GIZ Social Justice, Reconciliation and National Cohesion Project in collaboration with The National Cohesion and Integration Commission (NCIC) seeks to recruit a Technical Advisor to be based in Nairobi, Kenya.

Tentative start-up of work: 15th March 2011.

The project supports the implementation of Agenda Item IV of the National Accord and Reconciliation Act 2008 and aims to strengthen the role, mandate and objectives of critical stakeholders working towards enhancing national cohesion, integration and reconciliation.

Duties and Responsibilities

Under the overall supervision of the Secretary of NCIC and in close collaboration and coordination with GIZ- Social Justice Project, the incumbent will be based at NCIC’s offices and will be responsible for the implementation of activities within the areas assigned.

In addition, the Technical Advisor will attend internal GIZ-project meetings or events.

More specifically, the incumbent will carry out the following tasks:

Conciliation aspects- indicatively 70% of the work load
  • Advice and assist the management of the complaints processing structure of NCIC and oversee the structuring, programming, establishment and departmental development of the complaints receipt and processing division, the evaluation and prioritization division, the inquiries and investigations division, the media mining and tracking division, the conciliation and adjudication division and finally the compliance and enforcement division.
  • Guide the NCIC and GIZ on the best practices in Operationalisation of the key divisions identified above.
  • Provide technical and advisory support to ensure the quality of complaints processing from inflow to outflow.
  • Screen and identify areas of deviations from the standardized provisions as outlined by the NCIC Act and regulations.
  • Assist NCIC with management and establishment of the Monitoring and Evaluation system of the complaints mechanism and its functioning.
  • Provide technical support for proceedings, organisation of conciliation services in a prescribed manner where necessary
  • Guide the NCIC on alternative dispute resolution mechanism and provide clear strategies for adoption.
  • Guide and spearhead NCIC on enlightening members of the public on the existence and usage of the complaints mechanism of the NCIC.
Legal and hate speech aspects- indicatively 30% of the work load
  • Provide technical advice, assist and coordinate NCIC’s hate speech activities.
  • Assist and guide NCIC on clear strategy of approaching hate speech and provide clear framework of overcoming the challenges of hate speech, freedom of expression and legal arrests.
  • In partnership with key stakeholders and NCIC provide legal guidance and framework for hate speech under the existing policy and legal framework.
  • Technically identify clear strategies for training and monitoring hate speech throughout the country in partnership with identifies stakeholders.
  • Assist in the identification, screening and support of critical stakeholders (Civil Society and media) for partnership with the NCIC.
  • Provide technical and advisory support in the management and establishment of a monitoring and evaluation mechanism.
Education and Experience
  • Post-graduate degree in political science, international relations, law, peace studies or other relevant field.
  • Excellent mastery of peace, human rights and social justice issues in Kenya
  • Experience in policy development and best practices in, reconciliation, established human rights, mediation and social justice.
  • Experience in monitoring and evaluation systems
  • Experience in working with legal documentation frameworks

Terms and Remuneration

One year contract will be offered to the successful candidate with the possibility of an extension.
