvement Plan's development and implementation;
  • To prepare quarterly Board of Directors Report on HR developments;
  • To prepare HR position reports for the Board of Directors meetings, and Any other duty as requested by the Supervisor.
Key qualifications:
  • A university degree in Business Administration, Human Resources, or related area and professional qualifications in Human Resources Management;
  • A minimum of 5 years experience in Human Resources Management in an international organization;
  • Thorough understanding of best practices in Human Resources issues and policies;
  • Progressive professional experience in Human Resource Management including leadership development and coaching;
  • Excellent interpersonal skills, strong communications skills;
  • Fluency in written and spoken English; Familiarity with Human Resources rules, regulations and policies;
  • Solid computer skills, good knowledge of human resources databases;
  • Knowledge of French will be an added advantage.
Salary range: The salary range for this position is US$ 60,000- 70,000 per annum, tax free (Other benefits apply).

The salary is negotiable depending upon professional qualifications, family situation, the responsibilities of the position and the experience of the candidate
