Expression for Feasibility Study on the Scope and Design of Integrated Energy Sector Information Management System
The Ministry of Energy has an oversight role over service delivery by energy sector parastatals/statutory bodies which include; Kenya Power and Lighting Company Limited (KPLC),Kenya Petroleum Refineries Limited (KPRL), Kenya Electricity Generating Company Limited (KENGEN), National Oil Corporation of Kenya (NOCK), Kenya Pipeline Company Limited (KPC), Energy Regulatory Commission (ERC), Rural Electrification Authority (REA), Energy Tribunal, Geothermal Development Company(GDC) and Kenya Electricity Transmission Company (KETRACO).
All these institutions need updated and accurate information for quick response to energy related issues.
The Ministry of Energy wishes to acquire a computerised system with enabled tools that shall make it easy to share data and information with all parastatals under it on Energy Sector related issues such as the trends on price of the petroleum products.
The Ministry of Energy is therefore interested in achieving Information Communication Technological dream to share information on all key operational and strategic activities with all parastatals falling under it by implementing an Integrated Energy Sector Information Management System.
The envisaged Integrated Energy Sector Information Management System is to provide information and reports which would be presented to top level management at the Ministry to facilitate prompt policy decisions and enforcements on key Energy Sector activities and issues.
Brief outline of the terms reference
Feasibility study on the Integrated Energy Sector Information Management System covering the following:
1.   Design for the Integrated Energy Sector Information Management System.
2.   Determination of scope of work for a complete functional Integrated Energy Sector Information Management System.
Eligible firms are requested to express their interest in providing the above mentioned works and services. Interested bidders MUST submit the following information:
1.   Copies of certificate of Incorporation or registration.
2.   Copies of PIN VAT Registration, Tax Compliance Certificate.
3.   Experience of the firm to undertake works of similar nature.
4.   Capability of the key personnel.
5.   Brief description of the technological and methodology of implementing a computerized solution of the envisaged Integrated Energy Sector Information Management System.
Eligible firms are requested to submit their bids clearly marked “Expression of Interest for Feasibility study on the Scope and Design of Integrated Energy Sector Information Management System to:

The Expression of Interest Documents will be opened immediately thereafter in the presence of bidder’s representatives who choose to
attend opening at the main Conference Room, Nyayo House 23rd Floor. Late Expression of Interest documents will NOT be accepted.
