For Appointment To This Grade, A Candidate Must Have:
(i) Served For At Least Twenty (20) Years In The Government Investment Function, Three (3) Of Which Should Have Been At The Grade Of Senior Assistant Director, Government Investment And Public Enterprise, Job Group ‘q’ And Above Or In A Comparable Position In The Wider Public Service;
(ii) Attended A Senior Management Course Lasting Not Less Than Four (4) Weeks In A Recognized Institution; And
(iii) Demonstrated A High Degree Of Professional Competence, Administrative Capabilities And Initiative In The General Organization And Investment Function.

Duties And Responsibilities
An Officer At This Level Will Be Responsible To The Investment Secretary. Duties And Responsibilities Will Include:
(i) General Coordination Of The Investment Function;
(ii) Supervising Policy Formulation;
(iii) Drafting Of Cabinet Memoranda And Sessional Papers;
(iv) Identification And Documenting Risks Affecting Government Investments;
(v) Coordinating Shareholder/treasury Functions In Respect Of Divestures, Privatizations And Public-private Partnerships;
(vi) Coordination Of Revenue Collection From State Corporations;
(vii) Approvals Relating To Borrowing By State Corporations;
(viii) Treasury Function In Respect Of Reforms, Monitoring And Supervising Finance;
(ix) Negotiations On Terms And Conditions For On-lent Loans And Drafting The Relevant Loan Agreements; And
(x) Overseeing Management Of Information Systems.
